Portraits Of Community Installation Begins In Former Tolly’s Building In Downtown Oakland

OAKLAND, Ore. — The windows of the former Tolly’s building in downtown Oakland began taking on a new look Tuesday as the first pieces of a community art installation were put in place.

The installation is part of Vacant to Vibrant, a public art project created through a partnership between Umpqua Valley Arts and Thrive Umpqua. The project was previously announced as a way to bring art, color and renewed attention to vacant storefronts in Roseburg and Oakland, with community members helping create the artwork through local workshops.

The first installation, called “Portraits of Community,” features portraits made by residents of different ages from both Roseburg and Oakland. Organizers said the goal is to fill empty windows with work made by the community while encouraging people to notice the vacant buildings, imagine new uses for them and see beauty in the spaces while they wait for their next chapter.

“This is a project called Vacant to Vibrant, and this is a partnership between Umpqua Valley Arts and Thrive Umpqua, where we had really the funding to bring public art to vacant storefronts,” one organizer said during the Oakland installation.

The Oakland display is being installed in the old Tolly’s building, one of the city’s best-known downtown spaces. Tolly’s was established in 1968 by Terry and Carol Tollefson and became a longtime Oakland landmark, known for its soda fountain, restaurant atmosphere and deep connection to the community. The building itself dates back to the early 1900s and has been part of Oakland’s historic downtown story for generations.

According to organizers, the Oakland collection includes work from local residents as well as Oakland students. Rachel Dean, an Oakland High School art teacher, helped involve her students in the project, with nearly 100 student portraits included as part of the Oakland display.

“So these are all portraits made from all over the community in both Roseburg and in Oakland,” the organizer said. “We invited community members of all ages to participate. We also invited schools to get involved.”

The broader project grew out of a series of free community art workshops held earlier this year. The Roseburg Receiver previously reported that the installation was expected to include hundreds of handmade portraits created from paper, yarn and found materials. Organizers described the project as a way to build civic pride, support downtown spaces and create a shared visual portrait of the region.

Community-made portraits are prepared for installation inside the former Tolly’s building in downtown Oakland as part of the Vacant to Vibrant “Portraits of Community” project.

2026 Music On The Half Shell Lineup Announced For Stewart Park

ROSEBURG, Ore. — Music on the Half Shell has announced its 2026 summer concert lineup, bringing eight free, family-friendly Tuesday night concerts back to Stewart Park.

The series begins June 23 and continues through Aug. 11 at the Nichols Band Shell along the Umpqua River. Each concert is scheduled from 7 to 9 p.m.

Music on the Half Shell was founded in 1992 and has grown into one of the premier summer music events in the Pacific Northwest. Organizers say the 2026 season marks the event’s 34th season.

This year’s lineup includes bluegrass, folk, rock, pop, Afrobeat, blues-rock, Americana, electro-funk, soul and a high-energy marching band-style finale.

Concertgoers are encouraged to bring a blanket, dinner and drinks, and enjoy the free summer series on the grass at Stewart Park.

John Jorgenson

The season opens with John Jorgenson, a two-time Academy of Country Music “Guitarist of the Year” winner. Jorgenson has a long musical history that includes six years touring with Elton John and collaborations with artists including Sting and Billy Joel. His music continues to explore bluegrass, roots and world music influences.

Amelia Day

Amelia Day brings a blend of folk, rock and pop to the Half Shell stage. Organizers describe her as a musical “jack of all trades,” combining heartfelt storytelling, raw delivery and memorable melodies.

Paul McDonald

Paul McDonald returns to the Music on the Half Shell stage with a soulful sound and years of live performance experience. Many may recognize him from American Idol, but organizers say his live shows are where he continues to make the case for his talent, loud and in person.

Jujuba

Jujuba will bring world music to Stewart Park with a funky and danceable mix of Nigerian Afrobeat and Juju music. The band is known for drawing audiences to the dance floor and creating an energetic, community-focused atmosphere.

Garrett T. Willie brings blues-rock energy to the lineup. At 26 years old, Willie is known for his deep, gravelly voice, strong stage presence and raw guitar-driven performances.

Glitterfox

Portland-based Glitterfox will perform July 28 with a sound that fuses garage rock, new wave shimmer and Southern Americana soul. Organizers expect a rocking night with plenty of people dancing on the grass.

Jackie Venson

Jackie Venson, an Austin-based performer, brings Texas blues, electro-funk, rock and soul to the Half Shell stage. Venson was selected in 2024 to perform as part of Rolling Stone’s Future of Music Showcase.

March Fourth Marching Band

The season closes with March Fourth Marching Band, a Portland-based psychedelic punk rock marching band circus troupe. The group’s show includes percussion, horns, dancers, acrobatics and stilt walkers, bringing a high-energy finale to the 2026 season.

A Roseburg Summer Tradition

The concerts are free to attend and held outdoors at Stewart Park. Attendees often bring blankets or lawn chairs and settle in for an evening of music in one of Roseburg’s most familiar community spaces.

The series continues to be one of the region’s most recognizable summer events, offering Douglas County residents a chance to hear national and regional artists without leaving town.

Douglas County Voters Overwhelmingly Reject Measure 120 Gas Tax And Fee Increasee

ROSEBURG, Ore. — Douglas County voters strongly rejected Measure 120 in Tuesday’s primary election, joining voters across Oregon in saying no to a transportation funding package that would have increased the state gas tax, vehicle registration fees, title fees and a payroll tax used for public transportation services.

According to unofficial Douglas County results, the measure was failing locally with 22,629 no votes, or 93.46%, compared with 1,584 yes votes, or 6.54%. A total of 24,213 votes were counted in Douglas County for the measure.

Statewide, Measure 120 was also being rejected by a wide margin. Unofficial results from the Oregon Secretary of State showed 611,082 no votes and 124,248 yes votes, with 735,330 total votes counted in the contest.

Measure 120 asked voters whether to approve tax and fee increases that had been passed by the Oregon Legislature as part of a transportation funding package. According to the official explanatory statement, the measure would have raised the state fuel tax to 46 cents per gallon, increased vehicle registration fees by $42 for several types of vehicles, and raised title fees for passenger vehicles by $139. It also would have temporarily increased the payroll tax used for public transportation.

The explanatory statement said the new money from fuel tax, registration fee and title fee increases would have been shared among the Oregon Department of Transportation, counties and cities. Smaller cities and counties would have received additional funding compared with the current distribution formula, and some money would have gone toward maintaining roadside rest areas.

Because voters rejected the measure, the official explanatory statement said fuel taxes, registration fees and title fees will remain at their current levels. The payroll tax for public transportation services will also remain unchanged.

The vote was the result of Oregon’s referendum process, which allows voters to approve or reject certain laws passed by the Legislature. In this case, opponents of the tax and fee increases gathered enough signatures to refer the issue to voters.

For Douglas County, the result was especially one-sided. More than nine out of every ten local voters who weighed in on the measure voted no, showing strong opposition in the county to raising transportation-related taxes and fees.

The results remain unofficial until the election is certified.


LOCAL COUNTY MEASURES PASSING IN INITIAL VOTE COUNTING

Three ballot measures around Douglas County are passing in initial vote counting.

Unofficial results from the Douglas County Clerk’s Office as of early Wednesday show a proposal to repeal the Public Safety Fee in the City of Sutherlin ahead by a 59 percent to 41 percent margin. Currently owners of developed properties in the city are assessed a $9 monthly fee with $6 going to the police department and $3 to the fire department to help pay for the cost of running those agencies.

In the City of Myrtle Creek, an amendment to the city charter is passing 53 percent to 47 percent. It would allow the city administrator to live within the 97457-zip code area. Currently the administrator is required to live in the Myrtle Creek City limits.

Patrons of the Days Creek Rural Fire District are saying yes to a measure which would impose a five-year $1.20 increase per $1,000 of assessed property tax, to provide additional funds for district operations starting in fiscal year 2027.


LOCAL COUNTY MEASURES PASSING IN INITIAL VOTE COUNTING

It appears that Republican State Senator Christine Drazan will face incumbent Democrat Tina Kotek in the race for Oregon Governor in November.

Results from the Oregon Secretary of States Office as of early Wednesday, show Drazan leading State Representative Ed Diehl, 42 percent to 33 percent. Former Portland Trailblazer Chris Dudley is in third at 16 percent. Kotek has captured 84 percent of Democratic ballots statewide.

In Douglas County Drazan has 42 percent of the vote compared to 39 percent for Diehl. Dudley is at 11 percent. Kotek is receiving 73 percent of Democratic votes in the county.

Drazan was the GOP nominee for Governor in 2022 as well.

Ballot Measure 120 which would have increased fuel taxes, vehicle registration and title fees, and taxes on wages, was soundly defeated 83 percent to 17 percent.

In Douglas County, nearly 94 percent of voters said no to the proposal with only 6 percent voting yes.


YMCA OF DOUGLAS COUNTY WITH SUMMER PROGRAM REGISTRATION

The YMCA of Douglas County is offering a wide variety of summer programs focused on youth development, healthy living and community connection.

A YMCA release said summer offerings include the AS1 Basketball Clinic, Youth Strength & Conditioning, Junior Pickleball League, swim lessons, Family Play Gym, Zumba in the Park, and so much more for all stages and ages of life.

The YMCA is also expanding youth leadership and workforce development opportunities through Babysitting and Child Care Training, and Lifeguard Certification courses, helping teens build valuable lifesaving, leadership, and job skills.

The YMCA Youth Space for Y members ages 8-18 provides another safe and welcoming place for youth to gather, connect, and stay engaged at the Y.

The release said the YMCA continues its commitment to water safety by distributing free youth life jackets while supplies last and restocking life jacket stations at local reservoirs throughout the summer.

In addition to specialty programs, the YMCA offers more than 20 group fitness classes each week and a variety of membership options for youth, individuals, and families.
