Roseburg City Manager Nikki Messenger to retire June 30

ROSEBURG, Ore. — Roseburg City Manager Nikki Messenger will retire June 30, Mayor Larry Rich announced Monday during a regular Roseburg City Council meeting.
Rich told councilors that Messenger had notified him she is ready to retire, giving the city about three months to prepare for the transition.
The council scheduled a special meeting for 6 p.m. Monday, March 30, to begin organizing the search for Roseburg’s next city manager.
Rich said the city needs to begin the process right away. He and Council President Andrea Zielinski said they are the only current council members who have previously been involved in a city manager search.
Messenger became Roseburg’s city manager in 2019 after first serving in the role on an interim basis. Before that, she worked her way up through the city’s Public Works Department.

FISH of Roseburg to open Saturday for monthly pantry hours

ROSEBURG, Ore. — The FISH of Roseburg Food Pantry will be open Saturday, March 28, from 10 a.m. to 1 p.m. as part of its monthly fourth-Saturday schedule aimed at helping more people access food and support.
The additional weekend hours are intended for community members who may have trouble visiting during the week, whether because of work, transportation challenges or other scheduling conflicts.
Organizers say the expanded access is part of an effort to better serve local families and make sure no one in the community goes without needed resources.
The pantry is located at 405 Jerry’s Drive in Roseburg.
FISH of Roseburg is also encouraging the public to spread the word to anyone who may benefit from the service. The organization says all are welcome.
In addition to serving families through the pantry, FISH of Roseburg is asking for community support through volunteer time, donated pantry items and financial contributions. Requested donations include nonperishable food, toiletries and other pantry essentials.

ICE Considers Office Space in Roseburg, Federal Notice Shows

ROSEBURG, Ore. — U.S. Immigration and Customs Enforcement is considering Roseburg as a possible location for rented office space, according to a new federal notice.
The Request for Information, posted through the System for Award Management, lists Roseburg and Portland as the only Oregon cities under consideration as part of a broader nationwide search for workspace for ICE personnel.
The notice does not confirm that ICE will open an office in Roseburg or sign a lease there. Instead, it represents an early market-research step used to gather information from vendors about available office space and related services.
The document describes interest in flexible workspace, including private offices and workstations, but gives no specific address or timeline for Roseburg.
Because the posting is only a Request for Information, Roseburg’s inclusion indicates the city is being considered - not that an office has been approved.

MAY 2026 PRIMARY ELECTION KEY DEADLINES

Douglas County Clerk Daniel Loomis has a list of key deadlines for voters to keep in mind regarding the May 2026 Primary Election:
- April 28th is the deadline for new Oregon voters to register to vote, or to update a political party affiliation
- May 12th is the last day ballots can be mailed to voters.
- May 19th is Election Day with the County Election Office open from 7:00 a.m. to 8:00 p.m. Preliminary unofficial results will be released that evening.
- May 26th is the deadline to accept ballots that were postmarked by May 19th
- June 9th is the deadline to resolve challenged ballots
The ballot distribution timeline is:
- April 3rd: Military and overseas ballots are mailed
- April 6th: Ballots are available at the Election Office
- April 21st: Out-of-state ballots are mailed
- April 29th: the bulk mailing of ballots takes place
Loomis said Democratic and Republican voters may only vote in the Primary of the party with which they are registered. Voters registered with other political affiliations, or no party, will still receive a ballot with applicable nonpartisan contests and measures that they may vote on.

TSUNAMI 101 COMMUNITY ROADSHOW RETURNS TO OREGON COAST

The Oregon Department of Emergency Management, in partnership with the Oregon Department of Geology and Mineral Industries and the National Weather Service, is continuing its Tsunami 101 Community Roadshow.
An ODEM release said it is a long-standing public education effort designed to help coastal residents and visitors understand tsunami risks and how to stay safe.
First launched in 2012, the Tsunami Roadshow brings subject-matter experts directly into coastal communities to share practical, life-saving information about earthquakes and tsunami preparedness.
Community members are invited to attend these free sessions featuring expert presentations and actionable steps people can take before, during and after a tsunami or major earthquake event.
Attendees will learn:
- How tsunamis impact the Oregon coast
- How to recognize natural tsunami warning signs
- Where evacuation zones are located at
- How to plan evacuation routes and family communication plans
- How to build emergency kits and be prepared to be self-sufficient
Sessions will take place in coastal communities beginning March 31st. In Douglas County, the event will be held on Thursday, April 9th from 6:00 p.m. to 7:30 p.m. at the Lower Umpqua Senior Center on Winchester Avenue.

LUNCHBOX EXPRESS MEALS CONTINUE THROUGH FRIDAY

Roseburg Schools continues to provide access to nutritious meals during this Spring Break week.
The Lunchbox Express van delivers meals through Friday at these locations and times:
- Faith Lutheran Church on West Kenwood Street from 11:00 a.m. to 11:15 a.m.
- Green Elementary School on Carnes Road from 11:30 a.m. to 11:45 a.m.
- Eastwood Park on Southeast Douglas Avenue from 12:00 p.m. to 12:15 p.m.
- Creekside Family Church on Newton Creek Road from 12:45 p.m. to 1:00 p.m. and
- Saddle Butte Mobile Manor from 1:15 p.m. to 1:30 p.m.
The meals are available for all children aged 1 to 18. All children are welcome and do not need to be students or residents within the school district.
Each sack will contain one breakfast and one lunch per child, per day.

WOMEN IN BUSINESS CCD LEADERSHIP CONFERENCE APRIL 2ND AND 3RD

Coos Curry Douglas Business Development will have its Women in Business Leadership Conference on Thursday April 2nd and Friday 3rd at the Ko-Kwel Casino Resort in Coos Bay.
“Exhale, Connect and Celebrate” is the theme.
The event begins with a pre-conference reception and dance party Thursday evening from 5:00 p.m. to 8:00 p.m. Food and two drink tickets will be provided along with raffle baskets, pop-up vendors, artisan jewelry, chair massage and more.
Friday’s activities include a panel of speakers sharing information with tips and tricks, a tourism spotlight, networking opportunities, small business spotlights, raffle baskets and much more.
