Details: Officers contacted Carter at The Point after police said he was developed as a suspect in a theft that occurred earlier in the day. Police said Carter ran from officers, crossed the river and hid on Elk Island. A K9 responded and officers located Carter hiding in the brush. He was taken into custody without further incident. According to the log, dispatch also informed officers that Carter had a felony warrant for his arrest. His probation officer requested that he be detained for an alleged probation violation.
