Illegal Burn
James Darrell Strader, 55, and Robert Earl Thompson, 37, contacted at Fir Grove Park; officers reported an open fire near a curb and scattered debris around a vehicle, and Thompson was lodged on a parole detainer

Details: Officers contacted Strader regarding a burning complaint. Strader had an open fire between a curb and the fence at the location. Additionally, he had personal belongings and debris strung out all around his vehicle and the parking lot. Thomspon was also at the location with Strader and returned on Parole and a sex offender, restricted from being where children congregate. His PO was contacted and authorized a detainer.
Disposition: Strader was cited in lieu of custody. Thompson was lodged a Corrections.
Hit and Run
Jeff Reece, 43, arrested after a reported crash in the 1000 block of NE Lincoln; officers said the driver fled on foot, Reece ran from officers, a Taser was deployed, and methamphetamine was found

Details: Officers responded to a report of a crash in the 1000 block of NE Lincoln. The caller reported the vehicle crashed into a tree in the front yard of the residence. The driver then got out of the vehicle and fled the area on foot. Numerous callers reported seeing he male in the area running away. Officers located Reece, who was registered owner and matched the description, in the area of Winchester and Nash. Officers told Reece he was under arrest and he fled. Officers deployed the taser, which was effective. Reece was detained and found in possession of a user quantity of methamphetamine. Reece was transported to Mercy Medical Center for evaluation.
Disposition: Reece was lodged at Corrections.
Prohibited Camping
Craig Aaron Lord Bailey, 35, and Ronny Raye Wathan, 38, cited at 1201 NW Stewart Parkway; officers said they had a tent set up under a tree at the west end of the Stewart Park tennis pavilion and cited Bailey criminally due to prior convictions

Details: Bailey and Wathan had a tent setup under a tree located on the west end of the Stewart Park tennis pavilion. Bailey had three prior convictions for prohibited camping and was cited criminally. Wathan had one prior conviction for prohibited camping and was cited for a violation.
Disposition: Both were cited and released on scene.
Harassment
Amanda Lyn Mendenhall, 35, cited in connection with a Walmart investigation; officers said video showed her intentionally pushing a shopping cart into the back of another person’s ankle, causing bruising

Details: Mendenhall was cited for harassment because of an ongoing investigation that occurred at Walmart on 1/27/2026. Mendenhall is seen on camera intentionally pushing a shopping cart at a fast pace into to the back of Davis's ankle after having a conversation. The impact of the cart hitting Davis's leg caused bruising.
Disposition: Cited and released on scene.
Camping/Littering
Michael Lawrence Fielder, 47, arrested after officers said a cleanup effort found trash left behind near the disc golf course area by the South Umpqua River; officers reported he had multiple prior prohibited-camping convictions

Details: Fielder's camp was posted last week for cleanup this week below the Disc Golf Course. When officers arrived today with the work crew, Fielder left a large amount of trash behind. Fielder had a new camp set up about 75 yards away and rode away on his bike as soon as he saw the officers. Camping is never allowed at this location due to its proximity to the South Umpqua River (Fielder's camp was about 50 feet from the river). Fielder had five prior convictions for Prohibited Camping.
Disposition: Fielder was contacted a short time later at Gaddis Park and arrested without incident. Fielder was charged with Depositing Trash Within 100 yards of a Waterway and Prohibited Camping (Criminal). Fielder was transported to Douglas County Corrections where he was immediately released due to medical issues.
Prohibited Burning
James Strader, 55, cited at Fir Grove Park for offensive littering and prohibited burning; officers reported a smoldering fire and debris around a vehicle, and Robert Thompson, 37, was lodged on a parole detainer

Details: Officers contacted Strader in the parking lot standing near a smoldering fire. In addition to the fire there was scattered debris around the vehicle. Officers observed a male in the passenger seat of Strader's vehicle, who identified himself as Robert Thompson. Dispatch advised Thompson was on parole and a registered sex offender. Thompon's PO was contacted and authorized a detainer for failing to report and being at the park.

Non-Injury Crash
Chelsea D. Scott, 37, and Maria C. Rebolledo, 43, cited after a two-vehicle crash near NE Garden Valley Boulevard; officers said Scott failed to yield when entering the roadway and Rebolledo was cited for driving uninsured

Details: Officers responded to a two-vehicle crash near 250 NE Garden Valley Blvd. Roseburg. After an investigation it was determined that Scott failed to yield when entering a roadway and struck Rebolledo's vehicle. Both vehicles were driven off the roadway. Rebolledo did not have insurance.
Disposition: Both drivers were cited, vehicles were driven from the scene.
Theft
Jamie Leenna Dial, 33, cited at 2553 NW Stewart Parkway; officers said Sherm’s asset protection detained her for stealing more than $200 in merchandise and she was cited and released

Details: Officers contacted Jamie at Sherm's after she was detained by asset protection employees for stealing over $200.00 worth of merchandise. She was cooperative and was cited and released on scene per the employee's request.

Nathan Charles Wells, 45, cited after a traffic stop on NE Stephens Street; officers said he was driving without headlights and swerving, showed signs of impairment, and performed poorly on field sobriety tests

Details: Officers saw Nathan driving without headlights and swerving out of his lane of travel. Officers conducted a traffic stop and during the traffic stop officers noticed signs of impairment. Nathan consented to SFST's and performed poorly. He was taken into custody and transported to Corrections where he was cited and released.
Disposition: Nathan was cited and released from Corrections.
Theft
Marcus Kenneth Hepburn, 31, cited outside Harbor Freight; officers said he stole $35 worth of flashlights, admitted the theft, returned the merchandise, and was advised of trespass

Details: Officers contacted Marcus outside of Harbor Freight after he stole $35.00 worth of flashlights. He admitted to the theft and returned the merchandise to officers. He was issued a citation and released on scene.

DUII
Kyle Whitney Whelchel, 37, cited after a stop in the 2100 block of NE Vine; officers said he drifted within his lane after leaving the Idle Hour, showed signs of impairment, and was taken to corrections before being cited and released

Details: Officer stopped Kyle on reasonable suspicion for Driving Under the Influence of Intoxicants (DUII) after he consistently drifted within his lane after leaving the Idle Hour bar and at some point drove over the solid yellow line and straddled the fog line. The vehicle also had expired registration. During the stop, the officer saw signs of impairment and Kyle consented to field sobriety tests and performed poorly. He was taken into custody and transported to Douglas County Corrections. The vehicle was picked up by Kyle's sister.
Disposition: Cited and released.
Elude
Leslie Jean Stanford, 49, arrested after an incident near Costco; officers said a black Jeep was reported in a restricted area, eluded a traffic stop through multiple areas, and the driver had a felony parole warrant

Details: Officers responded to Costco for the report of a suspicious black Jeep Wrangler parked behind Costco in a restricted area. The Jeep left but then returned and chased a security guard around the parking lot before officers located it and tried to conduct a traffic stop as it was getting onto northbound I5 at the MP 127 on ramp. The Jeep eluded officers north to the MP 129 exit, back through Winchester, up Newton Creek, and then off road until it returned to Stephens Street and parked at a residence. Officers arrested the female driver, Leslie Stanford, who had a felony parole warrant for abscond.
Disposition: Leslie was lodged at the County Jail.
