Police said Collins was driving the Ford F-450 westbound in the left lane while Haines was driving the Honda Accord westbound in the right lane. According to the report, Haines made a sudden left turn toward Southeast Spruce Street and collided with the Ford.

Details: Officers responded to the Salvation Army regarding a reported theft and later located Ellington. Police said Ellington claimed he was overdosing on fentanyl while being transported to corrections, so officers took him to Mercy Medical Center for evaluation. At the hospital, police alleged Ellington kicked at staff, kicked a security guard and attempted to push past officers while handcuffed. Officers placed him in hobble restraints, and he was medically cleared before being taken to corrections.

Details: Police said witness and driver statements indicated Armstrong turned left from Fast Stop onto Northeast Diamond Lake Boulevard and moved into the right lane without seeing Godoy already traveling in that lane. The Toyota struck the rear of the Honda, causing the Honda to travel over a curb, through a chain-link fence and into an open field. Both vehicles sustained heavy damage. Roseburg Towing removed the Honda, while Godoy arranged a tow for the Toyota. Police said Armstrong did not have valid insurance.
