A front will begin passing through the region early this evening, bringing rain to the Southern Oregon coast into western Siskiyou County and eventually towards the Cascades tonight. Gusty winds and low RH are expected this afternoon and early evening east of the Cascades with elevated fire weather conditions for fire weather zone 624 and 625 with elevated to isolated critical conditions across 285. Gusty winds continue Friday but humidities trend higher. Light rainfall will be possible for eastside areas on Friday. Below normal temperatures are expected Friday and through the weekend, but temperatures return to near normal by Tuesday.

GARDINER, Ore. - A man sought in connection with a July hit-and-run that seriously injured a pedestrian in Eugene was arrested Monday, Sept. 21, after a standoff at a Gardiner home, according to the Douglas County Sheriff’s Office.

Eugene police detectives had obtained a warrant for 47-year-old Dallas Lee Silva of Eugene. They confirmed he was at a home in the 800 block of 2nd Street and asked the sheriff’s Tactical Response Team for assistance.

When the team arrived, Silva ran out the back of the home, then returned inside and refused to surrender, the sheriff’s office said. After giving him numerous opportunities to come out, deputies introduced gas into the home. Silva then spoke with negotiators and agreed to exit through a window.

Deputies took Silva into custody and turned him over to Eugene police detectives. Eugene and Reedsport police also assisted.

Silva is a suspect in a July 4 hit-and-run on River Road near Beacon Drive in Eugene. The pedestrian was seriously injured.

MYRTLE CREEK, Ore. - Detectives have identified the teenager who died in a stabbing in Myrtle Creek on Sept. 13 as 17-year-old Robert Rosser of Riddle. The investigation remains ongoing.

Dispatchers received a report shortly before 10:45 p.m. that two teenagers had been stabbed at a home in the 100 block of Northeast Laurel Avenue. Deputies later learned the stabbing occurred during a physical altercation.

Fire and ambulance crews responded with law enforcement. Despite lifesaving efforts, Rosser died at the scene.

A second 17-year-old boy was taken by ambulance with critical injuries, then transferred to a hospital outside the area for a higher level of care. His condition is now listed as stable. Authorities have not released his name, citing Oregon law.

Investigators have identified a 16-year-old who used the knife but have not released his name. The Douglas County Major Crimes Team is continuing the investigation with assistance from the Myrtle Creek Police Department.

ROSEBURG, Ore. - Cailey Powell, an agriculture science and forestry teacher at Roseburg High School, has been named the 2026-27 Douglas Regional Teacher of the Year. The honor makes her one of 17 regional winners being recognized across Oregon and a semifinalist for Oregon Teacher of the Year.

Powell is scheduled to receive the surprise announcement Wednesday, Sept. 23, at 2 p.m., before a staff meeting at Roseburg High School.

Sheri Carson, the 2024-25 Douglas Regional Teacher of the Year, nominated Powell and pointed to the growth of Roseburg High School’s agriculture and FFA program.

“Cailey is an outstanding agriculture instructor,” Carson said. “She has worked very hard to build our Agriculture/FFA program from a struggling program to a top contending program in our area. Agriculture teachers by nature put in a lot of hours, but she also volunteers to help out with schoolwide professional development for staff.”

In her application, Powell described how she brings students into the community through projects that give them a chance to contribute and see the results of their work.

“I am very intentional about creating opportunities that connect my students directly with our local community in meaningful, hands-on ways,” Powell wrote. “These experiences go beyond field trips or guest speakers; they are projects where students actively contribute, build relationships, and see the impact of their work. Through these connections, the classroom walls disappear, and learning becomes real.”

Regional Teachers of the Year can be nominated by students, colleagues, administrators, friends, or family members. Oregon’s education service districts oversee the regional application and selection process. Applicants submit testimonials and letters of support, and selection panels consider their leadership, teaching expertise, commitment to equity, community involvement, understanding of education issues, vision, and professional development.

“We are so proud of this year’s Regional Teachers of the Year who consistently demonstrate hard work, build strong relationships, empower their students, and create classroom environments that lead to student success,” Oregon Department of Education Director Dr. Charlene Williams said. “As mentors, advocates, and community leaders, they show us all that the best is on display in schools large and small, rural and urban, from the first years of schooling to the final preparations for a student’s next steps beyond high school. We thank them for their inspiration and can’t wait to see what they do next.”

Each regional winner receives $1,000 through the Oregon Department of Education’s partnership with the Oregon Lottery. The statewide Teacher of the Year, who will be announced later this fall, will receive $10,000, with an additional $5,000 going to their school. That teacher also serves as a spokesperson and representative for Oregon educators.

“These are exceptional educators who inspire students daily across Oregon,” Oregon Lottery Director Mike Wells said. “We are honored to celebrate their dedication and the lasting impact they have on our students and families.”

The release says more than $10 billion in Lottery revenue has been transferred to Oregon school districts since 1995. It also reports more than $7 million in Lottery funding went to Douglas County in the past year. Its separate figure of more than $2.5 million uses the name “Douglas County School District,” but does not identify which district that refers to.

The full list of regional winners is expected to be posted Friday, Sept. 25, after all 17 have been announced, at https://oregonteacheroftheyear.org/. The website also has information about nominating a teacher for the 2027-28 award.

SALEM, Ore. - The Oregon Department of Education has completed one of eight recommendations from a 2024 audit of its High School Success program, according to a follow-up audit released by the Oregon Secretary of State’s office.

Auditors found that five recommendations were partially implemented and two had not been implemented as of their review, which covered work completed before July 2026. Most of the recommendations have a June 2027 target date. One of the two that had not been implemented, however, called for the department to report to lawmakers by the 2026 legislative session.

That report was supposed to explain how the department would identify and share successful practices, effective spending, and challenges faced by schools receiving grants. Auditors said the department had not presented that information to the Legislature by the agreed deadline.

Voters approved Measure 98 in 2016 to address low graduation rates and help students prepare for college and careers. The resulting High School Success program provides grants for dropout prevention, career and technical education, and college-level learning opportunities. Lawmakers allocated just over $338 million to the program for the 2025-27 biennium.

The 2024 audit urged the department to better connect schools’ spending and strategies with student results. In the new review, auditors said the department still had not established the measures and baseline data needed to determine which investments improve student outcomes.

Auditors also found that the department lacked a documented plan for tracking its work on the earlier recommendations. Although an employee was assigned to track their status, the process was largely informal, the report said. Auditors could not determine whether the department was reasonably on track to finish the work by June 2027. They also found no evidence that the State Board of Education or another oversight body had reviewed the problems identified in internal or external reviews.

The department agreed with all seven new recommendations in the follow-up audit. In its response, it said it was developing an internal audit policy that would set out responsibilities for corrective action plans, progress tracking, and oversight.

ROSEBURG, Ore. - Couples planning a wedding can see local vendors at work during Engaged & Inspired, an event at Roseburg Country Club from 6 to 9 p.m. Friday, Sept. 25.

The evening is designed to follow the flow of a wedding celebration. Guests can explore decorated spaces, take part in activities, and meet wedding professionals while seeing their services in action. Partners, family members, friends, and wedding parties are welcome.

The announced participants include McKenzie Floral Design, Romantic Bridal Designs, Oregon Bridal Makeup & Hair, The Sacred Adventure, Better Together Event Rentals, Blush Rose Photobooth, Happy Belly Bakery, Abacela Winery, Say Yes to the DJ, and Roseburg Country Club.

Advance tickets cost $20 per person or $30 for two. Online sales end Wednesday, Sept. 23. Tickets at the door will cost $25 per person, subject to availability. Each ticket includes admission, one beverage, and one raffle entry. Alcoholic drinks are available only to guests 21 and older with valid identification. Cocktail attire is encouraged.

SUTHERLIN, Ore. - Saving Grace Humane Society will offer microchips and vaccines for cats and dogs from 10 a.m. to 1 p.m. Sunday, Sept. 27, at Tractor Supply Co., 328 Dakota St. in Sutherlin.

Microchips will cost $20, and vaccines will cost $15 each. The clinic will offer rabies vaccines for cats and dogs older than 3 months, FVRCP vaccines for cats, and DAPP vaccines for dogs.

Pet owners should follow the signs to the check-in desk when they arrive. Dogs must be on leashes, and cats must be secured in carriers. Cardboard cat carriers are available for $8 at the shelter before the event.

Attendees should bring a form of payment. Saving Grace said anyone for whom cost is a barrier should let staff know at check-in; the organization will do its best to accommodate them. Additional donations and contributions to cover services for others are welcome.

ROSEBURG, Ore. - Douglas County residents interested in local forests and public lands have an opportunity to help review projects proposed for federal funding. The Umpqua and Rogue River-Siskiyou national forests are seeking members for the Rogue-Umpqua Resource Advisory Committee.

The 15-member committee reviews proposals and recommends projects to federal land managers under the Secure Rural Schools program. Its work covers projects in Douglas, Lane, Klamath, and Jackson counties. Members bring a range of perspectives, including those of schools, local governments, tribes, recreation groups, forest industries, and environmental organizations.

Projects the committee considers can include road and trail maintenance, watershed restoration, improvements to fish and wildlife habitat, control of invasive weeds, and the return of native species. The committee’s recommendations help guide funding toward work that benefits public lands and nearby communities.

Prospective members must live in Oregon. The Forest Service says it seeks local representation and a mix of interests on the committee. Residents can learn more about membership and the committee’s work on the Umpqua National Forest committees page. The page does not list a membership application deadline.
