Low pressure will bring showers and thunderstorms today and Thursday. Main risks will be lightning, gusty outflow winds and the potential for new fire starts, though wetting rain should mitigate this somewhat. Starts are most likely in drier fuels of NorCal, especially northern and western Siskiyou County. Showers could linger into Friday over the far east side, but expect drier, warmer weather heading into this weekend.

ROSEBURG, Ore. - Representatives from schools, behavioral health providers, law enforcement and community organizations gathered Tuesday to examine how Douglas County youth and families connect with local services and where additional support may be needed.

The Douglas County Juvenile Department hosted the free Sequential Intercept Mapping workshop Sept. 15 at the Roseburg Public Library. The Oregon Center on Behavioral Health and Justice Integration sponsored and facilitated the event.

The Sequential Intercept Model allows communities to map how people interact with behavioral health and justice systems. Participants examined services ranging from early community-based support and law enforcement response to courts, treatment, reentry and ongoing assistance.

Douglas County Juvenile Director Wendy Lang said the county has many resources for young people, but finding and navigating those services can be difficult for families and the organizations assisting them.

“We know that navigating through the maze of agencies and resources can be challenging for parents, youth and community partners,” Lang said. “This SIM workshop is designed specifically for Douglas County to come together and inventory our youth resources and gaps, identify behavioral health services, meet community partners and introduce youth evidence-based practices.”

Lang applied for the workshop through the Oregon center’s grant process. Douglas County was selected for one of eight free workshops the organization offers in Oregon each year, according to the county.

During the session, participants identified existing programs, possible barriers to accessing them and opportunities for agencies to coordinate more closely. The discussion also considered where earlier intervention could help prevent challenges from escalating into a crisis.

Commissioner Chris Boice, the county’s liaison to the Juvenile Department, said connecting young people and families with support early can change the direction of a young person’s life.

“This workshop is an opportunity to look at how we, as a community, can do a better job of supporting kids early, giving families the tools they need and helping young people build a successful future,” Boice said.

Organizations represented at the workshop included the Douglas County Juvenile Department, Douglas County Sheriff’s Office, Douglas Educational Service District, Umpqua Health, Adapt, United Community Action Network, Peace at Home, Take Root, Phoenix School, South Umpqua School District, Umpqua Community College and several state agencies and community organizations.

Lang said the effort is intended to do more than produce a directory of available programs. Participants examined how youth and families move between agencies and where communication or access could be improved.

“Our goal is to make it easier for youth and families to find and access the right resources when they need them, whether at 2:00 p.m. on a Tuesday or 2:00 a.m. on a Saturday,” Lang said.

The Oregon Center on Behavioral Health and Justice Integration will compile the information collected during the workshop and develop a customized strategic action plan for Douglas County. The plan is expected to outline identified needs and establish measurable priorities for improving coordination among local service providers.

MYRTLE CREEK, Ore. - One teenager died and another was critically injured following a disturbance involving a knife at a Myrtle Creek residence Sunday night.

Douglas County sheriff’s officials said 911 dispatchers received a report shortly before 10:45 p.m. Sunday, Sept. 13, that two teenagers had been stabbed at a home in the 100 block of Northeast Laurel Avenue.

Officers with the Myrtle Creek Police Department and deputies from the Douglas County Sheriff’s Office responded. Authorities were told that the person believed to have stabbed the two teenagers had fled before law enforcement arrived.

Firefighters and emergency medical personnel also responded. A 17-year-old boy was pronounced dead at the scene. His identity is being withheld.

A second 17-year-old boy was transported with critical injuries and later transferred to an out-of-area hospital for a higher level of care. Authorities have not released an update on his condition.

Detectives later located and interviewed a 16-year-old who reportedly fled the residence. No arrests have been made, and the names of everyone involved are being withheld while the investigation continues.

At the request of Myrtle Creek police, the Douglas County Major Crimes Team was activated and is leading the investigation. Authorities said there is no ongoing threat to the public.

The Major Crimes Team includes investigators from the Douglas County Sheriff’s Office, Roseburg Police Department and Oregon State Police, working in consultation with the Douglas County District Attorney’s Office.

The Myrtle Creek Police Department, Myrtle Creek Fire Department and Umpqua Valley Ambulance also assisted.

No additional information is expected to be released at this time. Anyone with information about the incident is asked to contact investigators at 541-440-4458 and reference case No. 26-2895.

TILLER, Ore. - A helicopter was used to place nearly 250 logs in two remote streams on the Tiller Ranger District as part of an effort to improve habitat for salmon, steelhead and other native fish.

The Umpqua National Forest partnered with the Oregon Department of Fish and Wildlife in early September to restore approximately four miles of habitat along Slick and Boulder creeks.

Crews placed a total of 248 logs throughout the two streams. Because of the remote terrain, limited access and size of the logs, a helicopter was needed to move the material into position.

Although fallen wood can appear to obstruct a stream, it plays an important role in a healthy aquatic ecosystem. The logs were strategically placed to help capture and retain spawning gravel, form cool-water pools and provide fish with places to rest and hide from predators.

The restored habitat is expected to benefit coho salmon, winter steelhead, lamprey and native non-game fish in the South Umpqua watershed. The work is also intended to support juvenile coho salmon as they grow before migrating downstream.

The Umpqua National Forest funded the project through a Good Neighbor Authority agreement with ODFW. A contractor completed the work with oversight from state wildlife officials.

Forest officials thanked ODFW and the crews involved in completing the restoration project, saying the partnership will help create healthier streams and better habitat for Oregon’s native fish.

ROSEBURG, Ore. - The pavilion planned as part of Roseburg’s Brown Park expansion has now been fully installed and is already being used by the community.

The Roseburg Receiver visited the park Tuesday morning and found the covered pavilion completely assembled, with several people using the new space. The structure appears to have been open for at least a short time, although an exact installation date has not been announced.

When the Brown Park expansion officially opened earlier this summer, the pavilion was one of the remaining improvements. City officials said it had already been purchased and would be installed later in the summer.

The pavilion provides visitors with a covered gathering and seating area near the park’s playground and other newly added amenities.

Brown Park is located at the corner of West Harvard Avenue and West Francis Street in Roseburg.

OAKLAND, Ore. - Overnight maintenance work will close several Interstate 5 ramps near Oakland through Thursday morning, according to the Oregon Department of Transportation.

The southbound Exit 140 off-ramp to Old Highway 99 will remain closed from 6 p.m. Tuesday until 7 a.m. Wednesday, Sept. 16. This is the final scheduled overnight closure at Exit 140.

Work will then move to Exit 142. The northbound I-5 on-ramp and off-ramp serving Metz Hill Road will close from 6 p.m. Wednesday until 7 a.m. Thursday, Sept. 17.

The closures apply only to the affected ramps. ODOT lists no to minimal delays for traffic traveling through the work areas, but drivers should slow down and watch for crews.

Motor carriers may use Exit 135 or Exit 146, depending on their direction of travel, or another authorized alternate route while the ramps are closed.

ROSEBURG, Ore. - Firefighters stopped the spread of a two-acre vegetation fire Tuesday afternoon near the 200 block of Dodson View Road in Roseburg.

Crews were dispatched to the Dodson Fire at approximately 4:32 p.m. on Sept. 15. Responding agencies included the Douglas Forest Protective Association, Central Douglas Fire & Rescue, Roseburg Fire Department, Sutherlin Fire Department, Lookingglass Rural Fire District and Myrtle Creek Fire Department.

When firefighters arrived, they found the vegetation fire moving slowly uphill. Crews immediately attacked the fire and quickly stopped its forward spread.

The fire has since moved into the mop-up stage, with firefighters working to extinguish remaining hot spots and reduce the possibility of the fire rekindling.

DFPA determined that the fire was human-caused, although the specific circumstances remain under investigation. No homes or other structures were threatened.

Drivers in the area are asked to slow down, watch for fire traffic and give emergency vehicles and personnel enough room to work.

DFPA said no additional updates are expected unless conditions change.
