Angela Deann Osburn, 47, was lodged after police said she was contacted behind City Hall and found with methamphetamine and drug pipes

Details: Police said Osburn was called in by a city employee for smoking something out of a pipe while seated behind City Hall. When contacted, police said Osburn had a baggy of methamphetamine in front of her, a torch in her hand, and was in possession of two glass pipes. Police said Osburn admitted to smoking the drug but called it her “medicine.”
Disposition: Osburn's probation officer was contacted and issued a detainer. Police said Osburn was walked to the jail, where she was lodged on the probation violation and cited and released on the unlawful possession of methamphetamine charge.

Richard William Brinkmeyer, 76, was lodged after police said officers contacted him at his residence and confirmed a warrant

Details: Police said Watson attempted to enter multiple vehicles near Eagle's Park and punched one of the vehicles when confronted by bystanders. Watson was found about a block away and detained. Police said there was minor body damage to one vehicle from Watson intentionally punching the door.
