Police Log: February 12, 2026
Roseburg police made multiple arrests Feb. 12–13 including DUII cases, several warrant arrests, harassment, and prohibited camping enforcement. Incidents ranged from traffic stops and disturbances to a parole absconding arrest at the VA, according to the latest city police logs.

Patricia Ann Soloman, 42, arrested after officers said she drove the wrong way on SE Main Street and performed poorly on sobriety tests; officers reported a breath sample above the legal limit

Details: Officers contacted Soloman in the parking lot of Prints Charming after she reportedly drove the wrong way down SE Main Street almost causing a head on collision before parking her car at the location. Soloman agreed to perform field sobriety tests and performed poorly. Soloman was taken into custody and transported to Douglas County Corrections where she provided a breath sample above the legal limit.

Crystal Elizabeth Abel, 40, cited after officers contacted her at a camp set up in the Gaddis Park Pavilion where camping was prohibited at all times

Daniel Elimack Grover, 50, cited behind the old Big Lots; officers reported he had a half-empty beer can and the beverage was poured out

Details: Officer stopped Shiloh for traffic violations. During the stop, officer saw signs of impairment and Shiloh admitted to drinking alcoholic beverages. She consented to field sobriety tests and performed poorly. She was taken into custody and transported to Corrections. While at Corrections, she requested an attorney. The arresting officer authored a search warrant, which was reviewed and granted by a judge. Shiloh provided a blood sample at Mercy Medical Center.
