Crystal Elizabeth Abel, 40, was cited after officers said her camp remained on the hillside north of the Roseburg Airport a day after she had been warned to remove it

Details: Abel was contacted at her camp on the hillside, where camping is never allowed, the previous day. At that time Abel was issued a warning and instructed to remove her camp. Today, Abel's camp was still set up at the same location.
Disposition: Abel had one prior conviction for Prohibited Camping. Abel was cited and released on scene.
Littering
James Peter Denard, 70, was cited after officers said they found his camp near Newton Creek with trash around the tent in the Duck Pond Nature Area

Details: Denard had his camp burrowed into the brush in the Duck Pond Nature area, which was about 15 feet from Newton Creek. Camping is never allowed at this location and Denard has been contacted camping at the location multiple times but had one prior conviction. Denard has trash around the outside of his tent.
Disposition: Denard was cited and released on scene for Prohibited Camping (Violation) and Depositing Trash Within 100 Yards of a Waterway.
Non-Injury Crash
Frederick Gordon Gregg, 76, was involved in a non-injury crash after police said he accidentally hit the accelerator and drove through a fence at Coastal Farm and Ranch

Details: Gregg was in the parking lot of Coastal Farm and Ranch when he attempted to brake and accidentally hit the accelerator, which sent his Toyota through the east fence of the business. Gregg was not injured and his vehicle did not need to be towed. There were no signs of impairment.

Trespass/Warrant
Jacob Jospeh Arps, 25, was lodged after officers said he admitted returning to a location where he had been trespassed and was also found with a Lane County warrant

Details: Officers received a report Arps drove to the area and yelled at his ex-girlfriend. Arps was previously trespassed and his license is revoked in Oregon. Officers checked the area but were unable to locate his vehicle. While checking Stewart Park, officers located a vehicle matching the description and contacted Arps in the driver's seat. Arps admitted to the earlier incident and acknowledged he had been previously trespassed. Arps also returned with a warrant out of Lane County.
Disposition: Arps was lodged at Corrections.
Trespass
Jeffrey Lee Howeth, 49, was cited after officers said they found him camping on a sidewalk near the Grand Apartments in violation of a downtown exclusion warning

Details: Howeth was found camping near the Grand Apartments on the sidewalk. He was a downtown exclusion violator on his third warning.

Rebekah Lee Diezel, 43, was lodged after officers said they saw her drawing graffiti on the foot bridge across Deer Creek and resisting arrest

Jacob Matthew Woodruff, 47, of Eugene was lodged after officers said he was identified as one of the suspects in a wallet theft reported from Abby's on Diamond Lake

Details: Officers took a report of a theft of a wallet containing $800 in cash from Abby's on Diamond Lake on 4/7/2026. One of the suspects was ultimately identified as Jacob Woodruff. Jacob met with officers on 4/14 and was taken into custody.

DUII
Bekki Lou Brownfield, 55, of Umpqua was cited after officers investigating a minor crash said they saw signs of impairment and arrested her for DUII

Details: Officers were flagged down for a minor traffic accident. During the investigation, officers noticed signs of impairment from Brownfield. Brownfield consented to standardized field sobriety tests, which she performed poorly. Brownfield denied drinking alcohol but admitted to taking multiple medications. Brownfield was taken into custody without incident and transported to Douglas County Corrections. Brownfield provided two breath samples for a result of 0.0%. A DRE evaluation was performed, and a urine sample was provided.
Disposition: Bekki was cited and released. Bekki's vehicle was picked up on scene.
Theft
Jeremy Brett Vroman, 49, was lodged after officers said he stole a can of Monster, threatened to fight officers, and was tased during the arrest

Details: Officers contacted Vroman after it was reported he stole a can of Monster from the business. Vroman threatened to fight officers on scene, refused to listen to commands, and was ultimately tased. Vroman was then taken into custody without further incident. Vroman's probation officer was contacted, and they authorized an afterhours detainer. Vroman was then cleared medically before he was transported to Douglas County Corrections where he was lodged for the listed crimes.
Disposition: Vroman was lodged at Douglas County Corrections.

Grae Lee Murray, 41, was cited after officers said they saw him riding a minibike on NE Stephens Street while his license was criminally suspended

Details: Officers witnessed a male riding a minibike southbound on NE Stephens Street and stopped him for operating a non-street legal vehicle. The male, Grae Murray, had a criminally suspended driver license.

Kayla Raylynn Jones, 36, was cited after officers contacted her in a parked pickup and said she performed poorly on field sobriety tests

Details: Officers contacted Jones inside of her parked vehicle after she was reported to be in a disturbance at her residence which was nearby. Officers learned the disturbance was not as reported but noticed Jones was intoxicated. She consented to field sobriety tests and performed poorly. She was taken into custody and cited and released from Corrections.
Disposition: Cited and released.
