Details: Police reported: Officers responded to a reported verbal disturbance between a male and female near Walgreens. A witness stated the male and female involved were Christopher Kelsey and Laura Crain. Officers located Christopher nearby and contacted his parole officer who requested he be detained for having contact with Laura. Christopher tried to bike away from officers but was taken into custody after a short foot chase.

Details: Police reported: Hempsted intentionally prevented officers from responding to a call for service by standing in front of their patrol vehicle underneath the Rowe Street bridge. Hempsted repeatedly told officers they were not real police officers and asked if they wanted to die. Hempsted was given multiple commands to move out of the way and allow the patrol vehicle through but refused. Officers took Hempsted into custody without incident. Hempsted was transported to Douglas County Corrections.
