Estevan Gene Jacobs, 29, arrested after officers reported a probation detainer was authorized during contact where he showed signs of recent drug use

Details: Officers contacted Jacobs after he was reportedly walking in front of cars. Jacobs exhibited signs of very recent drug use. Officers knew he was on Probation and contacted his Probation Officer. Jacobs PO authorized a detainer, and Jacobs was taken into custody without incident. Jacobs was transported to Douglas County Corrections.
Disposition: Jacobs was lodged at Corrections.
Warrant
Patricia Ashley Rassmussen, 31, arrested after officers reported a Winston PD warrant during a traffic stop; officers also cited her for driving violations

Vehicle(s): Ford Pickup (OR)
Details: Officers stopped a vehicle for a violation. Rassmussen was the driver and returned with a warrant for her arrest. Her license was also suspended violation. The warrant was confirmed through records, and she was taken into custody.
Disposition: Patricia was lodged at Corrections, and the vehicle was released to a valid driver.
Ordinance Violation
Nicholas James Lee Kindel, 36, cited after officers reported prohibited camping violations at NW Edenbower and NW Renann

Details: Kindel was contacted covered in a blanket in a small camp set up in the brush at the corner of the intersection. Kindel claimed the camp was not his and he was just "watching" it for a friend.
Disposition: Kindel was cited and released on scene.
Offensive Littering
Joseph Lee Woods, 75, arrested after officers reported he discarded trash and refused to clean it up when confronted

Details: Officers observed Woods discarding trash in the area and confronted him. When advised he needed to clean up his mess, he refused and was taken into custody.
Disposition: Woods was lodged at Corrections.
Ordinance Violation
Christopher James Denard, 34, and Brandy Marie Shoemaker, 34, cited after officers reported prohibited camping at the Duck Pond nature area

Details: Denard and Shoemaker were contacted in their tent which was set up in the nature area of the Duck Pond near Staples. Camping is always prohibited at the Duck Pond.
Disposition: Denard and Shoemaker were both cited and released on scene.
Warrant
Christian Joseph Debaca, 20, arrested after officers reported two warrants at The Point; officers also cited him after methamphetamine was found at Corrections

Details: Debaca was contacted at the Point and found to have two warrants for his arrest. The warrants were confirmed and he was taken into custody. At Corrections he was found to be in possession of methamphetamine.
Disposition: Debaca was lodged on the warrants and cited for UP Meth.
Robbery
Michael Lawrence Singleton, 32, arrested after officers reported he pointed a BB gun at a woman, demanded her wallet, and later messaged her about the case

Charge(s): Robbery in the First Degree; Unlawful Use of a Weapon; Tampering with a Witness
Details: Officers interviewed Michael at Douglas County Corrections, regarding an ongoing investigation. During the investigation, it was determined Michael allegedly pointed a BB gun at Trinity, demanded her wallet, before striking her on the head with the gun. Trinity had injuries consistent with the reports. Additionally, Michael messaged Trinity afterward apologizing and offering her Fentanyl if she were to tell officers he was not involved.
Disposition: Michael was lodged at Corrections.
City Ordinance Violation
Nicholas James Lee Kindel, 36, cited after officers reported his dogs chased a pedestrian and were not on a leash

Charge(s): Dog Leash Law
Details: While patrolling officers were flagged down by a pedestrian who stated that they had been chased by two dogs that were not on a leash. Nicholas was standing near the dogs and confirmed they both belonged to him. Neither of the dogs were on a leash.
Disposition: Cited and released.
Prohibited Camping
Rita Marie Raines, 41, and Nicholas A Bennett, 39, cited after officers reported a tent on the pedestrian bridge; officers reported Raines had prior camping convictions

Charge(s): Raines - Prohibited Camping (Crime); Bennett - Prohibited Camping (Violation)
Details: Officers contacted Rita Raines and Nicholas Bennett who were camping in a large green tent on the pedestrian bridge between NE Winchester and NE Stephens Street. Rita had six prior camping convictions and Nicholas had zero.
Disposition: Rita was cited for criminal prohibited camping and Nicholas was cited for the violation.
