Flock Cameras, Spending Proposals, and Budget Changes on Roseburg Council Agenda Tonight

Roseburg city councilors will hear a presentation on the city’s license plate camera system and consider spending proposals for a new street sweeper and improvements to the Public Safety Center during their meeting tonight, Monday, October 12.

The meeting begins at 7 p.m. in the City Council Chambers at City Hall, 900 SE Douglas Avenue. The agenda also includes two public hearings, liquor license recommendations, and a proposed telecommunications franchise.

Flock Camera Presentation

Roseburg Police Chief Gary Klopfenstein is scheduled to present information about the city’s Flock automatic license plate recognition cameras following public comments at several recent council meetings.

The presentation will cover how the city acquired the system, how police use it, and safeguards governing access to and retention of license plate data.

According to the staff report, Roseburg has 15 cameras positioned at entry and exit locations around the city. The cameras photograph the rear of passing vehicles and check license plates against a national database, generating alerts for vehicles associated with stolen vehicle reports, missing people, and other law enforcement concerns.

The city renewed its contract in February 2026 for two years at a total cost of $75,000. The contract expires February 20, 2028.

Tonight’s item is informational. No council action is requested.

Public Safety Center Improvements

Councilors will consider awarding a $622,000 construction contract to S+B James Construction Management to finish space on the Public Safety Center’s third floor.

Approximately 1,800 square feet remained unfinished when the building was completed in 2009. The proposed project would turn that area into office space and convert an existing 300-square-foot storage room into two individual restroom and shower rooms.

Including construction, building code updates, construction management, a permit, and contingency, staff estimates the total project cost at $700,600.

The current budget includes $600,000 for construction. Staff reports that additional capital funds in the Facility Replacement Fund are available to help cover the difference.

If approved, construction would be authorized to begin in November, with the contractor allowed 120 calendar days to complete the work.

Street Sweeper Purchase

A public hearing is scheduled on a proposed $422,457.50 purchase of a Schwarze A7 Tornado street sweeper from SWS Equipment through the Sourcewell cooperative purchasing program.

The equipment would replace a 2014 Autocar used as the city’s primary street sweeper. Staff reports that the street sweeping program removes an average of approximately 750,000 pounds of debris annually and supports leaf collection, storm drain maintenance, and cleanup after traffic crashes.

The city budgeted $425,000 for the replacement. Staff estimates a 180-day lead time for delivery.

Budget Changes and Bridge Funding

A second public hearing will address proposed adjustments to the General, Opioid Settlement, and Transportation funds.

One adjustment would transfer an additional $12,370 into the Opioid Settlement Fund to account for settlement money received late in the previous fiscal year.

Another would change how the city pays its construction match for the Douglas Avenue Bridge project. Staff reports that available urban renewal resources are sufficient for near-term needs, so the city does not need to pursue a previously anticipated urban renewal revenue bond at this time.

Under the proposed change, the bridge match would be paid directly from the Urban Renewal Construction Fund. The Transportation Fund would remove a planned $1,287,500 transfer and an equal amount of budgeted capital spending.

Other Agenda Items

Councilors are also scheduled to consider liquor license recommendations for The Fox Den Eatery at 838 NW Garden Valley Boulevard and Crystal Creek Meat Market and Kitchen at 1949 NE Diamond Lake Boulevard.

A proposed amendment to the city’s Bird Friendly Community resolution would remove references to Friends of Ford’s Pond at that organization’s request. Umpqua Bird Alliance and Umpqua Watersheds would remain identified as the coalition pursuing the designation.

The council will hear the first reading of an ordinance granting Level 3 Communications LLC a new telecommunications franchise for January 2027 through December 2029. Staff recommends scheduling the second reading and adoption for October 26.

The packet also includes informational reports on city staff time and resources devoted to homelessness response during June, July, and August.

An Urban Renewal Agency Board meeting is scheduled after the council meeting.
