Police Log: February 24, 2026
RPD cited multiple people for trespass and prohibited camping, including camps on posted ODOT property and a no-camping park area. Arrests included criminal mischief after a rock-through-windshield incident, two theft cases, a warrant arrest, and a DUII-related call.

Trespass
Michael Leroy Kinman, 55, cited at 464 SE Jackson St.; officers said he was under a posted “No Trespassing” sign at the Cow Creek Tribe property with food spilled and belongings strewn around him

Details: Kinman was found under the overhang of 464 SE Jackson St., which is owned by the Cow Creek Tribe. Kinman was leaning against the main doors, directly under a No Trespassing sign. He had spilled food all over the ground with his belongings strewn all around him.
Disposition: Cited and released. Kinman was issued his first city exclusion warning.
Trespass
Jennifer Jean Galusha, 41, and Burton Francis Long, 45, cited at 800 NW Highland under the I-5 bridge; officers said their camp was on posted ODOT property and both had prior prohibited-camping convictions

Details: Galusha and Long were contacted in their camp, which was set up directly under the I-5 bridge. ODOT does not allow camping under their bridges and has this area clearly posted with "No Trespassing' signs. Galusha had two prior convictions for Prohibited Camping and Long had one.
Disposition: Galusha was cited and released for Criminal Trespass II and Prohibited Camping (Criminal). Long was cited and released for Criminal Trespass II and Prohibited Camping (Violation). Both agreed to pack up their camp immediately and remove it from ODOT property.
Camping
Paul Christopher Wharton, 55, cited at 1499 NW Stewart Park Drive (Frisbee Golf Course); officers said he was bedded down in a tent in violation of the “Time” portion of the ordinance and had been cited there the day before

Details: Officer contacted Wharton bedded down in his tent while he watched a television show on his phone. Wharton's camp violation the "Time" portion of the ordinance. Wharton was cited the previous day for camping at the same location.
Disposition: Wharton was cited and released on scene for Prohibited Camping (Violation).
Camping
Joseph Leonard Eldridge, 32, and Danyelle Nichole Benson, 32, cited at Micelli Park; officers said their camp was along the river at the far south end of the park where camping is never allowed

Details: Eldridge and Benson were contacted in their camp, which was located along the river at the far south end of the park. Camping is never allowed at this location.
Disposition: Eldridge and Benson were cited and released on scene. Eldridge and Benson began packing up their campsite while the officer filled out their citations.
Trespass
Travis James Couch, 38, cited at Sherm’s; officers said store staff had him detained for trespassing, he admitted returning after being previously trespassed, and he was cited in lieu of custody

Details: Sherm's called reporting they had Couch detained in the office for trespassing at the location. Couch was contacted and admitted he had been previously trespassed and returned. Couch was cited and readvised of trespass.
Disposition: Couch was cited in lieu of custody.
Criminal Mischief
Jerimey Houston Williams, 52, arrested at 731 NE Newton Creek Dr.; officers said he threw a rock through a windshield, video and statements corroborated the report, and a probation detainer was issued

Details: Officers responded to the location after it was reported Jerimey threw a rock through Thomas' windshield. Video footage and statements matched the initial claims and Jerimey was taken into custody without incident. Jerimey's Probation Officer was also contacted and a detainer was issued. Jerimey was transported to Douglas County Corrections.
Disposition: Jerimey was lodged at Corrections.
Theft
Blake Edward Cadger, 33, arrested at WinCo; officers said loss prevention reported two alcohol thefts (including one on Feb. 19), Cadger admitted to both, and he was lodged at corrections

Details: Officer responded to a report of a theft. Upon arrival, officers contacted Blake, who was seated in the loss prevention security office. Loss prevention informed officers that Blake had stolen two bottles of alcohol on 2/24/2026 and had security footage of Blake stealing two bottles of alcohol on 2/19/2026. Blake admitted to both thefts and was taken into custody without incident and transported to Douglas County Corrections.
Disposition: Lodged at Corrections.
Warrant Arrest
Geoffrey Michael Shorey, 34, arrested at 315 NE Nash St.; officers said he had a failure-to-appear warrant and a statewide felony parole-board warrant and was lodged at corrections

DUII
Carissa Renee Mendoza, 32, and Patricia Paige Sheets, 25, arrested at 863 W Lookingglass; officers said Mendoza was reported yelling inside a truck, both had mutual restraining orders, Mendoza was impaired and admitted driving, and a search warrant was obtained for BAC

Details: Officers contacted Carissa after she was reported to be yelling inside of a truck on Lookingglass. Officers contacted Carissa and her ex-girlfriend, Patricia Sheets, who had mutual restraining orders against each other. Carissa was visibly impaired and admitted to driving. Carissa refused tests and was taken into custody without issue. Patricia was taken into custody for the VRO. A search warrant was obtained for Carissa’s BAC.
Disposition: Carissa and Patricia were lodged at the county jail.
