Fugitive
John Wayne Quasne, 45, was arrested on a Douglas County warrant after officers contacted him at a camp near the airport and reported additional city property violations

Details: Quasne was contacted at his camp on the hillside just north of the airport. Camping is never allowed at this location. Quasne was in possession of an axe and a whip, which are both prohibited items on city property. Additionally, Quasne had trash scattered around his camp site. A records check revealed there was warrant for Quasne for Unlawful Possession of Methamphetamine.
Disposition: Quasne was arrested on the warrant and the littering charge. Additionally, Quasne was cited for Prohibited Camping and two charges of Prohibited Weapons and Tools on City Real Property.
Assault
Orion Wesley Davids, 41, was lodged after officers said he admitted to a domestic assault captured on camera the day before

Details: Davids was developed as a suspect in an assault that was captured on camera on 04/12/26, between him and his girlfriend. Officers contacted Davids and he admitted to the assault. Davids was taken into custody without incident and transported to Douglas County Corrections. Davids was also found in possession of a small amount of suspected methamphetamine.
Disposition: Davids was lodged at Corrections.
Theft
Jered Michael Scott, 44, was lodged after police said he admitted stealing bags of cans from a Roseburg residence on three separate occasions

Details: Denison responded to Bottle Drop after he had a theft of cans from his residence the past two days. While at the location, Denison found Scott there with several of his bags of cans. Scott was also the same individual seen on surveillance footage. Denison told police Scott also stole cans from his residence in February. Scott admitted to stealing four bags of cans from Denison's residence on three separate occasions. Each time, Scott admitted to cashing in the cans at the Bottle Drop for cash.
Disposition: Scott was lodged at Corrections.
Trespass
Andrew Christopher Atterbury, 43, was lodged after officers said he refused to leave church property, then fought with officers during the arrest

Details: Officers responded after receiving reports that Atterbury was refusing to leave the property of a local church. Officers contacted Atterbury and attempted to detain him. During that time, Atterbury resisted arrest and struck an officer on the face with a closed fist and kicked another in the groin. Atterbury was transported to Douglas County Corrections for the listed crimes.
Disposition: Atterbury was booked and lodged at Corrections.
Disturbance
Zachary Nathan Sullivan, 32, was lodged after officers said he assaulted his father, then barricaded himself in a bedroom during the arrest

Details: Officers responded to a reported disturbance involving Sullivan and Haggans, who are father and son. During the investigation, officers determined that Sullivan had attacked his father, who sustained injuries to his lip and chin. Officers also knew that Sullivan had a warrant for his arrest. During the arrest process, Sullivan refused to exit the residence and barricaded himself in a bedroom. Sullivan was transported to Douglas County Corrections.
Disposition: Sullivan was booked and lodged at Corrections.

Michael Chad Rushing, 52, was lodged after police said he entered a vehicle at a residence and stole a work badge before admitting to the crimes

Details: Rushing was seen on camera attempting to enter the front door of a residence and then entered the back yard. It was later discovered Rushing entered a vehicle at the residence and stole a work badge. Rushing was located and admitted to everything. Rushing's parole officer also issued a detainer for his arrest. Rushing was taken into custody without incident.
Disposition: Rushing was lodged at Corrections.
Warrant Arrest
Jessica Ann Whitcomb, 38, was lodged after officers contacted her in a parking lot and confirmed a Douglas County DUII warrant

Blake Edward Cadger, 34, was cited after officers said they saw him urinating on the side of the Walgreens building

Details: Officers drove past Walgreens and witnessed Blake urinating on the side of the building. Officers contacted Blake and cited him for urinating in public. Blake was also trespassed from Walgreens.

Camping
Kelly Michael Sexton, 31, of Montana was cited after officers found him sleeping in the lower pavilion at Sunshine Park

Michael Lee Hatton, 40, was lodged after officers said they found him sleeping on a porch where he had already been trespassed
