SALEM, Ore. — Oregon regulators have placed ATRIO Health Plans, Inc. under an order of supervision after determining the company’s financial condition raised consumer protection concerns.

The Oregon Division of Financial Regulation announced the action after citing major operating losses over the past year, along with a claims backlog that left some provider payments unpaid. State officials said the agency, acting as the insurer’s solvency regulator, stepped in because of concerns about ATRIO’s capital position and overall financial stability.

ATRIO had about 35,340 people enrolled in its Medicare Advantage plans in Oregon as of March 2026, according to the state. Those members are located in Clackamas, Douglas, Jackson, Josephine, Klamath, Lane, Marion, Multnomah, Polk, Washington, and Yamhill counties.

Under the supervision order, the state can keep a representative on site and oversee the company’s financial decisions. The order also places limits on a range of actions by ATRIO and affiliated individuals, including moving money out of company bank accounts, taking on new debt, transferring property, making investments, merging with another entity, renewing policies, and issuing certain premium refunds.

State officials said the action was driven by ATRIO’s recent financial losses and inadequate capital and surplus, which refers to the amount by which a company’s assets exceed its liabilities.

The Oregon Department of Consumer and Business Services said consumers who have questions about Medicare can get help through the Senior Health Insurance Benefits Assistance program, known as SHIBA, at 800-722-4134 or online at shiba.oregon.gov.

The state also said the Centers for Medicare & Medicaid Services has been notified of the supervision order. While Oregon oversees the financial condition of insurers, CMS is responsible for administering the Medicare Advantage program.
