Morning News
Fresh headlines, updates, and community info to start the day.
Wildland Fire Training Planned on Reservoir Hill in Roseburg

ROSEBURG, Ore. — Residents may see smoke and fire activity on Reservoir Hill later this month as local fire agencies conduct wildland fire training exercises.
The City of Roseburg Fire Department, Central Douglas Fire & Rescue, and Cow Creek Tribal Fire Management will take part in the training on June 15, 17, and 19, 2026. Training is scheduled from 9 a.m. to 4 p.m. each day, though firefighters may remain in the area afterward for cleanup.
Live burning will take place throughout the day during the exercises. The burns will be conducted on three separate portions of the hillside, allowing crews to train in different areas over the course of the three training days.
Ahead of the larger training burns, firefighters will conduct smaller controlled burns on Wednesday, June 10. Those burns are intended to create a safety barrier near residential properties and City of Roseburg assets before the main exercises begin.
The training will take place on property owned by the City of Roseburg, the Cow Creek Band of Umpqua Tribe of Indians, and private landowners.
Fire officials said the training is designed to give crews refresher experience in wildland firefighting tactics, improve command and control procedures during multi-unit incident responses, and reduce fuels on the hillside to help lower the risk of an uncontrolled fire in the area.
The City of Roseburg thanked Central Douglas Fire & Rescue and Cow Creek Tribal Fire Management for their support and participation, saying the joint effort helps strengthen coordination between agencies and improves overall readiness. The Roseburg Police Department was also thanked for providing additional assistance related to the training.
Officials said safety will remain the top priority during the exercises. Photographers and members of the public are asked to stay away from the designated burn site. Drone operators are also reminded that flying drones over the prescribed burn area is prohibited because of safety concerns and the potential to interfere with firefighting operations.
Media members who want to interview a Public Information Officer about the training may contact Staff Assistant Amy Rice at 541-492-6727 or arice@roseburgor.gov to coordinate a time at the training site.
Roseburg City Council Adopts Sanctuary Law Compliance Ordinance

The Roseburg City Council worked through a packed agenda Monday night, including the adoption of a new ordinance addressing compliance with Oregon sanctuary laws.
During its June 8 meeting, the council approved Ordinance No. 3626 following a second reading. The ordinance adds language to the Roseburg Municipal Code requiring the City of Roseburg, including its officers, employees and agents, to comply with Oregon sanctuary laws, including ORS 180.805, ORS 180.810 and ORS 181A.820 through 181A.829. Those laws limit how local agencies may assist with federal immigration enforcement.
Those laws include restrictions on how public bodies may share personal information, such as a person’s address or contact details, for the purpose of enforcing federal immigration law. They also limit how law enforcement agencies may use public resources, including agency money, equipment and personnel, in immigration enforcement activities.
The ordinance follows weeks of discussion in Roseburg after a federal contract opportunity posted in March listed Roseburg among several cities where U.S. Immigration and Customs Enforcement was seeking office space. That posting drew local attention and prompted discussion at multiple council meetings.
On April 27, the council voted to move forward with preparing an ordinance. A first reading was held May 11, when residents spoke both in favor of and against the ordinance and the potential presence of ICE in Roseburg.
Public comment continued Monday night, with residents again sharing divided views. Some speakers argued the ordinance did not go far enough and said the city should take stronger action in response to community concerns. Others voiced support for federal immigration enforcement and said the city should not take steps that would interfere with ICE or law enforcement work.
Umpqua Valley Composite Invites Students to Try Mountain Biking This Summer

Students heading into fifth through 12th grade this fall are invited to hit the trails with Umpqua Valley Composite, a co-ed youth mountain biking team welcoming riders of all ability levels.
The team is hosting a “try it outs” event at River Forks Park on Saturday, June 20 at 1:00 p.m. The event is open to students who are curious about mountain biking, whether they are brand new to the sport or already comfortable on two wheels.
Umpqua Valley Composite is part of the Oregon League of the National Interscholastic Cycling Association, commonly known as NICA. The program gives local students a chance to ride with others, build confidence, learn trail skills, make friends, and take part in a season that includes both riding and some racing opportunities.
Organizers say all ability levels are welcome, and the team is designed to be a supportive environment for students who want to get outside, try something new, and enjoy mountain biking in the Umpqua Valley.
Those interested can attend the June 20 try-it-out event at River Forks Park or reach out to Coach Evan by calling or texting 541-580-4402 or emailing UmpquaValleyMTB@gmail.com. Team Director Shelby can also be reached at 541-680-4885.
Roseburg Library to Host Tree-Themed Youth Program June 23

Children will have a chance to learn about Oregon’s forests during a special summer program at Roseburg Public Library later this month.
The library will welcome Paula Yablonski, a facilitator with Talk About Trees, at 1 p.m. Tuesday, June 23. The free program is geared toward children from preschool through fifth grade and will include information about the local ecosystem along with a hands-on activity.
Talk About Trees is a forestry education program through Oregon Women in Timber. The program helps introduce young students to forest ecology, forest management, and the many ways forests are used in everyday life.
The event will be held at Roseburg Public Library, located at 1409 NE Diamond Lake Blvd. It is part of the library’s Summer Reading Program, which carries the theme “Plant a Seed, Read.”
Families can learn more about the Summer Reading Program at roseburgpubliclibrary.org. Library staff can also be reached at 541-492-7050 or library@roseburgor.gov.
Cow Creek Umpqua Indian Foundation Awards $606,815 to Southern Oregon Nonprofits

ROSEBURG — The Cow Creek Umpqua Indian Foundation awarded $606,815 to nonprofit organizations across Southern Oregon on Tuesday, supporting groups that provide basic needs, education, health services, community support and abuse prevention.
The grants were presented during an awards ceremony at Seven Feathers Casino Resort in Canyonville. In total, 87 nonprofits received funding.
The latest round of giving brings the foundation’s total contributions over nearly 30 years to $27,806,803. The foundation supports organizations serving Douglas, Jackson, Josephine, Coos, Lane, Deschutes and Klamath counties. Eligible nonprofits may apply for grants of up to $10,000 twice each year.
Carla Keene, chairman of the Cow Creek Band of Umpqua Tribe of Indians, addressed nonprofit representatives during the ceremony and acknowledged the pressure many organizations are facing.
“Organizations that were already stretched thin are now being asked to do more with less,” Keene said. “We know that during times like this, you rise to the occasion. You get creative with how to spend each dollar. Even more creative than you may be used to. Inflation may be eroding your budgets, but it doesn’t seem to affect the number of people you’re able to reach.”
Foundation Director Carma Mornarich also spoke about the role nonprofits play in supporting communities.
“When I feel the weight of the world in my life, I think of the Cow Creek Foundation and recall its mission: giving to philanthropies that feed, educate and strengthen our community,” Mornarich said. “I envision all the benefits that are achieved by giving to these basic needs and remember how the hard work of non-profit organizations eases hard lives. It quiets me and I am once again aware of how much goodness there is in this world.”
Several recipients shared personal stories during the ceremony, highlighting how grant funding supports services throughout the region.
Hearts with a Mission, based in Jackson County, received $7,500 for a program assisting vulnerable seniors with physical and emotional needs. A staff member with the organization told attendees that she and her daughter had received services from Hearts with a Mission eight years earlier while she was struggling with addiction.
“You have been supporting us for 15 years,” the staff member said. “Thank you for helping us keep the doors open and keep the lights on so more families become stories like this.”
Magdalene Home also received $7,500 to help staff a shelter serving pregnant and parenting homeless teens. Kathleen Wilson, director of Magdalene Home, said the organization is celebrating a volunteer who is graduating from high school this month and had lived at Magdalene Home with her mother as a baby.
County Totals
The foundation reported the following grant totals by service area:
- Multiple counties: $93,500
