A much cooler air mass will move in today along with higher humidity. Light rain fizzles east of the Cascades this morning, but showers are possible through the day west of the Cascades. There is a slight chance of a thunderstorm north of the Rogue-Umpqua Divide. East side areas will still be windy at times today, but winds gradually ease this afternoon. Below normal temperatures are expected to continue this weekend, then return to near normal by mid next week.

ROSEBURG, Ore. - Roseburg Public Library has announced its fall youth program schedule, with storytimes, book discussions, crafts, building activities, and volunteer opportunities running from October through December.

All programs are free and open to the public. A library card is not required.

Storytimes and Activities for Younger Children

Youth Services Librarian Aurora Ropp will lead Storytime at 10:15 a.m. every Wednesday and Thursday, beginning Thursday, Oct. 1, and continuing through Dec. 17. There will be no session on Thanksgiving Day, Nov. 26. Designed for children ages 2 to 5 and their caregivers, Storytime includes stories, songs, movement rhymes, and a simple craft.

Lap-Sit Storytime is for children ages 6 months to 2 years and their caregivers. It will meet at 10:15 a.m. on Oct. 20, Nov. 17, and Dec. 15. Each session includes 20 minutes of interactive rhymes and songs, along with books and props. Playtime afterward gives babies and caregivers a chance to connect.

Grab-and-go craft kits for youth will be available every other Tuesday at 10 a.m. beginning Oct. 6, while supplies last. Kits are distributed on a first-come, first-served basis.

Building, Books, and After-School Activities

Children from pre-K through sixth grade can drop in for building activities from 5:30 to 6:30 p.m. on Oct. 1, Nov. 5, and Dec. 3. The library will have its Legos, Duplos, and other building objects available.

Elementary Book Club meets at 4 p.m. on the second Thursday of each month. It is designed for third through sixth graders who have read that month’s selection. Meetings include a discussion, a simple themed activity, and snacks.

Teen Programs and Volunteer Hours

Students in sixth through 12th grades are invited to teen programming from 3 to 4:30 p.m. on Oct. 7, Nov. 4, and Dec. 2. Each monthly session will feature a craft project and games.

The library also offers supervised volunteer hours for teens ages 13 to 18 from 3 to 5 p.m. on Oct. 21, Nov. 18, and Dec. 16. Tasks may include packaging craft kits, light housekeeping, and alphabetizing books. The hours can help teens meet school volunteer requirements or gain experience for a first job application.

Teens under 18 must have a Permission Slip and Liability Waiver signed by a parent or guardian before beginning volunteer service. Teens who are 18 and in their senior year of high school should complete a Volunteer Policy Application. Both forms are available at www.roseburgpubliclibrary.org and at the library’s front desk.

Chess Club Open to All Ages

The library’s Chess Club will meet from 10:30 a.m. to noon on Oct. 3, Nov. 7, and Dec. 5. Players of all ages and skill levels are welcome. The library has four chess sets to share, and attendees may bring their own boards. No registration is required.

Fire restrictions will ease across lands protected by the Douglas Forest Protective Association at 12:01 a.m. Friday, Sept. 25, following decreased fire danger and expected precipitation.

The public use restriction level will drop to low on private, county, state, and Bureau of Indian Affairs lands within the Douglas District. The Industrial Fire Precaution Level will also drop to Level 1 within the Douglas Forest Protection District, including lands managed by the Roseburg District Bureau of Land Management.

The changes allow several outdoor activities throughout the day. Non-industrial power saw use; metal cutting, grinding, and welding; mowing or trimming dried grass; and use of power-driven machinery for non-industrial work on private property will no longer be limited to certain hours.

Debris burning remains prohibited, including the use of debris piles and burn barrels. Fire season is still in effect, and DFPA urges people to use caution when operating equipment outdoors.

Motor vehicles, including motorcycles and all-terrain vehicles, may travel on improved roads free of flammable vegetation with landowner permission. The restriction does not apply to cultivating or harvesting agricultural crops.

Passenger vehicles traveling on forestland, other than on state highways, county roads, or driveways, must carry an axe, a shovel, and either one gallon of water or an ABC fire extinguisher weighing at least 2½ pounds. ATVs must carry an ABC fire extinguisher weighing at least 2½ pounds.

For industrial operations, Level 1 requires the use of fire and power-driven machinery to comply with applicable state fire prevention requirements. The change applies to regulated use areas DG-1, DG-2, UA-1, and UA-2, as well as forestland within one-eighth mile of those areas.

GLIDE, Ore. - Fire crews could begin a 180-acre prescribed burn in the North Bank Habitat Management Area as early as Tuesday, September 29, if conditions are favorable, according to a notice from the U.S. Wildland Fire Service and the Bureau of Land Management’s Roseburg District.

The planned burn is about six miles west of Glide, off North Bank Road. The start date is conditional: crews will proceed only if temperature, moisture, wind, and fuel conditions allow them to meet the burn’s objectives. Forecast weather and the availability of personnel and equipment, both at the site and elsewhere in the area, will also factor into the decision.

Visitors may encounter more fire personnel and equipment. The notice says access could be affected at Blacktail Basin Road, Comstock Day Use, the East Entrance parking lot, East Boundary Road, Thistle Ridge Trail, West Barn Trail, and Powerline Road. Anyone visiting the area should use caution and watch for activity near roads and trails.

The burn is intended to reduce wildfire risk to nearby communities, make the landscape more resilient to fire, improve the amount and quality of forage for wildlife, reduce invasive species, and restore oak woodlands.

The North Bank Habitat Management Area is managed in part for Columbian white-tailed deer. Its habitat played a role in the recovery of the Douglas County population, which was removed from the federal list of threatened and endangered wildlife in 2003. The distinction matters because the delisting applied to that population, rather than every Columbian white-tailed deer population. Bureau of Land Management

Smoke from the prescribed burn may be visible from Glide and surrounding areas. Fire officials say they will coordinate with the Oregon Department of Forestry’s smoke management program to conduct the burn under conditions intended to limit smoke in local communities. Burn areas will be patrolled and mopped up during and after ignitions.

Smoke may settle in low-lying areas overnight. Residents are encouraged to close their windows at night if smoke is present. Drivers who encounter smoky conditions should slow down and turn on their headlights. People concerned about smoke in their homes can consult the Environmental Protection Agency’s guidance for creating a cleaner-air room and speak with a physician about health concerns.

The work is being carried out with cooperation from the Douglas Forest Protective Association, U.S. Fish and Wildlife Service, Oregon Department of Fish and Wildlife, Umpqua National Forest, Cow Creek Band of Umpqua Tribe of Indians, and Oregon Conservation Corps of the Umpqua Valley. DFPA distributed the notice as a courtesy; the USWFS and BLM are responsible for the project.

ROSEBURG, Ore. - A Roseburg woman was cited on suspicion of driving under the influence of intoxicants after her SUV struck a tree on West Harvard Avenue late Wednesday night in fron of Pete's Drive-In. Her 4-month-old daughter was in the vehicle, police said.

Roseburg police responded to the single-vehicle crash near 1270 W. Harvard Avenue at about 11:11 p.m. on Sept. 23. Based on the scene and witness statements, officers said the eastbound 2022 Kia Telluride appeared to have crossed several lanes before striking a tree at a high rate of speed.

Medical personnel took the driver, 23-year-old Alexus Makayla Rynearson, and her daughter to Mercy Medical Center. Police said Rynearson had injuries that were not life-threatening and the infant was uninjured.

According to the police log, hospital staff later reported that Rynearson’s blood alcohol concentration was over the legal limit. Officers obtained a search warrant for a blood draw. Rynearson was cited on suspicion of DUII, reckless endangering, and reckless driving, then released at the hospital.

The tree was later removed from the area.

ROSEBURG, Ore. - Southeast Jackson and Southeast Main streets will become a block party on Saturday, Oct. 3, as the fifth annual Roseburg Blocktober Fest returns to downtown Roseburg. The free, all-ages festival runs from 11 a.m. to 6 p.m. between Southeast Lane and Southeast Douglas avenues.

Presented by NeighborWorks Umpqua, the event brings together live music, artists and makers, food vendors, local beer and wine, family activities, community organizations, and downtown businesses. Organizers estimated that about 5,000 people attended last year’s festival.

Community Stage Schedule

The published Community Stage lineup features five acts:

• 11:30 a.m. to noon: Borrowed Time, a Roseburg-based rock and roll cover band
• 12:30 to 1 p.m.: Sellout, an alternative rock band made up of Roseburg High School students
• 1:30 to 2:30 p.m.: The Brothers Reed
• 3 to 4 p.m.: TOB (That Other Band)
• 4:30 to 5:30 p.m.: The Mother Smuckers, a Roseburg funk fusion band

Farmers Market Joins the Festival

The Umpqua Valley Farmers Market is scheduled to operate alongside Blocktober Fest in the 400 block of Southeast Main Street. For Oct. 3, its hours will shift to 11 a.m. to 4 p.m., two hours later than its usual Saturday opening. Market shoppers and festival visitors will be able to browse its vendors during much of the event.

What to Know Before You Go

Admission is free. Food, merchandise, and alcoholic drinks will be available for purchase. The festival’s FAQ says attendees age 21 and older must show valid ID and buy a festival mug and tokens to purchase beer, wine, or mead; outside cups cannot be used. It lists mugs at $5, tokens at $2 each, and a package of two mugs and six tokens for $20. Token booths are listed at Southeast Jackson and Southeast Cass, Southeast Jackson and Southeast Oak, and the Douglas Avenue end of Southeast Jackson.

With the event area closed to vehicles, the FAQ directs visitors to park in open spaces outside the festival footprint. Well-behaved dogs are welcome on leash.

Some Oregonians who receive food or cash assistance need to provide updated income information by Monday, Sept. 28, according to the Oregon Department of Human Services.

ODHS began mailing “Missing Information” notices Sept. 16 and expects about 11,000 people to receive one by the end of this week. The notices concern some recipients of the Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF). As of Aug. 30, 639,261 people in Oregon received SNAP.

Receiving a notice does not automatically mean someone will lose benefits. An eligibility worker will review the information provided and determine whether a household’s benefits should change. If ODHS does not receive the requested information by Sept. 28, benefits may be reduced or a case may close beginning with October benefits.

“We know SNAP rules and reporting requirements can be complicated, and receiving a notice asking for more information can be concerning,” said Jessica Amaya Hoffman, interim director of the Oregon Eligibility Partnership. She urged recipients to respond so staff can review their cases, answer questions, and make sure they receive the benefits for which they qualify.

What to do if you receive a notice

• Read the notice. It explains what income information ODHS needs and lists the deadline for your case.
• Submit the requested information by Sept. 28. You do not need to contact your employer to respond.
• Respond even if you think the information is wrong. An eligibility worker can review it with you and help resolve any differences.
• Contact ODHS even if you miss the deadline. The agency says a worker may still be able to help.

Do not ignore the notice. If ODHS does not receive a response, SNAP and TANF benefits, if applicable, will close on the date listed in it.

How to get help

Call the ONE Customer Service Center at 800-699-9075 to speak with an eligibility worker, or use the ODHS office finder to locate a nearby office.

ODHS also has a guide to which SNAP changes must be reported and how to report them, including changes in income and household circumstances.

Why ODHS is checking income

ODHS is comparing income reported to the agency with earnings information available through The Work Number, an employment and income verification database. Some SNAP households received a notice because their reported income was below 130% of the federal poverty level, while the database suggested their income might be at or above that level. If a household also receives TANF, its notice includes information about both programs.

The agency says the checks are intended to help households receive the correct benefit amount and are part of its effort to lower Oregon’s SNAP payment error rate.

ODHS expects to conduct additional income checks over the next 12 to 15 months. It has not finalized the timing of those checks.
