An offshore trough and associated dry cold front will pass through the region this weekend. Expect critical conditions due to gusty winds and low humidity in the Shasta Valley and the East Side today, then across the East Side Saturday as the front passes. Kowloon Restaurant to Close Sept. 30 as Owners Retire

ROSEBURG, Ore. - Kowloon Restaurant in Roseburg will permanently close at the end of September as its owners prepare to retire.
The Roseburg Receiver has confirmed that the restaurant’s final day of business will be Wednesday, Sept. 30.
The announcement follows the recent permanent closure of neighboring Rumors Nightclub, which operated alongside Kowloon on Northeast Diamond Lake Boulevard.
Kowloon will remain open through Sept. 30, giving customers several more weeks to visit before the restaurant closes its doors for the final time.
The closure marks the end of another longtime Roseburg business as the owners move into retirement.
Estacada Man Sentenced to Federal Prison After 270 Pounds of Meth Seized During Roseburg Arrest

ROSEBURG, Ore. - An Estacada man arrested at a rest area near Roseburg last year with hundreds of pounds of methamphetamine in a rental vehicle has been sentenced to more than 14 years in federal prison.
Anthony Barrera, 31, was sentenced Thursday to 171 months in federal prison, followed by five years of supervised release, according to the U.S. Attorney's Office for the District of Oregon. Barrera previously pleaded guilty to possession with intent to distribute methamphetamine.
The case stemmed from an investigation that led authorities to Interstate 5 in Douglas County on May 24, 2025.
According to federal court documents, investigators learned Barrera had rented a vehicle and traveled to California to obtain large quantities of drugs for distribution in Oregon.
Officers located Barrera driving northbound on I-5 and followed the vehicle to a rest area near Roseburg, where he was arrested.
Authorities said agents searched the vehicle and found approximately 270 pounds of methamphetamine and two pounds of cocaine concealed in the backseat and cargo area.
The U.S. Attorney's Office described the seizure as one of the largest in the history of the Multnomah County Sheriff's Office Special Investigations Unit.
Investigators also seized $2,860 in cash and three cellphones from Barrera.
Federal prosecutors said Barrera later told investigators he sold drugs to make a living and had traveled to Southern California an estimated three times during 2025 to obtain drugs.
A subsequent search of Barrera's residence uncovered a revolver and a pistol hidden beneath a removable section of flooring in a bedroom closet, according to court documents. Investigators also found four gold bars that authorities later determined were counterfeit.
At the time of the Roseburg arrest, Barrera was on supervision in Multnomah County for a driving under the influence conviction, prosecutors said.
A federal grand jury in Portland indicted Barrera on June 18, 2025, on charges of possession with intent to distribute methamphetamine, possession with intent to distribute cocaine and felon in possession of a firearm.
Barrera pleaded guilty on March 10, 2026, to the methamphetamine distribution charge.
The investigation was conducted by the Multnomah County Sheriff's Office Special Investigations Unit and the FBI. Assistant U.S. Attorney Jessica Keefer prosecuted the case.
UCC to Celebrate New Track and Field Complex With Grand Opening Aug. 29

ROSEBURG, Ore. - Umpqua Community College will officially celebrate its new track and field facility later this month with a community grand opening featuring a ribbon cutting, 5K run, pancake breakfast and family activities.
The UCC Track & Field Grand Opening is scheduled for Saturday, Aug. 29, from 8 to 11 a.m. at the college's main campus, 1140 Umpqua College Road in Roseburg. The event is free and open to the public.
The morning's schedule includes:
- 8:30 a.m. - Welcome and ribbon cutting
- 9 a.m. - Riverhawk 5K and pancake breakfast
- 9:15 to 11 a.m. - Family-friendly activities
The Riverhawk 5K is open to runners and walkers of all ages and abilities. The course will begin and finish on UCC's new green track while extending beyond the track during the run.
Registration for the 5K is free, with donations accepted to support UCC's Track & Field and Cross Country programs.
Anyone planning to participate in the race will need to register separately from the general grand opening RSVP. Registration information for both the event and the Riverhawk 5K is available through the UCC Foundation's grand opening event page.
New Facility Marks Return of Home Track Competition
The grand opening follows a major milestone for UCC athletics earlier this year.
On Feb. 28, UCC hosted its first home collegiate track and field meet since 1995, marking the debut competition at the newly constructed facility. UCC athletes competed alongside teams from Southwestern Oregon Community College, Willamette University and the University of Oregon Club Team.
UCC had previously relied on Sutherlin High School for track and field training and competition opportunities. Head Track & Field and Cross Country Coach Alan King thanked Sutherlin High School for its partnership and hospitality over the previous seven years when UCC announced the February home meet.

The facility is also intended to serve uses beyond collegiate athletics, including K-12 competitions, youth programs, community recreation, campus events and regional gatherings.
Rogue Credit Union Partnership
UCC announced in July that Rogue Credit Union had entered into a five-year partnership supporting the new facility.
Under the agreement, the site is recognized as the UCC Track & Field Complex Sponsored by Rogue Credit Union.
UCC President Rachel Pokrandt said when the partnership was announced that while the facility will provide a venue for student-athletes, the college expects its broader impact to include youth programs, local events and recreation opportunities for the community.

The UCC Foundation has also recognized a number of donors and community partners who contributed to the track and field project, including the Briggs Loosley Foundation, John & Jean Loosley Charitable Foundation, Eric & Kristen Ball, Rogue Credit Union, Brent & Heidi Eichman, Pat & Julee Wright, Simmons Law, Rick & Jacky Sohn, Michael & Lori Keller and Guy Kennerly.
The Aug. 29 grand opening will give residents a chance to see the new facility, participate in activities and celebrate the return of track and field competition to the UCC campus.

Back-to-School Bash Set for Saturday at Umpqua Community College

ROSEBURG, Ore. - Douglas County students and families can pick up school supplies, receive free health services and enjoy a full day of activities Saturday during the second annual Back-to-School Bash at Umpqua Community College.
The free event will run from 10 a.m. to 3 p.m. Saturday, Aug. 22, outside on the UCC campus at 1140 Umpqua College Road. The event is open to Douglas County families and includes resources for students ranging from preschool through college.
Thrive Umpqua is helping coordinate the event alongside Aviva Health, Adapt Integrated Health Care, Douglas Education Service District, Roseburg Schools, Umpqua Health and the Cow Creek Band of Umpqua Tribe of Indians.
Families will be able to receive free school supplies while supplies last, along with free food, ice cream and haircuts. Students will also have opportunities to enter raffles for prizes including bicycles, scooters, laptops, shoe vouchers and gift cards.
Free sports physicals and youth vaccinations will be available during the event, giving families an opportunity to take care of some back-to-school health needs in one location.
The event will feature more than 25 student clubs and teams, along with performances, games and activities for children and families. Planned activities include:
- Face painting and caricature drawings
- Balloon animals and henna tattoos
- A photo booth
- Obstacle courses
- A pump track and bike rodeo
- Soccer, volleyball and pickleball
- Arrow tag
- An unwind zone
More than 40 community organizations are expected to participate, connecting families with services and resources available throughout Douglas County.
Food will also be part of Saturday's event, with lunch from Jackson Street Provisions and Smokin' Fridays, along with Umpqua Dairy ice cream and shave ice from UCC Athletics.
Free Transportation Available
Free transportation to the Back-to-School Bash will be available from four Roseburg-area schools:
- Green Elementary School
- Joseph Lane Middle School
- Eastwood Elementary School
- Roseburg High School
The second annual Back-to-School Bash will take place from 10 a.m. to 3 p.m. Saturday, Aug. 22, at Umpqua Community College.
Admission, activities and services are free.

Southern Oregon Can Jam Brings 20 Bands to Winston Saturday to Support Local Food Pantry

WINSTON, Ore. - A full day of live music, food and fundraising is coming to Winston this Saturday as the Southern Oregon Can Jam takes over Riverbend Park.
The event will be held Saturday, August 22, from noon to 10 p.m. at Riverbend Park, 243 Thompson Avenue in Winston. Organizers say 20 bands will perform across two stages throughout the day, with food and drink stands also available.
But the Can Jam is about more than music. The event is being held to raise money and collect food for the Winston Area Food Pantry, with organizers hoping to help the pantry move toward securing a permanent building.
The "Can" in Southern Oregon Can Jam is also part of the event's purpose. Attendees are encouraged to bring canned food to donate to the pantry when they arrive.
A $25 donation is suggested for admission, although canned food donations will also be accepted. Organizers say no one will be turned away because they cannot afford the suggested donation.
100 percent of profits will go to the Winston Area Food Pantry, and organizers have set an ambitious $100,000 donation goal.
The Can Jam will feature a wide range of Southern Oregon-area bands, including Wigpeel, Oddities, Mirror Fear, Pretty Suspect, Comicmushy, Tarantula Trust Fund, Mother Smuckers, James & the Lost Dogs, Widespread Haze, Sellout, Blood Jacuzzi, Carousel Penny, Saltwater Salamander, Fairweatherfriend, 2 Piece Face, New Age Phonograph and others.
A free raffle will also be held during the event. Raffle prize winners are expected to be announced at approximately 8 p.m., shortly before the final bands of the evening take the stages.

Southern Oregon Can Jam Brings 20 Bands to Winston Saturday to Support Local Food Pantry

ROSEBURG, Ore. - Craft beer, local music and an afternoon of community will come together in downtown Roseburg later this month as the Umpqua Brew Fest returns Saturday, Aug. 22.
The festival will run from 1 to 7 p.m. at the Umpqua Outback, located behind Old Soul Pizza at 539 SE Main Street.
Presented by Umpqua Watersheds, the Brew Fest has grown into an annual gathering built around craft beverages, live entertainment and the connection between clean water and the region's brewing community. The festival has raised money for Umpqua Watersheds since it began in 2010, helping support the nonprofit's education and community programs.
Organizers describe the event as a tasting festival rather than simply a beer-drinking event, with a focus on trying different styles and locally and regionally produced beverages.
Admission is $15 and includes a commemorative Umpqua Brew Fest glass and six tasting tickets. The festival has traditionally featured a range of beer styles including IPAs, stouts, hefeweizens, lagers, reds and homebrews, with selections coming from Oregon and elsewhere in the Pacific Northwest. Wine, cider and non-alcoholic choices may also be available.
Organizers are also encouraging designated drivers to attend and enjoy the music, food and other activities, with non-alcoholic beverages available during the festival.
Food will also be part of the afternoon. The Umpqua Valley Brewers Guild will serve bratwurst and sauerkraut, while pretzels and popcorn are also listed among the festival offerings. Old Soul Pizza will be serving nearby.
The Brewers Guild will also offer homebrewing demonstrations during the festival and provide information for anyone interested in learning more about craft brewing.
Three Bands Take the Outback Stage
This year's music lineup features three Roseburg-area acts covering everything from Motown and Celtic music to funk and R&B.
Coleen and Co. opens the afternoon from 1 to 2:30 p.m. The Roseburg-based group performs a dance-friendly mix of Motown, blues and rock. Its current lineup includes vocalists Coleen Roberts, Kay Anderson and Lysie Geffen alongside musicians Bruce Gordon, Frank Wambolt, Jimmy Stanton and Michael Mendenhall.
Rovers and Dragons follows from 3 to 4:30 p.m. The local Celtic group mixes traditional influences with an energetic live show featuring reels and jigs, pub songs, bluegrass, comedy songs and sea shanties. The group developed from friendships among musicians with roots stretching from Scotland, France and Wales to Quebec and the United States.
Closing out the festival from 5 to 7 p.m. will be TOB, or That Other Band. The Roseburg-based group has been performing since 2004 and is known throughout the Umpqua Valley for its mix of funk, R&B, Motown and soul. The band has become a familiar presence at local festivals, wineries, breweries and concert series.
More Than Beer
While beer is at the center of the event, organizers emphasize the community side of the Brew Fest as well. Vendors and community organizations are expected to participate, and the festival website says children and well-behaved dogs are welcome.
Umpqua Watersheds describes the annual event as a celebration of clean water, craft beer and sustainable living in the Umpqua Valley. Organizers say 100% of proceeds from the Brew Fest will support the community.
Attendees must be 21 or older with valid identification to consume alcohol.
This year's festival is presented with support from title sponsor Addcox Heating Center, along with Medicine Flower and Hamm Dentistry.
Volunteers Needed
Organizers are also looking for volunteers to help with this year's Brew Fest under the festival's familiar motto, "It takes a village to raise a brew."
Those who volunteer for a shift will receive free admission, a tasting glass, tasting tickets and a T-shirt.
