Roseburg Council Gives Preliminary Approval to Hoffman Center Renovation

Roseburg City Council granted preliminary approval to the Umpqua Valley Tennis Center’s Hoffman Center renovation proposal. The project’s preliminary cost estimate ranges from $277,000 to $328,000, with fundraising and additional planning still ahead.

ROSEBURG, Ore. - The Roseburg City Council has granted preliminary approval to a proposal to renovate the Hoffman Center at the Umpqua Valley Tennis Center in Stewart Park.

Councilors approved a motion during their July 27 meeting supporting the conceptual renovation proposal. The decision allows the tennis center to continue planning and begin fundraising for the project.

The renovation has a preliminary cost estimate ranging from $277,000 to $328,000. The estimate remains subject to change as planning, design and fundraising continue.

Plans Call for Restrooms, Concessions and Office Space

The Hoffman Center was constructed in 1978 and previously included restrooms, concessions, office space and a pro shop. The building is not accessible under current Americans with Disabilities Act standards and has been vacant for more than 10 years.

Conceptual plans show the renovated building could include:

  • Men’s and women’s restrooms
  • Two unisex restrooms
  • A concession area and service counter
  • Office and foyer space
  • Storage areas

The only permanent restrooms currently serving the outdoor courts are inside the tennis center’s indoor facility. Portable restrooms have also been brought in to accommodate increased use of the newly reconstructed outdoor courts.

Renovation Would Be Second Phase of Improvements

The Hoffman Center project would be the second phase of a larger improvement plan for the Umpqua Valley Tennis Center.

The first phase was completed in May and included reconstruction of the outdoor court area, which was more than 50 years old. Eleven tennis courts were replaced with eight tennis courts and 10 pickleball courts. The project also added LED lighting, perimeter fencing and improvements to accessibility, seating and security.

The Parks and Recreation Commission reviewed the Hoffman Center proposal on June 3 and unanimously recommended preliminary approval. City staff supported that recommendation.

Umpqua Valley Tennis Center plans to fund the proposed renovation, and city staff said no significant financial impact to the City of Roseburg is anticipated.

The council’s approval does not establish a final construction price. It allows the tennis center to move ahead with additional planning and fundraising while the project’s preliminary cost estimate is refined.
