Tiffany Fouse Announces Candidacy for Roseburg City Council Ward 4

ROSEBURG, Ore. - Tiffany Fouse, a communications and community engagement professional, has announced her candidacy for Roseburg City Council Ward 4.

Fouse, a Roseburg homeowner and mother of four, said she hopes to bring her experience in communications, community engagement and creative problem-solving to the City Council. Her campaign will focus on long-term planning, strengthening public trust and creating opportunities for families, young people and businesses.

“I’m analytical by nature, and I want to understand how all the pieces fit together,” Fouse said. “I believe in listening to different perspectives, understanding the bigger picture and using what we learn to make informed decisions.”

Fouse said Roseburg needs a long-term vision that supports strong families, gives residents and businesses opportunities to thrive and allows young people to build careers and futures in the community.

She also wants the city to take a proactive approach to emerging challenges by identifying problems earlier and examining how Roseburg’s resources and systems can be better aligned with its goals.

“I want to see Roseburg grow in ways that create opportunity while preserving the sense of community that makes this place unique,” Fouse said. “We can pursue a strong future without losing the small-town connection, pride and sense of belonging that have always made Roseburg feel like home.”

Trust in local government will also be an important part of her campaign, Fouse said. She believes residents should be able to trust that elected officials are listening in good faith, acting with integrity and considering the well-being of the community when making decisions.

“That kind of trust can’t be built through messaging,” Fouse said. “It’s earned through how you lead, how you show up and how you serve.”

Douglas County Roots

Fouse was raised in Douglas County by a single mother and attended Roseburg schools before graduating from Oakland High School in 2003.

Before becoming a mother, she taught early childhood education at a private school in Bend. She later returned to Roseburg and spent approximately eight years as a stay-at-home mother while remaining involved in the community.

Fouse served as president of the Douglas County Women’s and Coed Slow Pitch Softball Association. In that role, she managed the organization’s contract with the City of Roseburg Parks and Recreation Department.

She also volunteered as a youth mentor through the Miss Douglas County Scholarship Program and coached several divisions of youth softball through Cal Ripken.

“Growing up playing a team sport taught me that we don’t win or lose alone,” Fouse said. “It taught me the value of a shared goal and people with different strengths working together.”

Fouse said those experiences also taught her how to accept coaching, respect rules, take responsibility for mistakes and continue working after setbacks.

Communications and Community Engagement Experience

After returning to the workforce, Fouse joined Lotus Media Group. She advanced into advertising coordination, marketing consulting and real estate marketing, working with local businesses, nonprofit organizations and real estate professionals to develop campaigns for Douglas County audiences.

She represented Lotus Media Group through LeTip for more than two years and later served as membership chair on the organization’s board.

Fouse then spent approximately three years as a marketing specialist with Orenco Systems, a Douglas County-based company that provides sustainable wastewater solutions internationally.

In 2025, she joined Douglas Education Service District. She currently serves Roseburg Schools in a community engagement and communications role focused on public communication and strengthening relationships among schools, families and community partners.

According to her campaign announcement, Fouse developed a grant proposal in 2026 that helped secure funding from The Ford Family Foundation for community engagement work, including the relaunch of Your CUE.

The program airs weekly on KQEN and is also produced as a video program. Fouse directs episode development, coordinates guests and previously co-hosted the program with Roseburg Schools Superintendent Jared Cordon.

Her campaign said Fouse stepped away from her on-air role during the election to comply with applicable Federal Communications Commission political broadcasting requirements. She continues to direct episode development and coordinate guests.

“The most exciting part of my work has been finding new ways to bring people together, strengthen connections and build partnerships that serve our community,” Fouse said.

She said effective communication gives people the information they need, allows different perspectives to be heard and helps groups work together toward shared goals.

“When people have the information they need, feel heard and understand what they’re working toward, they can share different perspectives, challenge assumptions and work together to find better solutions,” Fouse said. “I believe those same principles belong in public service.”

A Focus on Service

Fouse said her decision to run grew from a sense of responsibility to become involved when she sees an unmet need in the community.

“Roseburg is rooted in strong families, hard work and people who show up for one another,” Fouse said. “That spirit of grit and connection is something I deeply identify with. I grew up here, I’m raising my kids here and I love this community.”

Fouse described herself as action-oriented and said she wants to apply her professional experience and work ethic to public service.

“If we want to see progress, we have to be willing to roll up our sleeves, get involved and do the work,” Fouse said. “There is a lot of work to be done, and I’m ready to be part of moving Roseburg forward.”
