Destination Downtown Roseburg Seeks Program Coordinator to Support Downtown Revitalization
Destination Downtown Roseburg is seeking an independent contractor to coordinate downtown projects, support local businesses, and assist with fundraising. Proposals are due Nov. 2, with a planned Dec. 1 start.
ROSEBURG, Ore. - Destination Downtown Roseburg is seeking an independent contractor to help carry out downtown improvement projects, support local businesses, and build funding for the organization’s ongoing work.
Proposals for the program coordinator role are due by close of business Monday, Nov. 2, 2026. The anticipated start date is Dec. 1.
The nonprofit, known as DDR, is Roseburg’s Main Street organization. According to its request for proposals, the coordinator will help with daily operations, community meetings, fundraising, and relationships with downtown businesses and partner organizations.
In its announcement, DDR credited The Ford Family Foundation and the City of Roseburg with providing leadership funding and investment that made the opportunity possible.
What the Coordinator Will Do
Several responsibilities are tied to DDR’s funding agreement with the City of Roseburg. Those include working with the board on the 2027 flower basket program, supporting holiday lighting and decorations, assisting with a pole banner installation project, and promoting volunteer opportunities downtown.
The coordinator will also help eligible property and business owners pursue grants, promote downtown through communications and community engagement, and research ways to sustain funding for the organization.
Other required work includes helping coordinate monthly community update meetings and building relationships with local partner agencies.
Applicants can identify additional areas where their skills would be useful, such as supporting board and committee operations, researching and writing grants, or helping with downtown appearance projects. Possible design work includes signage, public art, graffiti removal, and cleanup activities.
DDR says candidates are not expected to take on every part of the Main Street program. Proposals should explain where applicants can contribute most effectively while addressing the required responsibilities.
Contract Terms and Qualifications
The contract covers fiscal year 2026-27, with possible renewal depending on performance and available funding. The selected contractor will report exclusively to DDR’s Board of Directors and is expected to maintain a regular, visible presence in downtown Roseburg.
The role is an independent contractor arrangement rather than employment with DDR or the city. Applicants must propose a fee structure and total cost. The RFP gives examples including a monthly retainer or an hourly rate with a maximum amount.
The contractor will be responsible for their own taxes, insurance, equipment, and business expenses unless a written agreement provides otherwise.
DDR is seeking experience in areas such as community or economic development, downtown revitalization, event coordination, or nonprofit administration. Other desired skills include communication, project organization, volunteer coordination, fundraising, and grant writing.
Familiarity with the Oregon Main Street Network is preferred but not required. Local knowledge or a connection to the Roseburg community is also among the desired qualifications.
How to Submit a Proposal
Proposals should be concise and include:
- Contact information.
- A statement of interest explaining the applicant’s understanding of downtown Roseburg’s needs.
- Relevant experience and qualifications, including a résumé or company profile.
- A proposed approach to the responsibilities.
- A fee structure and total cost.
- Anticipated availability and a proposed start date.
- Up to two optional local references.
DDR will evaluate proposals based on experience, the proposed approach, fundraising and grant experience, cost, references, and availability. The organization may request interviews or negotiate terms before selecting a contractor.
