Umpqua Outback Stage Takes Shape In Downtown Roseburg

A new outdoor stage is quickly taking shape in downtown Roseburg.

Umpqua Watersheds has been making major progress on the Umpqua Outback Stage, a community space being built behind its downtown building on Southeast Main Street. Recent work on the project has included the back wall of the stage, giving the space a much more finished look and offering a clearer picture of what the venue could become.

The project is intended to create a covered outdoor gathering space for live music, presentations, educational events, community programs, and other local activities. Once completed, the stage could give downtown Roseburg another place for people to come together, whether for a small concert, a nonprofit event, or a community celebration.

What makes the project stand out is how local it feels. This is not a large outside development or a polished commercial venue dropped into downtown. It is a community-driven effort being built piece by piece, with volunteers and supporters helping bring the idea to life.

For those who spend time downtown, the progress is becoming easier to see. The stage is no longer just a concept or a future plan. It is turning into a real space, one that could add more activity, creativity, and connection to the heart of Roseburg.

Umpqua Watersheds has long been known for its environmental work and community education, but the Umpqua Outback Stage shows another side of that mission. It creates room for people to gather, share ideas, enjoy local music, and build stronger ties with one another.

As construction continues, the stage is becoming one more example of the quiet progress happening around downtown Roseburg, led by local people who want to see useful, welcoming spaces grow in the community.

The stage is located behind Umpqua Watersheds, Old Soul Pizza, The Roseburg Receiver, and Roseburg Plug on Main Street in downtown Roseburg.


Glide Farmers Market Opens June 2

The Glide Farmers Market will open for the season on Tuesday, June 2, at the Glide Community Center Annex.

The market will be held every Tuesday from 10 a.m. to 1 p.m. through the fall, giving residents in the Glide and North Umpqua area a weekly place to shop for local goods close to home.

Vendors offering homegrown, homemade and handmade items are welcome to take part. The market typically brings together a mix of fresh produce, baked goods, eggs, crafts, art, jewelry and other locally made products.

The market is held at the Glide Community Center Annex, located along North Umpqua Highway. Glide is east of Roseburg and serves as a gateway community to the North Umpqua River corridor, making the market a convenient stop for both local residents and visitors heading through the area.

The first market day is scheduled for Tuesday, June 2, from 10 a.m. to 1 p.m.

Oregon Moves Forward With Statewide Next Generation 9-1-1 Modernization

SALEM, Ore. — Oregon is moving ahead with a major upgrade to its emergency communications system, with the Oregon Department of Emergency Management partnering with Lumen Technologies and Intrado to implement Next Generation 9-1-1 services statewide.

The project is designed to replace older analog 9-1-1 infrastructure with a modern, internet protocol-based system. State officials say the upgrade will improve call routing, strengthen reliability during emergencies and disasters, and help emergency communication centers better coordinate across Oregon.

For the public, dialing 9-1-1 will not change. Oregonians will still call 9-1-1 the same way they do now. The change is happening behind the scenes, with new technology intended to help emergency calls reach the correct dispatch center more quickly and accurately.

Additional upgrades associated with NG9-1-1 include:

  • Improved location accuracy for wireless callers
  • Enhanced system resiliency and redundancy
  • Better interoperability between emergency communication centers
  • More reliable call routing during outages or disasters
  • A future-ready platform capable of supporting evolving communication technologies

One of the major changes with Next Generation 9-1-1 is the use of Geographic Information Systems, or GIS, to help route calls based on more precise location data. Older systems have often relied on legacy routing methods and cell tower coverage areas, which do not always line up with county lines, rivers or jurisdictional boundaries.

That can matter in places where a wireless call may connect to a tower in a neighboring area. In some cases, a call may initially reach the wrong 9-1-1 center and need to be transferred. NG9-1-1 is intended to reduce those situations by using spatial call routing technology to help determine which Public Safety Answering Point, or PSAP, should receive the call.

The modernization effort will support all 36 Oregon counties and the state’s 40 Public Safety Answering Points. PSAPs are the 9-1-1 centers responsible for receiving emergency calls and dispatching responders.

“Oregon is committed to building a reliable, resilient, and future-ready 9-1-1 system for communities across the state,” said Frank Kuchta, State 9-1-1 Program Manager at the Oregon Department of Emergency Management. “These partnerships are an important step forward in strengthening emergency communications infrastructure and enhancing the services Oregonians rely on during emergencies.”

The Department of Emergency Management has been working with PSAPs around the state over the past several years to prepare for the transition. That work includes data network readiness, reviewing PSAP facility preparedness, and supporting upgrades to the phone systems, hardware and software used to receive and process emergency calls.

A key part of Oregon’s approach is the development and standardization of GIS data needed to support Next Generation Core Services. Those services serve as the foundation for NG9-1-1 call routing and interoperability between emergency communication centers.

Josh Finke, Senior Vice President of Public Sector at Lumen Technologies, said the company is proud to help modernize Oregon’s 9-1-1 infrastructure.

“We’re incredibly proud to partner with Oregon to modernize its 9-1-1 infrastructure; delivering a secure, resilient network that strengthens emergency response, and helps forward the critical public safety mission,” Finke said.

Intrado will also be part of the statewide modernization effort.

“Intrado is proud to partner with the State of Oregon and Lumen to deliver innovative, next-generation i3 services and solutions that empower life-saving operations for communities across Oregon,” said Lou Blatt, Chief Product Officer at Intrado.

Additional updates and project milestones are expected to be shared as the NG9-1-1 project continues.

Umpqua Valley Tennis Center Launches New Tennis Classes Starting May 28

The Umpqua Valley Tennis Center is adding new opportunities for players to get moving, improve their skills, and have fun on the court.

Starting May 28, the center will offer tennis classes on Tuesdays, Wednesdays, and Thursdays, with options for both beginners and more experienced players. The lineup includes Cardio Tennis and Bump Tennis, giving participants a mix of fitness, drills, competition, and social play.

Cardio Tennis will be offered for intermediate and advanced players on Tuesdays from 6 to 7:30 p.m. and Thursdays from 6:30 to 8 p.m. A beginner Cardio Tennis class will also be available Thursdays from 5:30 to 6:30 p.m.

The class is designed as a high-energy group workout built around fast-paced tennis drills. Organizers describe it as a way to raise your heart rate, sharpen footwork, and enjoy movement without the pressure of keeping score.

Bump Tennis will be offered for intermediate and advanced players on Wednesdays from 6 to 7:30 p.m. The format is designed to be casual but competitive, with players moving up the court by winning points and “bumping” their way toward the top spot.

Pricing is listed at $10 for members and $15 for non-members for Cardio Tennis. Bump Tennis is listed at $7 for members and $11 for non-members.

Kids’ Free Fishing Derby Returns To Diamond Lake Resort June 6

Diamond Lake Resort is inviting families to spend Oregon’s Free Fishing Weekend at the lake with the return of its 26th Annual Kids’ Free Fishing Derby on Saturday, June 6.

The free event gives young anglers a chance to fish, compete for trophies, and enjoy a day outdoors at one of Douglas County’s most recognizable recreation spots. The derby will be held at Diamond Lake Resort, with in-person registration taking place at the Diamond Lake Boathouse.

Registration will be open from 7 a.m. to noon. Fish must be checked in by 2 p.m. to qualify for the derby.

The event includes three age brackets: children 8 years old and younger, kids ages 9 to 13, and teens ages 14 to 17. A trophy will be awarded for the longest fish in each age bracket.

Families attending the derby can also enjoy hot dogs, Pepsi, and Umpqua Dairy ice cream while supplies last for derby participants.

The event falls during Oregon’s Free Fishing Weekend, giving families another reason to get outside and enjoy the lake. Diamond Lake Resort said it would love to see families come out for the fun, whether they are staying at the resort, bringing an RV, or simply making a day trip to the lake.

Roseburg Man Sentenced To Nearly 15 Years In Child Exploitation Case

A Roseburg man will serve nearly 15 years in prison after an Oregon Department of Justice investigation found he had made more than 740,000 child sexual abuse files available through a public file-sharing network.

The Oregon DOJ announced this week that David Arthur Kelly, of Roseburg, was sentenced to 14 years and 8 months in state prison after pleading no contest to five counts of Encouraging Child Sexual Abuse in the First Degree.

According to the DOJ, the case involved one of the largest collections of child sexual abuse material uncovered in recent Oregon history. Investigators said the files were not only stored on Kelly’s computer, but were also set up to be shared freely over the internet.

“This is 740,000 instances of a child being exploited and that exploitation being spread,” said Oregon Attorney General Dan Rayfield. “This man didn’t just possess this material; he made it available to anyone who wanted it. This sentence reflects the severity of those choices, and I commend the dedicated investigators at SOCET and our ICAC Task Force who did the painstaking work to bring this case to justice.”

The case began with investigators from the Southern Oregon Child Exploitation Team, known as SOCET. Between June 2023 and August 2024, investigators made 19 separate connections to Kelly’s computer through a publicly accessible peer-to-peer file-sharing network and downloaded numerous child sexual abuse files, according to the DOJ.

The Oregon DOJ Internet Crimes Against Children Task Force took over the investigation in October 2024. Investigators later identified Kelly as the suspect and served search warrants at his Roseburg home.

During the search, investigators found a one-terabyte hard drive on Kelly’s laptop that contained more than 740,000 child sexual abuse files, according to the DOJ. The agency said the files were configured to be shared over the internet.

Kelly entered his plea before Douglas County Circuit Court Judge Kathleen Johnson. During the hearing, Kelly told the judge he had “made a mistake.” According to the DOJ, Judge Johnson responded by pointing to the number of files involved and said Kelly’s actions were “not a mistake, it was a series of repeated decisions to exploit children.”

Kelly was indicted by a Douglas County Grand Jury on November 6, 2025, on ten counts of Encouraging Child Sexual Abuse in the First Degree. Under the stipulated sentence, he will serve 176 months in prison.

The case was prosecuted by Senior Assistant Attorney General Elijah Michalowski of the Oregon DOJ Criminal Justice Division. Michalowski was appointed as a special prosecutor by Douglas County District Attorney Richard Wesenberg.
