Details: Officers responded to a report of a male waving a knife in the air near the Ridgeway Market. Upon contact with the male, the male went into the market while holding the knife and making statements that he was going to make officers shoot him. Zane admitted to consuming alcohol and agreed to field sobriety tests, which he performed poorly. Zane was taken into custody and transported to the Winston Police Department where he provided a breath sample over the legal limit.

Details: Officers contacted Dykes near the intersection of SE Washington Ave. and SE Jackson St. because they knew she was a city exclusion violator with three prior warnings and the area she was observed was included in the Enhanced Law Enforcement Area. Dykes was in possession of a Sherm's Thunderbird Market shopping cart. Dispatch confirmed Dykes was excluded from the Enhanced Law Enforcement Area from 04/18/2026 to 10/14/2026, and Sherm's confirmed they wanted to pursue charges for theft of the shopping cart. Dykes was placed in custody without incident and transported to Douglas County Corrections. Douglas County P&P authorized an after-hours detainer for the new crimes.

Duarte had three previous convictions for Prohibited Camping and Hardesty had no prior convictions. Duarte and Hardesty were cited and released on scene.

Details: Officers responded to the report of a unconscious, and unresponsive male in the driver seat of a parked vehicle at Fred Meyer Gas. Welstad was contacted and advised he was just very tired. A bag of a white powdery substance was found in plain view on the passenger seat of the vehicle. Welstad admitted it was Fentanyl. He was placed in custody without incident and transported to Douglas County Corrections. The gross weight of the bag of Fentanyl was approximately 5.0 grams. During an inventory search of Welstad's belongings, a small bag containing approximately 1.0 grams of Methamphetamine was located.
