ROSEBURG, Ore. - Matt Kowal’s campaign announced Wednesday that Douglas County Sheriff John Hanlin has endorsed his bid for Roseburg City Council Ward 3.

In an Oct. 14 news release, the campaign shared excerpts from a letter Hanlin addressed to Roseburg residents. Hanlin cited cooperation between city leadership and law enforcement, economic development, and financial planning as reasons for his support.

“Public safety requires strong cooperation between law enforcement and city leadership,” Hanlin wrote, according to the release. “Matt Kowal understands the importance of that cooperation.”

Hanlin also expressed support for Kowal’s approach to encouraging private investment and supporting local businesses. The release quoted him praising Kowal’s emphasis on responsible growth, financial planning, and investment in the community.

In the letter, Hanlin said he believed Kowal would listen to residents and work with other elected officials to address challenges facing Roseburg.

Kowal is running against Samuel Denney for the Ward 3 seat. Both candidates answered the same six questions for The Roseburg Receiver’s 2026 candidate guide, where readers can compare their priorities and positions on city issues.
