DFPA Lowers Fire Danger to High as Crews Warn About Restriction Violations

Article by The Roseburg Receiver

ROSEBURG, Ore. - Fire restrictions across the Douglas District will ease slightly Wednesday as cooler temperatures and improved overnight moisture allow the fire danger level to drop from Extreme to High.

The Douglas Forest Protective Association said the change takes effect at 12:01 a.m. Wednesday, Aug. 12, and applies to private, county, state and Bureau of Indian Affairs lands within the Douglas District.

The change comes as DFPA is also reminding residents that current fire restrictions remain in place and are being enforced.

DFPA said it has responded to multiple Public Use Restriction violations during the past week, including prohibited debris burning. Violations can result in citations and fines.

Anyone responsible for an unauthorized fire that escapes, causes damage or requires firefighting resources may also be held responsible for damages and suppression costs.

A VIOLATION WILL FOLLOW YOU FOR AT LEAST FIVE YEARS.

DFPA said all violations are tracked statewide.

What Changes Under High Fire Danger

Moving to High fire danger means several activities that were prohibited under Extreme restrictions will once again be allowed, but only during cooler parts of the day.

The following activities will be permitted before 10 a.m. or after 8 p.m.:

  • Using non-industrial power saws
  • Cutting, grinding or welding metal
  • Cutting, trimming or mowing dried or cured grass
  • Operating power-driven machinery for non-industrial improvement or development on private property

Those activities remain prohibited between 10 a.m. and 8 p.m.

DFPA said the reduced fire danger level is the result of lower temperatures and improved overnight moisture recovery. Despite the change, fire restrictions remain in effect and residents are urged to continue using caution with anything that could produce sparks, heat or flame.

There is no change to industrial restrictions. The Industrial Fire Precaution Level will remain at Level 3 districtwide.

Roseburg Mayor Larry Rich Will Not Seek Reelection After 28 Years in Office

Article by The Roseburg Receiver

ROSEBURG, Ore. - Roseburg Mayor Larry Rich announced Tuesday that he will not seek another term, bringing his nearly three decades as the city's mayor to a close at the end of 2026.

Rich notified Roseburg city staff and members of the City Council of his decision Aug. 11. He has served as mayor since 1998 and will have completed 28 years in the position when his current term ends Dec. 31.

In a letter to city staff and councilors, Rich said the decision came as he considered what he wants to do during the next stage of his life. He will be 71 when his term ends and said he wants to spend more time traveling and enjoying life outside of his responsibilities as mayor.

“I am at a point in my life where I want to play more, and work less,” Rich wrote. “There are still places in this world that I would like to see and visit before I can’t travel anymore.”

Despite the length of his time in office, Rich said the years passed quickly. He described his time as mayor as something he genuinely enjoyed and said the position allowed him to meet people throughout Roseburg he otherwise may never have known.

“Twenty-eight years may sound like a very long time to volunteer to do the job, but the time went by extremely fast,” Rich wrote. “I really enjoyed being mayor. I had a lot of fun doing it.”

Rich also thanked Roseburg residents for continuing to place their trust in him over the years. In his letter, he described Roseburg as being fortunate to have the people who call the community home and said he remains grateful for the opportunity to serve.

His message also looked ahead to the transition that will follow his departure. Rich encouraged city staff and councilors to remain focused on their work as Roseburg prepares for new leadership and a new direction.

“As Roseburg begins with new leadership and direction, please continue to stay focused on doing your part to keep Roseburg a great place to live and call home,” Rich wrote. “I firmly believe that Roseburg is the best small town in Oregon.”

Rich closed his personal letter by thanking the community once again for allowing him to serve for so many years, signing it “Larry Rich, Roseburg Mayor, 1998-2026.”

Rich will remain mayor through the end of his current term on Dec. 31.

New Oregon Guide Helps Families Navigate Youth Behavioral Health Emergencies

Article by The Roseburg Receiver

SALEM, Ore. - Oregon families facing a child or teenager’s behavioral health crisis now have a new resource designed to make an already difficult trip to the emergency room a little easier to navigate.

The Oregon Health Authority and Oregon Family Support Network have launched the free online Crisis to Care Guide, which provides parents and caregivers with information about what to expect before, during and after a behavioral health-related emergency department visit.

The guide focuses on the questions families may suddenly find themselves asking during a crisis: What happens once we arrive at the hospital? What information should I provide? What questions should I ask? What happens when my child is ready to leave?

Rather than being written solely from a clinical perspective, the resource was developed with input from parents, caregivers and young people who have gone through behavioral health emergencies themselves. Health care professionals, behavioral health providers and community organizations from around Oregon also contributed.

Among the topics covered are recognizing when a situation may require emergency care, preparing for an emergency room visit, understanding the evaluation and treatment process and communicating with providers. Families can also find guidance on questions to ask before discharge, developing a safety plan for returning home and connecting with ongoing services.

The Crisis to Care website also includes information about patient rights, confidentiality, referrals to other levels of care, safety precautions at home and school and what families can do if they are dissatisfied with the services their child receives.

Another portion of the site is specifically geared toward parents and caregivers themselves, including access to peer support through Reach Out Oregon. The organization operates a Parent Warmline that connects families with trained parents who have experience navigating similar challenges.

OHA said the resource can also be used by hospitals, pediatricians, schools, behavioral health providers, mobile crisis teams and community organizations working with children and families. Health care providers are being encouraged to make families aware of the guide during a crisis and before a patient leaves the hospital.

Printed versions of the guide are also available by contacting Oregon Family Support Network at admins@ofsn.net. Additional information about behavioral health programs and services is available through the Oregon Health Authority Behavioral Health Division

Roseburg to See Seasonable Temperatures, Dry Conditions Through the Weekend

Article by The Roseburg Receiver

ROSEBURG, Ore. - Roseburg and the Umpqua Valley are expected to remain seasonably warm and mostly dry through the weekend, with breezy afternoon conditions continuing as southern Oregon settles into a relatively quiet weather pattern.

The National Weather Service in Medford said Tuesday night that temperatures across the region should stay near or slightly below seasonal averages through the middle of the week. A modest warmup is expected heading into the weekend, but temperatures are still expected to remain fairly typical for mid-August.

For Roseburg, the forecast remains largely uneventful, with no significant storm activity currently expected. Dry conditions combined with occasional afternoon breezes will continue to keep fire weather concerns elevated, although forecasters expect those conditions to gradually improve.

Thunderstorm chances remain in the forecast for portions of southern Oregon and northern California on Friday and Saturday afternoons and evenings. The best chances are expected over western Siskiyou County, the Cascades and northern portions of Klamath and Lake counties.

Those thunderstorm chances are currently only around 10% to 15% and have been trending downward. Roseburg and much of Douglas County remain west of the areas considered most likely to see storms.

Smoke will also continue to affect portions of Klamath, Lake and Modoc counties because of the Wrights Spring Fire. Overnight winds may allow smoke to settle into some communities before afternoon breezes push it eastward. The Weather Service did not identify Roseburg as an area expected to experience significant smoke from the fire.

Looking toward early next week, forecasters are watching a low-pressure system expected to move south over the Pacific Ocean before eventually turning northeast toward the region.

That system could bring slightly cooler temperatures and potentially increase the chance of precipitation across parts of southern Oregon during the middle of next week. Forecast confidence remains limited, however, with weather models differing on the timing and location of any rain.

For now, Roseburg can expect a continuation of typical August weather, with warm afternoons, dry conditions and occasional breezes through the weekend.
