Daniel Francis Foy, 35, was lodged after officers said they found him at a NE Nash Street address while he was wanted on three active warrants

Details: Officers contacted Sherman at Carl's Jr regarding an incident from 04/09/2026 in which he was observed on camera stealing a Toyota Camry out of the parking lot of Goodwill. Sherman admitted to taking the vehicle and he was taken into custody without incident. Sherman was also found to have several warrants for his arrest during the contact. The warrants were confirmed and Sherman was transported to Douglas County Corrections where he was booked and lodged.
Disposition: Sherman was booked and lodged at Corrections.
Prohibited Camping
Wayne Samuel Monroe Stowell, 44, was cited after officers said his camp near the bicycle path on SE Pine Street violated the city’s prohibited camping rules

Details: Officers contacted Wayne Stowell at his camp which was set up near the bicycle path. His camp consisted of a large tarp approximately 20 feet in width covering several personal items and was within five feet of the bicycle path. Stowell had five prior convictions for prohibited camping, and he was cited and released on scene.
Disposition: Stowell was cited and released on scene.

Tyler Lee Koontz-Reed, 40, was cited after officers said they found him sleeping in a doorway on SE Jackson Street with bedding set up in front of the entrance

Details: Koontz-Reed was found sleeping in the doorway of Brix. He had set up a sleeping pad and blankets in front of the doorway.
