Douglas County Voter Participation Reaches 41.25% Ahead of November 3 Election

Article by The Roseburg Receiver

ROSEBURG, Ore. - Voter participation in Douglas County continues to climb ahead of Tuesday's general election, with 36,893 ballots received as of Friday, October 30.

According to the latest figures from the Douglas County Clerk's Office, 41.25% of registered voters have returned their ballots for the November 3, 2026, General Election.

That puts Douglas County 3.10 percentage points ahead of where voter participation stood at the same point during the 2022 gubernatorial election.

The latest numbers mark another increase from Thursday, when the county reported 32,513 ballots received and a participation rate of 36.36%.

Election Day Is Tuesday, November 3

With Election Day approaching, the Douglas County Clerk's Office is reminding residents to make sure their completed ballots are returned on time.

Ballots must either be deposited at an official ballot drop site by 8 p.m. on Tuesday, November 3, or mailed with a valid postmark dated no later than Election Day.

For voters planning to mail their ballots on or near November 3, the Clerk's Office recommends visiting a post office counter and asking a postal clerk to apply a hand-cancellation stamp to the return envelope. This helps ensure the ballot receives a timely postmark.

Voters who are uncertain whether their mailed ballot will receive an Election Day postmark can instead use an official ballot drop site.

Douglas County has 17 official ballot drop sites available throughout the county. Ballots deposited at these locations by 8 p.m. on Election Day will be collected for processing.

How Oregon Prevents Duplicate Voting

The Douglas County Clerk's Office also shared information about safeguards used in Oregon's vote-by-mail system.

Each ballot return envelope contains identifying information that election officials use to verify the voter and track whether a ballot has already been received.

Oregon's voter registration system flags duplicate ballot returns, preventing more than one ballot from being counted for the same voter in an election.

Election officials verify voter eligibility and process return envelopes before separating the ballots for tabulation. This process allows officials to confirm that a ballot comes from an eligible voter while keeping individual votes confidential.

Once ballots are separated from their identifying envelopes, they can be prepared for counting.

Where to Find Election Information

Voters can check the status of their ballots through the Oregon Secretary of State's ballot tracking service at OregonVotes.gov/Track.

Residents who have questions about their ballot, need a replacement, or encounter an issue with their return envelope can contact the Douglas County Clerk's Office.

The general election is Tuesday, November 3, 2026, with ballot drop sites closing at 8 p.m.

Douglas County Courthouse to Shine Green in November for Veterans

Article by The Roseburg Receiver

The Douglas County Courthouse will be illuminated in green throughout November as the county again participates in Operation Green Light, a national effort to recognize veterans and raise awareness of the challenges they may face when returning to civilian life.

Douglas County Commissioners Tom Kress, Chris Boice and Tim Freeman announced the county’s participation alongside a proclamation issued October 28 recognizing November 11 as Veterans Day and November as Military Families Month.

Residents, businesses and organizations are invited to participate by placing a green bulb in a porch light or another exterior fixture. The lighting is intended to serve as a visible expression of support for veterans and their families.

Operation Green Light is led by the National Association of Counties in partnership with the National Association of County Veterans Service Officers. Counties across the country participate to recognize military service and draw attention to resources available to veterans.

In its announcement, the county highlighted the work of the Douglas County Veteran Service Office, which works with federal, state and local partners to help veterans access services and support.

The commissioners also encouraged residents to attend the 71st Annual Douglas County Veterans Day Parade, scheduled for Wednesday, November 11, at 11 a.m. in downtown Roseburg.

The annual parade brings veterans, military families and community members together to recognize those who have served in the Armed Forces.

More information about the parade is available on the Douglas County Veterans Day Parade Committee webpage. Details about the lighting initiative are available on the Operation Green Light webpage.

Roseburg Schools Plans Three Free Literacy Nights for Families With Young Children

Article by The Roseburg Receiver

Roseburg Schools will host three free family literacy nights this school year for families with children ages 2 to 4, beginning with a pajamas-themed event in November.

The series will introduce families to ways they can support early reading skills through play, storytelling and hands-on activities. Families do not need to have children enrolled in Roseburg Schools to participate.

Each night will offer similar activities and resources families can use at home. The district encourages families to attend all three events.

Pancakes & Pajamas Literacy Night

  • Monday, November 16, 2026
  • 4:30 to 6 p.m.
  • Winchester Elementary School cafeteria
  • Registration is now open.

Oodles of Noodles Literacy Night

  • Thursday, February 18, 2027
  • 4:30 to 6 p.m.
  • Fullerton IV Elementary School cafeteria

Smart Cookies Literacy Night

  • Thursday, April 1, 2027
  • 4:30 to 6 p.m.
  • Green Elementary School gymnasium

Registration is required for each literacy night and will open separately as the dates approach. The first 20 families to register and attend each event will receive a free interactive storybook.

The series is part of the district’s work to support early literacy and help children prepare for school. Roseburg Schools was one of 30 Oregon school districts selected for the 2025–2029 Comprehensive Literacy State Development grant, receiving $1.1 million over four years to strengthen literacy instruction and expand opportunities for students and families.

The federally funded grant aligns with Oregon’s Early Literacy Success Initiative, which focuses on helping children build a foundation in reading.

Families can find more information and registration details at tinyurl.com/FamilyLiteracyNights. Questions can also be directed to Tatum Stedman, the district’s primary literacy support and early learning facilitator, at tstedman@roseburg.k12.or.us.

YMCA of Douglas County Opens Youth Basketball Registration November 2

Article by The Roseburg Receiver

ROSEBURG, Ore. - The YMCA of Douglas County is preparing for another season of youth basketball, with registration opening Monday, November 2, at 8 a.m. for children ages 3 through fourth grade.

The program gives young athletes an opportunity to learn basketball fundamentals, build confidence, and develop teamwork skills in a supportive environment. Children of all experience levels are welcome, whether they are picking up a basketball for the first time or returning for another season.

The upcoming season runs from January 11 through March 6, 2027, with eight weeks of practices and seven weeks of Saturday morning games. Families can choose between Monday, Wednesday, or Friday practices to better accommodate their schedules.

The YMCA will offer four divisions based on age and grade level:

  • Itty Bitty: Ages 3–4
  • Biddy: Ages 5–6
  • Rookie: 1st–2nd grade
  • Winners: 3rd–4th grade

Registration costs range from $65 to $95 for YMCA members and $85 to $115 for nonmembers, depending on the division.

The Itty Bitty division will follow a shorter schedule, with Saturday-only activities beginning January 23.

In addition to welcoming players, the YMCA is looking for volunteer coaches to help with the upcoming season. Coaches play an important role in introducing children to the game, encouraging teamwork, and helping young players develop their skills.

Registration opens November 2 at 8 a.m. through the YMCA's website at ymcaofdouglascounty.org/basketball.

Families interested in learning more about the league or volunteering as a coach can contact Shyla at smead@ymcaofdouglascounty.org or call 541-440-9622, extension 7240.

Pass Creek Covered Bridge in Drain Added to National Register of Historic Places

DRAIN, Ore. - A piece of Douglas County history has received national recognition. The Pass Creek Covered Bridge in Drain has officially been added to the National Register of Historic Places, joining a list of properties recognized for their historical significance.

The National Park Service approved the bridge's nomination in October 2026, recognizing its statewide importance in engineering, according to an announcement from the Oregon Parks and Recreation Department.

Originally built in 1925, the bridge served vehicle traffic for nearly 60 years before being replaced by a concrete crossing. In 1987, the wooden structure was dismantled and reassembled farther downstream, where it continued to serve pedestrians and bicyclists.

Today, the bridge stands in Drain's Civic Center Park, although it has been closed to the public since 2014 due to concerns about its condition.

A Reminder of Oregon's Covered Bridge History

Covered bridges were once a common sight across Oregon, particularly in areas where timber was readily available.

At one time, the state had an estimated 450 timber-truss covered bridges. As of 2026, no more than 50 remain.

The covered design served a practical purpose. By enclosing the wooden support structures, builders could help protect the timber from the Pacific Northwest's frequent rain and moisture, extending the life of the bridges.

The Pass Creek Covered Bridge is one of the remaining examples of that construction method.

Although the bridge no longer carries traffic, it has remained a recognizable landmark in the Drain community.

What the Historic Designation Means

The bridge's nomination was recommended by Oregon's State Advisory Committee on Historic Preservation during its June 2026 meeting before receiving final approval from the National Park Service in October.

The National Register of Historic Places recognizes buildings, structures, sites and other properties considered historically significant at the local, state or national level.

Being listed on the register can make properties eligible for certain preservation grants and tax benefits. It also means their historical significance must be considered when planning federal projects that could affect them.

Under Oregon law, local governments must provide a minimum level of protection for properties listed on the National Register, although individual communities determine how those protections are implemented.

The designation recognizes the Pass Creek Covered Bridge's historical and engineering importance, but the state's announcement did not include plans or funding to repair or reopen the structure.

For now, the century-old bridge remains a part of Drain's history and one of the relatively few covered bridges still standing in Oregon.

More information about the National Register of Historic Places, including listed properties and the nomination process, is available through the Oregon Parks and Recreation Department.

Morning Fog, Mild Temperatures and Limited Rain Chances Expected in Roseburg This Week

ROSEBURG, Ore. - November is beginning with a relatively quiet stretch of weather across Roseburg and the Umpqua Valley. Morning fog, mostly cloudy skies and mild afternoon temperatures are expected throughout the week, with only a few opportunities for light rain.

According to the National Weather Service in Medford, several weather systems will move through the Pacific Northwest over the coming days. However, most of the moisture is expected to remain north of Southern Oregon, keeping rainfall amounts limited across the Roseburg area.

Fog and Clouds to Start the Week

Roseburg began Monday morning with low clouds and fog settling into the Umpqua Valley. The National Weather Service reported reduced visibility around the Roseburg Regional Airport early Monday, with conditions expected to improve as the morning progresses.

Patchy frost is also possible before 7 a.m., particularly in colder locations around the valley.

Fog should begin clearing by approximately 9 a.m., giving way to mostly cloudy skies and an afternoon high near 60 degrees. Winds are expected to remain calm.

Monday night will bring another round of mostly cloudy skies, with temperatures falling to around 41 degrees. Forecasters say fog could develop again overnight as moisture remains trapped in the valley.

Mostly Dry Conditions Through Tuesday

Tuesday is expected to remain relatively mild, with cloudy skies early in the day gradually clearing by the afternoon. Temperatures should reach approximately 61 degrees in Roseburg, with calm winds.

A weak weather system moving into Northern California will increase rain chances across portions of the region Tuesday. However, the National Weather Service expects Southern Oregon to see only a 10 to 20 percent chance of precipitation from that system.

Tuesday night will be partly cloudy, with temperatures dropping to around 40 degrees.

Small Chance of Rain Midweek

Wednesday will bring another mild afternoon, with temperatures reaching approximately 63 degrees.

Mostly cloudy skies are expected, along with a 30 percent chance of rain after 4 p.m. Light and variable winds should continue throughout the day.

A weakening cold front is forecast to approach the Oregon coast Wednesday night. While coastal communities have a 40 to 60 percent chance of precipitation, the likelihood of rain decreases farther inland.

Roseburg has a 30 percent chance of rain Wednesday night, mainly before 10 p.m., with overnight temperatures around 44 degrees.

Thursday should bring partly sunny skies and another high near 63 degrees. A slight chance of rain returns late Thursday night and into Friday morning, although widespread or significant rainfall is not expected.

Warmer Temperatures Expected Saturday

Temperatures are expected to climb slightly heading into the weekend.

Friday will remain mostly cloudy, with a high near 62 degrees and a slight chance of morning rain.

Saturday is currently shaping up to be one of the nicer days of the week, with partly sunny skies and temperatures reaching approximately 67 degrees in Roseburg.

Sunday will bring more clouds and a slight chance of rain, with temperatures reaching around 64 degrees.

Roseburg's Forecast at a Glance

  • Monday, November 2: Morning fog and patchy frost, then mostly cloudy. High near 60°F.
  • Tuesday, November 3: Cloudy early, gradually clearing. High near 61°F.
  • Wednesday, November 4: Mostly cloudy, 30% chance of afternoon rain. High near 63°F.
  • Thursday, November 5: Partly sunny. High near 63°F.
  • Friday, November 6: Mostly cloudy, slight chance of morning rain. High near 62°F.
  • Saturday, November 7: Partly sunny and warmer. High near 67°F.
  • Sunday, November 8: Mostly cloudy, slight chance of rain. High near 64°F.

Overnight temperatures throughout the week are expected to remain mostly in the lower to middle 40s.

Wetter Weather Could Arrive Next Week

While the immediate forecast remains relatively dry, the National Weather Service is watching for a possible change in the weather pattern during the second week of November.

Long-range forecast models suggest that the November 8–15 period could bring increased precipitation across Southern Oregon.

Forecasters say most ensemble model projections are trending toward wetter conditions, including the possibility of heavier rainfall. However, some projections continue to show a much drier pattern, leaving uncertainty about how much rain the region might receive.

For now, the biggest weather concern around Roseburg will likely be areas of morning valley fog, which could reduce visibility for drivers during the early commute.

Residents can expect a generally mild first week of November, with temperatures near seasonal averages and little indication of significant weather disruptions.
