Roseburg Homeless Commission Pauses Meetings, Seeks Guidance From Incoming Leadership

ROSEBURG, Ore. - Roseburg’s Homeless Commission is seeking guidance on its future priorities from the city’s incoming mayor and city manager, with meetings on hold until January.
The commission’s next meeting is scheduled for Jan. 4, 2027. According to a city staff summary described in the report, members requested direction from the incoming leadership about where to focus their work.
The pause follows the commission’s Monday, Oct. 5 meeting, which included discussion of local services and a look at homelessness response efforts in Grants Pass.
Jeremy and Hollie Grammon presented information about the Dream Center’s work and its impact in the community. Their presentation also covered the Dream Again Village logic model, a framework outlining the program’s approach and intended outcomes.
Commission members reviewed the Homeless Services Resource Directory and offered feedback. They also heard a presentation about how Grants Pass is addressing homelessness, including its shelter and housing initiatives.
The Homeless Commission serves as an advisory body to the Roseburg City Council. Its responsibilities include researching ways to address the needs of people experiencing homelessness, recommending actions to councilors, and considering input from residents and businesses. The commission also reviews agreements and working relationships with agencies providing services to the unhoused population.
More information is available on the City of Roseburg’s Homeless Commission page.
Glendale Marijuana Investigation Leads to Arrest at Douglas County Courthouse

A man sought in connection with an alleged illegal marijuana growing operation near Glendale was arrested Oct. 5 while attending an unrelated hearing at the Douglas County Courthouse, according to the Douglas Interagency Narcotics Team.
DINT identified the man as Adam Paul Stewart. Detectives took him into custody and lodged him at Douglas County Corrections.
The arrest followed an Aug. 4 search of Stewart’s residence and property in the 1000 block of Tunnel Road. In information provided to The Roseburg Receiver, DINT Lt. Nick Hansen said Stewart fled on foot with a suspected firearm as law enforcement entered the property to serve a search warrant. Officers searched for him but were unable to locate him at that time.
During the search, detectives dismantled what DINT described as an illicit marijuana growing operation. The agency said investigators seized and destroyed 527 marijuana plants and seized more than 300 pounds of processed marijuana.
DINT also reported seizing:
- Multiple firearms.
- Residue amounts of methamphetamine.
- A stolen U-Haul vehicle that was being dismantled.
- A commercial welder believed to have been stolen from a work site.
The information provided by DINT did not include Stewart’s booking charges or his custody status following the arrest.
Stewart is presumed innocent unless proven guilty in court.

Oregon Government Fraud Task Force Continues Efforts To Identify And Prosecute Fraud

PORTLAND, Ore. - Federal prosecutors and investigators in Oregon are continuing a coordinated effort to identify and prosecute fraud involving government benefits, loans, grants, and other taxpayer-funded programs, the U.S. Attorney’s Office for the District of Oregon announced Wednesday.
Members of the Government Fraud Task Force met Monday, October 5, at the Mark O. Hatfield U.S. Courthouse in Portland. The meeting focused on sharing information, improving methods for detecting fraud, and directing investigators toward the most significant cases.
The task force brings together the U.S. Attorney’s Office, federal law enforcement agencies, and inspectors general responsible for investigating misuse of government funds.
“Fraud against government programs is theft from the American taxpayer,” U.S. Attorney Scott E. Bradford said.
According to the announcement, participating agencies are working to compare government databases and benefit records, identify suspicious financial activity, and use data analysis to flag unusual billing, benefit payments, grants, and contracting activity.
The task force also plans to rank investigative leads and referrals so agencies can focus their resources on the strongest cases. Agencies may share investigative resources to pursue leads where staffing is limited, and annual reviews will assess the task force’s work and potential improvements.
Its focus includes:
- Health care fraud.
- Government benefits fraud.
- Small Business Administration loan fraud.
- Social Security fraud.
- Supplemental Nutrition Assistance Program fraud.
- Trade fraud.
- Student aid fraud.
Participating agencies include the FBI, IRS Criminal Investigation, the Small Business Administration, the Social Security Administration, and representatives from the departments of Agriculture, Education, Health and Human Services, Housing and Urban Development, and Veterans Affairs. Medicaid Fraud Control Units are also among the participants listed in the release.
Investigators are also reviewing False Claims Act referrals and government claims data, while looking for connections between government beneficiaries and other government and law enforcement records.
The U.S. Attorney’s Office said the work supports the Department of Justice’s nationwide fraud enforcement initiative and its National Fraud Enforcement Division, which is intended to improve coordination among federal agencies.
Fly Fishing Veterans Expands Annual Expo to Include More Fishing Techniques

ROSEBURG, Ore. - Fly Fishing Veterans will host a fishing expo Saturday, Oct. 24, from 9 a.m. to 5 p.m. at the Douglas County Fairgrounds, bringing together fishing demonstrations, outdoor vendors, auctions, and activities honoring veterans.
Sponsored by North River Boats and Willie Boats, the event builds on the organization’s previous fly tying expo. This year marks its first expansion to include other fishing techniques alongside traditional fly angling.
Admission is $5 or free with a canned food donation.
The Roseburg-based nonprofit supports veterans through fly fishing. Organizers say the expanded expo will feature more than 45 outdoor and fishing-related vendors, including professional guides, tackle manufacturers, representatives from local fishing destinations, and other businesses.
More than 40 Northwest fly tyers will demonstrate their techniques. Visitors can also browse fishing gear, art, and conservation resources, and get an up-close look at boats from the event’s sponsors.
Other activities include:
- Silent and live auctions, featuring outdoor gear, guided trips, and specialty items. Proceeds will benefit veteran programs.
- A Quilt of Valor presentation, honoring local veterans with handmade quilts.
- A screening of “Mending the Line,” a documentary celebrating the life and legacy of veteran and conservationist Frank Moore.
“We are deeply grateful for the ongoing commitment shown by North River Boats and Willie Boats,” organizers said in the announcement. “Their partnership allows us to continue expanding our outreach and providing meaningful outdoor experiences for those who have served.”
The expo is open to the public. For event schedules, location details, or information about participating, contact Fly Fishing Veterans through its contact page.
‘Time Warped’ Opens Oct. 8 at Umpqua Actors Community Theatre

ROSEBURG, Ore. - A malfunctioning time machine and some unexpected visitors from the past will take the stage when Umpqua Actors Community Theatre opens “Time Warped” on Thursday, Oct. 8.
Written and directed by Martin Follose, the comedy runs through Oct. 18 at UACT, 1614 W. Harvard Ave. The show is the theatre’s annual youth production, involving students from throughout Douglas County.
The story follows Professor Quinton Quibble, whose malfunctioning invention brings a pirate, a musketeer, and a princess into his present-day laboratory. Their arrival creates confusion and a dangerous disruption in time, leaving the professor and his assistant facing a problem much larger than a broken machine.
To prevent disaster, the pair must travel into the past and destroy the invention before it can ever be activated.
Performances are scheduled for:
- 7 p.m. Thursday through Saturday, Oct. 8-10 and Oct. 15-17.
- 2 p.m. Sunday, Oct. 11 and Oct. 18.
