Douglas County Ballot Returns Reach 2.89% for November Election

Douglas County has received 2,582 ballots for the 2026 November general election, bringing voter participation to 2.89%, according to the latest update from the Douglas County Clerk’s Office.
Returns are running 1.68 percentage points behind the participation rate at the same point in the 2022 gubernatorial general election.
Along with the updated figures, the Clerk’s Office shared several reminders to help voters complete and return their ballots.
Instructions in the upper-left corner of each ballot explain how to fill in the oval beside a candidate or measure choice, cast a write-in vote, and correct a mistake.
Voters can also leave contests unanswered. Choosing not to vote in a particular race or on a measure will not prevent votes in other contests from counting.
The Clerk’s Office reminded voters that they must personally sign their ballot return envelope. A power of attorney does not allow someone else to sign on a voter’s behalf.
The office also highlighted how ballot processing protects voter privacy. Return envelopes are separated from the ballots before the ballots are inspected and tabulated, keeping individual voting choices confidential.
Free Taste of the Umpqua Event Coming to Downtown Roseburg October 30

ROSEBURG, Ore. - Local food and drinks will be on the menu throughout downtown Roseburg on Friday, October 30, as the inaugural Taste of the Umpqua brings a free evening of tastings to participating businesses.
The event runs from 5 to 8 p.m. as part of ReDiscover Downtown’s Fifth Friday celebration. Umpqua Valley Farm to School, Thrive Umpqua, and ReDiscover Downtown are organizing the walkable tasting tour, which will feature chefs, restaurants, wineries, and food producers from Douglas County.
Visitors can stop at tasting stations inside designated downtown businesses while shopping at stores staying open later. Each tasting will include ingredients grown, raised, caught, or crafted in Douglas County. Participating chefs received credit to purchase local ingredients through the Umpqua Grown Food Hub.
The announced lineup includes:
- Chef Andreas Pias of Timbre & Tap, serving food with a wine pairing at The Wine Destination.
- Chef Martin Condon of Plate the Umpqua at Trella Vineyards.
- Kuma’s Table at Rainbow Kitchen.
- Roseburg Country Club with Better Together.
- Abacela Vineyards and Winery.
- North Forty.
Organizers said more participants will be announced.
Along with the tastings, visitors will have a chance to share their experiences buying and eating local food. The event is part of the Douglas County Food System Assessment, led by Umpqua Valley Farm to School and Thrive Umpqua.
Short questions will be posted at host locations along the route. Guests who answer every question will be entered into a raffle for prizes from local businesses. Organizers will use the responses to help identify obstacles to accessing local food and ways to better connect farms, restaurants, and residents.
The idea for Taste of the Umpqua came out of Thrive Umpqua’s 2025 Longest Table gathering, where residents shared a meal and discussed projects that could improve community health. Attendees selected it as one of their top five projects, awarding it $9,000 in micro-grant funding.
Thrive Umpqua Executive Director Jess Hand said the event gives residents an opportunity to meet local food producers and explain what would make food access easier.
Umpqua Valley Farm to School Executive Director Erin Maidlow said the October event also coincides with Farm to School Month, offering an opportunity to recognize farmers who supply food to local children and the wider community.
Funding comes from the Oregon Food Bank’s FEAST program, which stands for Food, Education, Agriculture, Solutions Together, along with the Longest Table micro-grant.
Tasting guides and maps will be available at Rainbow Kitchen/Umpqua Grown Food Hub, 736 SE Cass Street. The event is free and open to the public.
Residents who cannot attend can still contribute to the assessment by completing the community food survey.
West Goedeck Avenue Expected to Reopen Oct. 22; Old Melrose Closure Set for Friday

West Goedeck Avenue is expected to reopen by 5 p.m. Thursday, Oct. 22, several days earlier than previously anticipated, as sanitary sewer work serving the Roseburg Urban Sanitary Authority wastewater treatment plant moves into its next phase.
The reopening covers the stretch extending east from Old Melrose Road toward Lookingglass Road. That section had most recently been expected to remain closed through Monday, Oct. 26.
Once West Goedeck reopens, crews will shift to Old Melrose Road, where a closure is scheduled from 8 a.m. to 5 p.m. Friday, Oct. 23. Contractor Allied Trenchless will remove an underground bypass installed for the project and replace some sewer services.
Friday’s closure will affect Old Melrose Road immediately north of West Goedeck Avenue toward Harvard Avenue. Detour signs will direct traffic around the work area, while residents will retain access to their properties.
Drivers should plan alternate routes, allow extra travel time, and use caution around crews and equipment.
The city said work schedules could change depending on conditions, with additional updates provided as needed.
Sutherlin Police Earn State Accreditation After Yearlong Review

SUTHERLIN, Ore. - After a year of reviewing its policies, documenting its practices, and preparing for outside scrutiny, the Sutherlin Police Department has earned state accreditation through the Northwest Accreditation Alliance.
The department received its Certificate of State Accreditation on Sept. 15, 2026, Police Chief Troy Mills announced in an Oct. 20 release. The award marks the completion of a voluntary effort to demonstrate that the department meets established professional standards for law enforcement.
Sutherlin pursued the accreditation even though departments with fewer than 35 sworn officers are not required to obtain it, according to the release.
For residents, the significance lies in the review behind the certificate. Accreditation examines how a department operates, including its policies, procedures, accountability, and organizational management. Agencies must provide evidence that they meet the standards and submit their work to outside assessors.
The Northwest Accreditation Alliance’s process begins with a self-assessment, during which agencies review their policies and procedures, make revisions where needed, and compile documentation showing compliance. Assessors then conduct an onsite review of the agency’s policies, procedures, and practices before submitting a report to the alliance’s board for consideration.
Mills credited Sutherlin’s officers and staff with the detailed work needed to complete that process over approximately one year.
“The citizens of Sutherlin should be proud of the work our officers and staff do every day,” Mills said in the release. “This accomplishment is another example of their dedication to professional growth, accountability, and continually improving the quality of service we provide to our community.”
The recognition also brings an ongoing responsibility. To maintain accredited status, agencies must undergo reassessment every three years, requiring them to continue demonstrating compliance with the alliance’s standards.
Mills described the achievement as a significant milestone in the department’s continuing work to strengthen its operations and service to the community.
“Accreditation is not the finish line, but another step forward in our continued commitment to service, professionalism, and dedication,” he said.

Jerry Bruce Community Campus to Host Fifth Annual Trunk-or-Treat in Roseburg

ROSEBURG, Ore. - Families across Douglas County are invited to celebrate Halloween with an afternoon of costumes, candy, and community activities as the Jerry Bruce Community Campus hosts its fifth annual Trunk-or-Treat event on Saturday, October 24.
The free event will take place from 1 p.m. to 4 p.m. in the Aviva Health parking lot at 150 NE Kenneth Ford Drive in Roseburg.
More than 30 staff members from organizations located on the Jerry Bruce Community Campus will volunteer their time, decorating vehicle trunks and distributing individually wrapped candy and toys to children. Families are encouraged to attend in Halloween costumes, although dressing up is not required.
The event is organized through a partnership involving Family Development Center, FISH Food Pantry, Umpqua Homes, United Community Action Network (UCAN), and Aviva Health.
“Our annual Trunk-or-Treat is one the Jerry Bruce Community Campus’s favorite events,” said Mark Tsuchiya, marketing and development director at Aviva Health. “It’s a great way to celebrate the season and gives families a safe and fun Halloween experience - and it’s free to the community.”
To provide a safe environment for those attending, the parking lot on the west side of the Aviva Health building will be closed to vehicle traffic during the event. Visitors can park in the east parking lot or use designated Aviva Health employee parking spaces in the northeast corner of the nearby Costco parking lot.
Beyond the Halloween activities, organizers hope the gathering will give residents an opportunity to learn more about the nonprofit organizations operating on the campus and the services they provide throughout Douglas County.
The organizations offer a variety of resources, including health care, food assistance, childcare, family support, and services for individuals with intellectual and developmental disabilities.
Although each organization focuses on different community needs, they frequently serve the same individuals and families. Events like Trunk-or-Treat provide an opportunity for staff members to connect with residents outside their usual programs and services.
“This event gives us the opportunity to have some family fun and share more information about the programs and services each of our campus partners offer,” Tsuchiya said.
The annual Halloween gathering is one of several community events organized through the campus partnership.
Earlier this year, the organizations hosted their fourth annual Spring Fair, which attracted more than 1,000 community members. The event featured family activities, live performances, and food, along with a charity golf scramble supporting the work of campus organizations.
Planning is already underway for the 2027 Spring Fair, which organizers expect to be larger than previous events.
The Jerry Bruce Community Campus was established following a vision developed in the early 2000s by Jerry Bruce and other local community leaders. Their goal was to bring multiple nonprofit organizations together in one location, making it easier for Douglas County residents to access essential services.
That vision eventually led to the purchase of property in north Roseburg, where the campus now houses several organizations working together to address challenges such as food insecurity, economic hardship, family instability, and access to health care.
Saturday's Trunk-or-Treat continues that collaborative approach by bringing the organizations together for an afternoon focused on local families.
The event is free and open to Douglas County families.

Injured Paraglider Rescued From North Bank Habitat Area Near Roseburg

ROSEBURG, Ore. - Emergency crews helped rescue a 46-year-old man Monday morning after he was injured while paragliding in the North Bank Habitat area northeast of Roseburg.
According to the Douglas County Sheriff's Office, the man contacted emergency dispatchers around 10 a.m. Monday, October 19, after suffering an injury that left him unable to continue walking. He was able to communicate his situation and request assistance.
With the man unable to reach an ambulance on his own, emergency medical personnel requested help from Douglas County Search and Rescue (SAR) to move him out of the area.
Responders placed the man in a wheeled Stokes basket, a rescue stretcher designed to transport injured patients across difficult terrain. Search and Rescue members worked alongside personnel from the Glide Rural Fire Protection District and Umpqua Valley Ambulance to bring him to a waiting ambulance.
The man was transported to CHI Mercy Medical Center in Roseburg for medical treatment. The Sheriff's Office did not provide details about the nature or severity of his injuries.
The rescue also involved an additional passenger of sorts. The injured man's dog had accompanied him to the area, and with its owner headed to the hospital, a sheriff's deputy took the dog back to its home.
No additional information about the man's condition was provided.
Umpqua Actors Community Theatre To Host Halloween Screenings Of ‘The Rocky Horror Picture Show’

ROSEBURG, Ore. - Umpqua Actors Community Theatre (UACT) is bringing The Rocky Horror Picture Show to Roseburg this Halloween, with two special movie screenings planned for Saturday, October 31. The event will mark the first time the community theatre has hosted a movie screening, with tickets priced at $5 thanks to sponsorship from Aviva Health.
Following the conclusion of its youth production of Time Warped, UACT announced plans to continue the Halloween festivities with screenings of the 1975 cult-classic musical film. Unlike the theatre's recent stage production, the Halloween event will feature the original movie rather than a live performance.
Two screenings are scheduled, with the first beginning at 7:30 p.m. and a second at midnight. Both are open exclusively to adults ages 18 and older.
Known for its music, eccentric characters, and audience participation, The Rocky Horror Picture Show has developed a dedicated following over the past five decades. The film stars Tim Curry as Dr. Frank-N-Furter and features memorable musical numbers, including "Time Warp."
UACT is encouraging audience members to dress up for the occasion, although costumes are not required. Three attendees at each screening will be selected to receive prizes for their costumes.
The theatre will also offer optional audience participation prop bags for an additional $2. During certain scenes, event hosts will guide attendees through using the items in their bags to interact with the film. Each bag will include a card explaining when and how to participate.
The screenings will also serve as an opportunity for UACT to put its new LED wall to use in a different way. While the theatre regularly hosts live productions, it has never previously screened a movie for an audience.
In its announcement, UACT described the event as an experiment made possible by the new technology and invited the community to take part in the theatre's first movie-screening experience.
Keeping admission affordable was another priority for organizers. With support from community sponsor Aviva Health, tickets will cost $5 each, not including ticketing fees.
UACT said the goal is not to generate revenue but to bring adults together for a Halloween celebration centered around the film and its longstanding cultural following. Organizers also described the event as an opportunity to pay tribute to Tim Curry, whose portrayal of Dr. Frank-N-Furter became one of the movie's defining performances.
Both screenings will take place at Umpqua Actors Community Theatre, located at 1614 W. Harvard Avenue in Roseburg.
Tickets for the October 31 screenings are available through the theatre's website at www.uact-theatre.com.
The event follows UACT's October 8-18 run of Time Warped, giving local audiences another opportunity to experience the music and traditions associated with The Rocky Horror Picture Show during the Halloween season.
SPUR Restaurant & Bar to Officially Open October 22 in Roseburg

ROSEBURG, Ore. - SPUR Restaurant & Bar is preparing to officially open Thursday, October 22, at 1347 NE Stephens St. in Roseburg, bringing a new dining experience to the former Gilberto's Mexican Restaurant location.
The locally owned restaurant held its soft opening last week, welcoming its first customers and gathering feedback ahead of the official opening.
In an October 18 announcement, SPUR thanked the community for its early support and said the restaurant would temporarily close from Sunday, October 18, through Wednesday, October 21, to make final adjustments.

"We're taking a few planned days to fine-tune things before welcoming everyone back," the restaurant announced.
The opening marks the completion of several months of preparations following the property's purchase by Katrina and Doug Peterman, along with Katrina's sister Kyana and her husband Darin.
The family announced its plans over the summer to transform the longtime Mexican restaurant into a new upscale casual dining establishment. SPUR's concept focuses on elevated comfort food with Southern influences, Western roots, and Pacific Northwest flavors.
The restaurant has described its planned offerings as including shareable starters, entrees, handcrafted cocktails, wine, and alcohol-free beverages, with an atmosphere intended for casual dinners, date nights, and gatherings.
The location was previously home to Gilberto's Mexican Restaurant, which permanently closed May 15 after 42 years in business following the retirement of Gilberto Sr.
SPUR's owners have emphasized their desire to create a welcoming gathering place for the Roseburg community, incorporating a family connection into the restaurant's identity. The name SPUR was inspired by Spur, Texas, where the owners' grandmother grew up.
"We're grateful to be building something special right here in Roseburg and can't wait to see you soon!" the restaurant shared.
SPUR Restaurant & Bar is located at 1347 NE Stephens St. Additional information is available at https://spurrestaurantandbar.com/.
Winston Police Department Hosting Free Medication Take-Back Event Saturday
WINSTON, Ore. - Residents looking to safely dispose of expired or unwanted prescription medications will have an opportunity to do so this Saturday, October 24, as the Winston Police Department partners with MED-Project to host a free medication take-back event.
The event will take place from 9 a.m. to noon at the Winston Police Department, located at 131 Rose Avenue in Winston. The collection is open to residents throughout the surrounding area.
The event provides a convenient way for households to get rid of medications they no longer need while helping prevent accidental ingestion, misuse, and improper disposal.
Residents may bring unwanted or expired household medications in any dosage form, including pills, capsules, liquids, and other forms of medication. Items must be in their original containers or sealed bags.
Certain items cannot be accepted during the collection. These include vitamins, supplements, herbal remedies, cosmetics, personal care products, batteries, mercury-containing thermometers, needles and other sharps, illicit drugs, animal medications, pet pesticide products, biologics, and empty medical devices.
Residents are encouraged to remove or cover personal information on prescription labels before dropping off their medications.
MED-Project is a nonprofit organization that provides medication disposal services in communities across the country, including Oregon. In addition to community collection events, the organization offers permanent medication drop-off locations and mail-back options for residents who cannot attend an event in person.
Proper medication disposal helps reduce the risk of unused prescriptions falling into the wrong hands and prevents medications from entering the environment through improper disposal methods, such as flushing them down drains or toilets.
There is no charge to participate in Saturday's event.
Additional information about the collection, accepted items, and other disposal options is available at MED-Project's Oregon website or by calling (844) 482-5322.
