A cold front and surface low will bring wetting rain to the region over the next two days. There is a chance of thunderstorms on Thursday afternoon and perhaps on Friday afternoon. This cool showery pattern will continue into Monday. Overnight humidity recoveries will be very good.

US Forest Service - Umpqua National Forest

ROSEBURG, Ore. - The City of Roseburg is accepting applications for its fall tourism grant program, offering funding for projects and events designed to bring visitors to Roseburg and the surrounding area.

Roseburg businesses, nonprofit organizations and governmental entities may apply for grants of up to $7,500.

Funding may be used for tourism advertising, marketing for events and festivals, strategic planning and research, tourism-promotion operations, and qualifying improvements to tourism-related facilities or property.

Applications must be submitted by 5 p.m. Friday, Oct. 30.

Application materials and instructions are available under the Community Development section of the City of Roseburg website.

Completed applications may be emailed to cdd@roseburgor.gov, mailed to City of Roseburg, Attn: Kylee Stutte, 900 SE Douglas Ave., Roseburg, OR 97470, or delivered to the Community Development Department at City Hall.

A Coos Bay man was sentenced Tuesday to 17 years in federal prison for using a minor to produce child sexual abuse material and attempting to exploit another child, according to the U.S. Attorney’s Office for the District of Oregon.

Thomas Owen Barnett, 40, will also serve 15 years of supervised release following his prison sentence.

According to court documents, Barnett encouraged a minor to create and send him child sexual abuse material between September and December 2023.

Federal prosecutors said Barnett later distributed material depicting the victim through the Kik online messaging platform in September 2024 and sought money in exchange. During the same month, Barnett allegedly posed online as the victim and asked a man in another country to create and send material depicting the man’s young child.

A federal grand jury in Eugene indicted Barnett in February 2025 on four counts, including sexual exploitation of a child, attempted sexual exploitation of a child, possession of child pornography and distribution of child pornography.

“This defendant used the internet to exploit children within the United States and abroad,” U.S. Attorney Scott E. Bradford said in a statement. “Children deserve to be safe online and in their own homes.”

FBI Portland Special Agent in Charge Doug Olson credited the North Bend Police Department and Coos County Sheriff’s Office for assisting federal investigators.

“Barnett’s actions caused real harm,” Olson said. “Their teamwork with our agents and the U.S. Attorney’s Office was essential to bringing this case to justice.”

The FBI investigated the case with assistance from the two local law enforcement agencies. Assistant U.S. Attorney William M. McLaren prosecuted the case.

The prosecution was part of Project Safe Childhood, a nationwide Justice Department initiative focused on combating child exploitation and abuse.

Information about the physical or online exploitation of children may be reported to the FBI at 1-800-225-5324 or through tips.fbi.gov. Additional resources are available from the National Center for Missing & Exploited Children.

Oregon communities and nonprofit organizations can now apply for a share of approximately $1.6 million available for public trail projects across the state.

The Oregon Parks and Recreation Department said funding is available through the 2026 Recreational Trails Program grant cycle. Local governments, park districts, tribal governments, state and federal agencies, other public land managers and nonprofit organizations are eligible to apply.

The grants can support motorized and non-motorized trail projects, including the construction of new trails and the restoration or improvement of existing routes. Funding may also be used for trailhead facilities, maintenance equipment, land or easement acquisitions, safety and education programs, accessibility assessments and water trails.

The federally funded program reimburses recipients after project expenses are incurred. Applicants must provide a match equal to 20 percent of the project’s total cost.

Organizations planning to apply must first submit a letter of intent through OPRDGrants.org by Sept. 30. Completed applications are due Nov. 16. New applicants will need to create an online account.

An optional webinar is scheduled from 10 a.m. to noon Wednesday, Sept. 9. The session will explain the program and walk applicants through the application process. Registration is available online, and a recording will later be posted to the program website.

The Recreational Trails Program is funded by the Federal Highway Administration and administered in Oregon by OPRD. It has supported more than 550 projects throughout the state since 1993.

ROSEBURG, Ore. - Douglas County 4-H is partnering with The Studio Arts Connection to offer a day of hands-on crochet and knitting workshops for local youth this fall.

The 4-H Fall Fiber Arts Day will take place Saturday, Oct. 3, at The Studio Arts Connection, 1350 NE Stephens Street, Suite 10, in Roseburg. The workshops are open to youth ages 9 to 11, including those with no previous crochet or knitting experience.

The day will begin with a crochet class from 11 a.m. to 1 p.m. Participants will learn introductory crochet techniques while creating a bird nest for their backyard.

A knitting class will follow from 2 to 4 p.m. During that session, participants will make either a bracelet or a small pet collar.

Organizers said the workshops are designed to give young people an opportunity to explore fiber arts, develop new skills and complete a project they can take home.

Registration is required, and the cost is $25 per class. Families may register or obtain more information by calling the Douglas County OSU Extension Office at 541-672-4461. The office is located at 1134 SE Douglas Ave. in Roseburg.

Fire danger on the Umpqua National Forest will decrease from “very high” to “high” beginning at 12:01 a.m. Wednesday, Sept. 2, as cooler weather and increased overnight moisture help improve conditions.

Despite the change, Stage 2 Public Use Restrictions and Industrial Fire Precaution Level 2 remain in effect throughout the forest.

Under Stage 2 restrictions, campfires, charcoal fires, pellet fires and other open flames are prohibited outside designated developed recreation sites. An exemption allows campfires inside Forest Service-constructed concrete or metal fire rings at those sites.

Campfires remain prohibited in wilderness areas.

Gas and propane campfires, cook stoves and lanterns with an on-and-off switch may be used when flammable vegetation is cleared for at least three feet around the flame. Devices fueled by jellied petroleum or pressurized liquid fuel are also permitted under those conditions.

Additional Stage 2 restrictions include:

• Smoking is prohibited except inside an enclosed vehicle or building, or within an area cleared of flammable material for at least three feet.
• Chainsaw use with an internal combustion engine is prohibited.
• Motorized vehicles are limited to designated roads and trails. Limited travel over bare mineral soil may be permitted to reach dispersed camping sites.
• Welding and the use of explosives are prohibited.

Forest officials reminded visitors that campfires must be completely extinguished before a campsite is left unattended. Campers should drown the fire with water, stir the ashes and use the back of a hand to confirm that everything is cold to the touch.

ROSEBURG, Ore. - Rain returned to Roseburg and much of Southern Oregon Wednesday morning as an unusually strong early September storm moved inland.

The rainfall could become Roseburg’s first measurable precipitation since June. No measurable rain was recorded locally during July or August, bringing an end to a long stretch of dry summer weather.

The National Weather Service in Medford said rain will become more widespread through Wednesday afternoon. Roseburg is expected to receive between one-quarter and one-half inch of rain during the day, with a high near 63 degrees. South-southeast winds could gust as high as 20 mph.

Rain will remain likely Wednesday evening before gradually clearing. Another one-tenth to one-quarter inch of rain is possible, with an overnight low near 51 degrees.

Forecasters said the storm is unusually strong for this time of year, particularly when it comes to rainfall, wind and cooler temperatures. Temperatures across the region are expected to run 15 to 25 degrees below normal Wednesday and Thursday.

Motorists should be alert for possible rockslides along highways 38, 42 and 138 as rain reaches areas that have been dry for much of the summer.

The strongest winds are expected along the coast and in the coastal mountains, where gusts could approach 50 mph. Forecasters said isolated power outages are possible as the front moves inland.

Some of the heaviest rainfall is expected near Brookings, where isolated locations could receive as much as 2 inches during a six-hour period Wednesday. Rain will spread east of the Cascades by Wednesday evening.

Showers will continue Thursday as the upper-level storm moves across the region. Scattered thunderstorms are also possible Thursday afternoon across Southern Oregon and Northern California. Forecasters place the probability of thunderstorms at approximately 15 to 20 percent across much of the area. Severe storms are not expected, although lightning remains possible.

Cool and unsettled weather is expected to continue through early next week. The upper-level low is forecast to remain near the region through Monday, keeping periodic shower chances in the forecast.

ELKTON, Ore. - Fort Umpqua Days will return to Elkton on Saturday and Sunday, Sept. 5 and 6, with two days of living history, music, food and family activities at the Elkton Community Education Center.

This year’s festival will recognize the 250th anniversary of the United States while highlighting the history and heritage of the Umpqua Valley.

Much of the celebration will center around Fort Umpqua, a volunteer-built replica of the Hudson’s Bay Company trading post established in the area during the 1830s. Unlike a military fort, the original site operated as a trading post, warehouse and gathering point for trappers, traders and others traveling through the region.

Volunteer interpreters will bring that period to life through blacksmithing, woodworking, traditional crafts, storytelling and other historical demonstrations. The site includes a stockade, trading building, living quarters and blacksmith shop based on the original fort’s design.

Saturday’s activities will begin with an outdoor pancake breakfast at ECEC. The “Celebrating the 250th Anniversary of the USA” parade will travel through downtown Elkton beginning at 10 a.m.

Visitors can then return to ECEC for artisan vendors, food, a wine and beer garden, tours, live music and activities throughout the grounds. Cover Culture, featuring Wayne Ellsworth and Buzz Long, is scheduled to perform Saturday. A pie auction will begin at 1 p.m.

Chicken bingo will make its first appearance at Fort Umpqua Days this year, with several rounds and prizes planned during both days of the festival.

Sunday will begin with the Thomas Batterman Mental Health Project’s 2026 Run/Walk for Wellness. Live entertainment during the day will include Vine Katz and Elk Creek Ramble, a regional group formed by two families from Drain and Elkton.

Visitors will also be able to explore ECEC’s gardens and Butterfly Pavilion, browse artisan booths and enjoy food and additional family activities throughout the weekend.

Each day will conclude with the Echoes of the Umpqua musical pageant at 5 p.m. in the ECEC amphitheater. The annual community production shares stories connected to Elkton and the surrounding Umpqua Valley.

Admission is free. The main festival will run from 9 a.m. to 4 p.m. Saturday and Sunday, with breakfast activities beginning earlier and the pageant following at 5 p.m.
