Details: Officer stopped Shiloh for traffic violations after she left the parking lot of Scoreboard Tavern. During the stop, officer saw signs of impairment and Shiloh admitted to drinking alcoholic beverages. She consented to SFSTs and performed poorly. She was taken into custody and transported to Corrections. While at Corrections, she requested an attorney. The arresting officer authored a search warrant, which was reviewed and granted by a judge. Shiloh provided a blood sample at Mercy Medical Center. Shiloh's vehicle was picked up by her husband.

Littering
Jay Austin Copenhaver, 59, arrested after officers reported offensive littering near the Overpark; police said a camp was also littered with trash

Details: Copenhaver made a large mess while he was digging through a garbage can near the first floor of the Overpark. His camp at the base of the staircase was littered with trash as well.

Cassandra Leigh Bond, 39, of Dillard, arrested in a first-degree theft case involving multiple devices; police said the items were returned before contact

Details: Officer contacted Cassandra after finding out she was the suspect in a recent theft. Cassandra stole three Samsung Galaxy's and one Samsung tablet, all of which she returned to Polly prior to officer contact. Cassandra was transported to Douglas County Corrections.

Blake Edward Cadger, 33, arrested on a parole-violation detainer after officers said he failed to check in on time with his parole officer

Robert Paul Watson, 47, arrested at a hotel after officers said he was trespassing and knocking on patrons’ doors

Details: Officers contacted Watson at the Sleep Inn after he was found to be trespassing on the property and knocking on several patrons’ doors. He was taken into custody without issue.

Details: Officers responded to a physical altercation between Jeremy and John. Upon arrival officers learned that Jeremy had left the area on foot. Officers contacted John who sustained serious injuries to the inside of his lip, swelling to his cheek and complained of feeling dizzy. Due to those injuries, he was transported to Mercy Medical Center. Officers later contacted Jeremy near 500 NE Stephens Street, he was arrested without issue and transported to Douglas County Corrections.

Details: Officers contact Ward after a report of a fight. During the investigation, officers found that Ward had engaged in violent and tumultuous, behavior with another male. Additionally, Ward was found to have a firearm concealed on his person and did not possess a valid conceal carry permit. Based on witness statements and Wards admissions, probable cause existed to arrest him for Disorderly Conduct in the Second Degree and Unlawful Possession of a Firearm. Ward was cited and released without incident and the firearm was seized as evidence.

Details: Officers responded to Winco for a report of a male who had shoplifted and was detained by security. Upon arrival officers spoke with Eric, who admitted to the theft, and it was later discovered that Eric had numerous warrants. Dispatch confirmed the warrants, and Eric was taken into custody on his warrants and Theft in the Third Degree. Eric was transported to Douglas County Corrections.

Tacoma Toyota Lee Davis, 24, of Riddle, arrested on suspicion of DUII after a traffic stop; a sober driver took the vehicle, police said

Details: Officer stopped Tacoma on reasonable suspicion for Driving Under the Influence of Intoxicants (DUII) after he consistently drifted within his lane after leaving the Scoreboard and on several occurrences drove over the solid yellow line and straddled the fog line. During the stop, the officer saw signs of impairment and Tacoma admitted to drinking alcoholic beverages. He consented to field sobriety tests and performed poorly. He was taken into custody and transported to Douglas County Corrections. A sober driver took possession of the vehicle.

Details: Officers responded to a report of a male who damaged property and was attempting to break into a vehicle. Upon arrival officers contacted Aaron, who admitted to being heavily intoxicated, trying to enter the vehicle because he thought it was his. Officers then spoke with the owner of the vehicle, who stated he confronted Aaron, and Aaron charged at him and broke the window on the door to his apartment building. Aaron was taken into custody without incident and transported to Douglas County Corrections.

Details: Officers conducted a security check at the Point and contacted Colt at a tent surrounded by a large amount of litter and set up outside the time portion of the Roseburg City Ordnance. Colt was advised he was going to be given a citation and provided the name "Chris Myers." During a search of his person officers located items belonging to Christopher Colt and was able to confirm his identity. Colt was detained and was found to have two warrants for his arrest. Warrants were confirmed he was taken into custody. At Corrections he was found to be concealing a dagger under several articles of clothing.

After being given numerous warnings to leave by law enforcement, at the request of the business's managing staff, and ample opportunity to leave, Swanson was taken into custody without incident. Sean Michael Handlery, 46, arrested after officers reported he produced a knife and advanced toward them; police said he was tased and taken into custody

Details: While investigating an unrelated incident, officers were canvassing the point for witnesses. In doing so, officers attempted to contact Handlery, who was immediately confrontational. Despite introduction, announcing law enforcement presence, and illuminating uniforms for him to see, Handlery claimed he did not believe the police officers were real. Handlery suddenly pulled out a knife and began yelling at officers to shoot him, essentially to prove they were real. Handlery then starting moving towards the officers with his knife pointed at them, at which point he was tased. After a brief scuffle, Handlery was taken into custody and transported to the Douglas County Jail.
Disposition: Handlery was lodged at DCC.
Prohibited Camping
Amy Rene Dykes, 49, cited for prohibited camping after officers reported she was camping on a sidewalk with prior convictions

Details: Officers contacted Amy camping on the sidewalk at the location, which was in violation of the time and place manner of the city ordinance. Amy's camp consisted of a shopping cart filled with items, multiple blankets, and several items of refuse surrounding her camp area. Amy had four prior prohibited camping convictions. She was cited and released at the scene.
