Details: Officers contacted Kelsey and Crain at their camp, which police said was set up along the riverbank at the disc golf course. Police said the camp included a small tent covered by a large canopy, various personal items and a second tent. Police said Kelsey and Crain both had two prior convictions for prohibited camping and were taken into custody without incident. Kelsey's probation officer was contacted and a detainer was authorized.

Disposition: Kelsey and Crain were booked and lodged at Corrections. Police said their camp was left with a friend at their request.

Details: Railroad employees reported multiple vehicles parked partially on railroad right of way at the end of Mill Street. Police said railroad staff had warned the occupants of a trailer last week to move, but the trailer was still there and additional vehicles had joined it. Strader was contacted sleeping in her van, while Morris and Clarke were contacted sleeping in the travel trailer. Police said the trailer was actively leaking sewage onto the roadway.

Disposition: The trailer was towed by Roseburg Towing to I-5 Recycling in Wilbur. Police said Clarke claimed the trailer belonged to her and was cited for depositing trash within 100 yards of a waterway because the South Umpqua River was about 50 yards away. Clarke, Morris and Strader were cited and released for prohibited camping.

Details: Officers responded to the YMCA after staff reported Cook was in the parking lot inhaling the contents of a canister and acting disoriented as he walked in front of vehicles. Police said Cook had two electronics cleaner canisters in his possession but denied inhaling their contents. YMCA staff showed officers video footage of Cook inhaling the contents of the canisters and becoming disoriented in the parking lot.

Disposition: Officers seized the canisters, and Cook was cited and released.

Details: Officers responded for a reported two-vehicle non-injury crash. Police said Brown was leaving the Sportsman's Warehouse parking lot and pulled onto NW Stewart Parkway to drive north. Police said Brown pulled directly in front of Fowler, who was driving south on NW Stewart Parkway, causing the crash. Neither party reported injuries and both vehicles were able to be driven from the scene.

Disposition: Information exchange was facilitated. Brown was cited for the listed traffic violation.

Details: While driving down SE Douglas Avenue, police said officers observed Zaia squatting over and urinating on a tree grate on the sidewalk adjacent to the road. Police said Zaia admitted to urinating on the tree grate, and officers observed a visible wet spot where she had been squatting.

Disposition: Zaia was cited and released.

Details: Officers contacted Shaffer at the Duck Ponds for camping. Police said Shaffer's camp included a bedroll, walker, multiple plastic bags, empty food containers, empty beverage containers and papers. Police said Shaffer had no prior convictions for prohibited camping.

Disposition: Shaffer was cited in lieu of custody for deposit of trash within 100 yards of water and cited for prohibited camping.
