Adam Candy Martinez, 52, arrested after officers reported he had an active Eugene Police Department warrant and was taken into custody downtown

Details: Officers contacted Martinez downtown and learned he had an active warrant for his arrest out of the Eugene Police Department. Officers took Martinez into custody without issue.

Ramone Austin Nez, 27, arrested after officers reported two confirmed Multnomah County failure-to-appear warrants tied to criminal trespass cases

Details: Officers contacted Ramone Nez regarding a warrant for his arrest. Ramone had two warrants issued out of Multnomah County for Failure to Appear (FTA) on Criminal Trespass in the Second-Degree charges. He was taken into custody.

Details: Officers contacted Chavez-Bazan in the road on NE Diamond Lake and saw her hitting the ground with a metal pipe. Officers learned Chavez-Bazan had several warrants for her arrest, and she was taken into custody without issue.

Jeremy Lee Simms, 34, arrested after officers reported a confirmed Roseburg Municipal Court failure-to-appear warrant tied to a harassment case

Sherry Lynn Amos, 70, arrested after officers reported dozens of calls and at least 14 voicemails to a business over multiple days

Details: Amos called Dog Town Grooming dozens of times over multiple days and left at least 14 voicemails, accusing the owners of various crimes. Amos left so many messages that the voice mailbox was full. Amos was contacted at the Roseburg Fire Department and taken into custody.

DUII
Manuel Garcia Moncada, 60, cited after officers reported signs of impairment during a stop for expired registration stickers

Details: Manuel was pulled over for expired registration stickers. During the traffic stop officers noticed signs of impairment. Manuel did not consent to SFST's and RHORS was read. Manuel then told the officer he would do the tests. Manuel could not perform all the SFST's but ultimately performed poorly. He was taken into custody and transported to Corrections where he provided a breath sample of 0.00% BAC. Urine was collected and booked in as evidence.
Disposition: Manuel was cited and released.
DUII
Cannon David Mock, 34, arrested after officers reported impairment indicators and poor SFST performance during a stop near Denny’s

Details: Cannon was pulled over for expired registration tags. During the traffic stop officers noticed signs of impairment. Cannon consented to SFST's and performed poorly. He was taken into custody without incident and transported to Douglas County Corrections.

Sexual Assault
Jacob Allen Hayter, 27, arrested after officers reported a sexual assault investigation involving a juvenile victim

Details: Officers investigated a reported sexual assault that occurred on 01/22/2026. Hayter admitted to being in a sexual relationship with a female and told officers he was aware she was a juvenile. The juvenile reported he threatened to assault her if she did not allow him to sexually assault her. Hayter was arrested at his residence and transported to Douglas County Corrections.
Disposition: Hayter was lodged at Douglas County Corrections.

Joseph Edward Silva, 21, cited after officers reported video showed him leaving after a crash on NE Stephens Street

Details: Officer contacted Silva after finding video footage of him leaving the location after he hit Davidson’s vehicle. Silva told officers he was currently in Portland and agreed to meet with officers to get the situation resolved. Silva met with officers at the Roseburg Police Department where he was cited for the listed crime.

Details: Officers contacted Joycelyn Rizo after she was seen running towards vehicles in the roadway near NE Jackson St. and NE Diamond Lake Blvd. Officers learned Joycelyn was on Misdemeanor Probation out of Jackson County. Officers contacted her probation officer who authorized to detain her for Failure to Report. She was taken into custody.

Details: Officers stopped Zathan for traffic violations. During the stop, officers observed indicators of impairment. Zathan refused to perform SFSTs and was taken into custody without incident. While at Corrections, he refused to provide a breath sample. A search warrant was authored and granted, and a blood sample was obtained from Zathan. He was lodged at Corrections. His vehicle was impounded.
Disposition: Zathan was lodged at Corrections.

James Aaron Thomas, 35, arrested after officers reported a confirmed San Luis Obispo warrant for probation violation (arson)

Details: Officers contacted Joseph and Lauren after they were reported for trespassing. During the contact, officers discovered Lauren and Joseph had the aforementioned warrants. Prohibited Camping
Mace Erin Petersen, 57, and Crystal Marie Shaw, 46, cited after officers reported a large camp near the bike path in violation of TPM

Details: Officers contacted Shaw and Petersen at their camp near the bike path. Their camp consisted of two large tents surrounded by various personal items. Their camp was found to be in violation of TPM and they were cited and released without incident.

Details: Officers responded to an unrelated disturbance at Stewart Park. During the investigation, officers located Charles hiding in the bushes and contacted him. During the contact, officers discovered Charles had the aforementioned warrants. The warrants were confirmed and Charles was taken into custody without incident. Charles was transported to Douglas County Corrections.
Disposition: Charles was lodged at Corrections.
Burglary
Dustin Victor Brooks, 46, arrested after officers reported he entered a business through an unlocked door and unplugged security cameras

Details: Brooks found an unlocked door to the business and entered it. He was inside for several hours and unplugged the security cameras. He also ate food and stole items from within the business. Brooks was found at the rear entrance getting ready to leave and was detained without incident.

Disorderly Conduct
Justin Thomas Monforte, 49, and Joshua James Wood, 46, arrested after officers reported a dispute involving slashed tires and a handgun at Stewart Park

Details: Officers responded to the location for a report of two males arguing and one of the males having a firearm. Officers contacted Joshua and Justin, who both stated Justin approached Joshua in his RV, and when he did so, an argument ensued, and Justin slashed Joshua's tire with a knife. Joshua then grabbed a knife and slashed the tire on Justin's vehicle. Justin retrieved a handgun and told Joshua to drop the knife, at which point Joshua walked back to his RV, and Justin put the handgun away in his vehicle.
Disposition: Justin and Joshua were both lodged at Corrections.
Disorderly Conduct
Joycelyn Esefania Rizo, 28, arrested after officers reported repeated complaints of yelling at customers and employees at Abby’s

Details: Officers responded to the location after receiving multiple reports of Joycelyn yelling at customers and employees. Officers had contacted Joycelyn earlier in the night at the same location and warned her of Disorderly Conduct. Upon arrival, officers contacted Joycelyn, at which point she began walking away from the officers. She was eventually contacted and taken into custody.

Non-Injury Traffic Crash
Fernando Y. Candelario Mejia, 26, cited after officers reported a crash and witness statements indicating he passed out behind the wheel

Vehicle(s): White 2019 Nissan Titan
Details: Officers responded to a report of a non-injury traffic crash. Fernando admitted to driving after having only slept three hours and witness statements corroborated that he had passed out behind the wheel. Fernando was cited for Careless Driving. A short time later, Roseburg Towing arrived and dislodged his vehicle, which had become high centered on metal railing adjacent to the above location. The vehicle was parked in a nearby parking lot with permission of its business.
Disposition: Fernando was cited and released.
VRO/Warrant
Audrie Lee Pflieger, 22, and Russel William Myers, 43, arrested after officers reported a restraining order violation and a confirmed statewide felony warrant

Details: Officers contacted Audrie Pflieger regarding her violating a restraining order. The protected party reported Audrie was at the residence prior to officers' arrival and she was accompanied by her boyfriend and her father, Russel Myers. Officers were familiar with Audrie and drove to her residence to contact her. Upon arrival, Audrie was taken into custody without incident. Officers learned Russel had a Statewide Felony Warrant, issued out of Clatsop County for Abscond. He was taken into custody as well.
Disposition: Audrie and Russel were lodged at the Douglas County Jail.
