Adapt Leader’s Recovery Journey Shapes Addiction Services in Douglas, Curry counties

Douglas County woman who once entered the recovery field as an intern is now leading outpatient addiction services for two Southern Oregon counties.
Jamie Williams serves as Program Director for outpatient substance use disorder services in Douglas and Curry counties at Adapt Integrated Health Care, where her role now includes overseeing program operations, supporting staff training and supervision, and continuing to work directly with clients receiving addiction and mental health services.
Williams’ path into leadership began after her own experience with addiction and recovery inspired her to pursue counseling work. She enrolled at Umpqua Community College to study drug and alcohol counseling and connected with Adapt while looking for a job shadow opportunity, particularly with an interest in helping people involved in the corrections system.
She started at Adapt in December 2017 while completing an internship and caring for her infant daughter. According to the release, Williams was receiving TANF and SNAP assistance at the time, and her internship counted toward required work hours as she worked to build a new future.
After beginning as an intern, Williams was hired in October 2018 as a file clerk in the ACT department and later moved into a part-time counselor-in-training role. As she continued her education, she earned her associate degree and CADC credentials through Umpqua Community College before going on to Portland State University, where she completed both a Bachelor of Social Work and later a Master of Social Work.
Her work at Adapt expanded over time to include quality improvement efforts, Drug Court involvement, supervision of outpatient interns and management of UA lab operations. In 2021, she stepped into her first supervisory position as Lead Counselor and also helped support Adapt’s transition to Epic by serving as a “super user” for documentation workflows.
Williams also completed EMDR therapy training in 2021, adding trauma-focused treatment tools to her clinical background. In July 2022, shortly after finishing her master’s degree, she became Program Director for Douglas County Outpatient Addiction Services. Her responsibilities have since grown to include both Douglas and Curry counties.

In October 2025, Williams earned Epic certification as a Clinical Content Builder, a role tied to improving clinical documentation tools and provider workflows. Adapt said she continues to provide morning telehealth services for the Opioid Treatment Program while working toward licensure as a clinical social worker.
The release said Williams remains focused not only on client care, but also on encouraging staff members who are continuing their education and working toward careers in behavioral health and recovery services. Her long-term goal is to become a Licensed Clinical Social Worker while continuing in both clinical and supervisory roles.
Adapt said Williams’ story reflects the organization’s emphasis on recovery-informed care and the belief that long-term recovery is possible with the right support system in place.
Roseburg To Begin Annual Fire Hydrant Flushing April 1

ROSEBURG, Ore. — Roseburg firefighters are set to begin annual fire hydrant flushing on Tuesday, April 1, with work continuing on weekdays through Tuesday, June 30.
Hydrant flushing is scheduled to take place between 8 a.m. and 5 p.m.
During that time, residents may notice temporary drops in water pressure or discolored water. City officials said the water remains safe to drink, though people may want to let faucets run until the water clears before using it for drinking or for washing clothes and dishes.
The Roseburg Fire Department said the yearly flushing program is an important part of maintaining the city’s water system for fire protection. The process helps ensure hydrants are working properly and that water can be delivered effectively from city water mains during emergencies.
Officials acknowledged the work may cause some inconvenience and thanked residents for their cooperation during the flushing period.
Douglas Forest Protective Association Firefighters Among Oregon Crews Sent to Help North Carolina Wildfire Response

Firefighters from the Douglas Forest Protective Association (DFPA) are part of an Oregon deployment sent east to support wildfire operations in North Carolina.
The Oregon Department of Forestry said 21 firefighters and an agency representative were mobilized over the weekend through interstate mutual aid agreements that allow fire agencies to share personnel and resources when conditions allow.
The crews reached Charlotte on Sunday night and traveled to Asheville on Monday, where they were scheduled to receive assignments from North Carolina fire officials and join active operations.
ODF said the deployment includes personnel from DFPA, the Coos Forest Protective Association and several ODF protection districts, including South Cascade, Western Lane and Southwest Oregon.
State officials say agreements such as the Northwest Compact and other mutual aid partnerships help strengthen wildfire response by allowing agencies to support one another during busy parts of the fire season.
ODF Deputy Chief of Operations Ron Graham said those partnerships help maintain a coordinated fire protection system while also giving Oregon access to reciprocal support when fire conditions intensify here at home.
North Carolina’s wildfire season typically ramps up earlier in the year than Oregon’s, making the partnership useful for both states. ODF said Oregon firefighters are able to assist elsewhere when fire danger here remains low enough to keep adequate staffing in place.
The assignment is expected to last about two weeks. ODF said out-of-state deployments also give firefighters a chance to sharpen skills, gain experience in different fire environments and strengthen working relationships with partner agencies.
State officials emphasized that Oregon does not send resources away unless fire coverage at home remains sufficient. ODF said its primary responsibility remains protecting communities and responding to fires within Oregon.
The agency noted that resource sharing works both ways. During severe fire activity in 2025, Oregon received help from firefighters and equipment sent from roughly 17 states, provinces and territories.
ODOT Plans I-5 Winchester Bridge Repairs Near Roseburg

WINCHESTER, Ore. — A major bridge repair project on Interstate 5 in the Winchester area is expected to begin this spring, with work focused on the northbound and southbound bridges over the North Umpqua River just north of Roseburg, according to the Oregon Department of Transportation.
ODOT says the project will repair both I-5 Winchester bridges, resurface the travel lanes, reconstruct bridge joints, upgrade bridge rails and add protective screening. The bridges are located near milepost 128.92, just south of the Del Rio Road interchange at Exit 129, an area that serves Umpqua Community College and nearby businesses.

The agency says the work is needed because both bridges have extensive damage, including chloride contamination in the decks and travel lanes, along with patches, exposed reinforcing steel, delamination and cracking. As part of the fix, ODOT plans to add a structural overlay, rebuild expansion joints, retrofit the bridge rails to current standards and install protective screening on the interior railings of each structure.
Construction is expected to affect traffic in phases rather than all at once. ODOT says only one bridge will be impacted at a time, with work lasting about two months on the first bridge before shifting to the second. During construction, concrete barrier will separate the two travel lanes on the active bridge around the clock, while both lanes will remain open during the day. At night, however, traffic on the affected bridge will be reduced to a single lane from 6 p.m. to 8 a.m.
Drivers hauling wide loads should also expect restrictions. ODOT says northbound traffic will be limited to 14 feet during the day and 9 feet, 8 inches at night for about six weeks. Southbound traffic will later be restricted to 14 feet, 10 inches during the day and 10 feet at night for another six weeks. A nightly detour for wider loads will be available between Exits 129 and 125 using Del Rio Road and Garden Valley Road and Boulevard.
The southbound on-ramp at Exit 129 will also face nighttime closures for about three weeks, according to ODOT. The ramp will then remain restricted for trucks wider than 14 feet during the day and closed to trucks wider than 10 feet at night for another three weeks.
The project was bid on Jan. 15, 2026, and ODOT lists Carter & Company, Inc. of Salem as the contractor with a successful bid of about $5.18 million. ODOT estimates the total project cost through construction at about $15.7 million. All work is scheduled to be completed by Sept. 15, 2026.

ODOT CONTRACTOR CONTINUING TO WORK ON WRONG-WAY DRIVER PROJECT

A contractor with the Oregon Department of Transportation is continuing work on a project to help prevent wrong-day drivers on Interstate 5 by installing signs and other features that alert drivers when they enter an off-ramp from the wrong direction.
Dan Latham of ODCOT said the project extends from the California border through Jackson, Josephine and Douglas Counties up to the Curtin Exit 163.
Latham said the contractor’s goal is to complete four ramps each night, though the schedule will likely vary.
Work is scheduled to take place nightly from 7:00 p.m. to 7:00 a.m. through Friday morning. Crews will be at these exits on selected nights:
- Tuesday night – Exit 99 southbound, 102 northbound and southbound, and 106 northbound
- Wednesday night – Exit 101 southbound, 103 northbound and southbound, and 108 northbound
- Thursday night – Exit 106 southbound, 110 northbound and southbound, and the 111 southbound Weigh Station
Latham said each of the off ramps will be closed for between two and four hours while crews are installing signs and delineators. During the closures, freeway drivers should watch for roadside message boards and construction signs. When a ramp is closed, drivers are encouraged to continue to the next interchange and turn around so they can reach their destination from the opposite direction.
Latham said over the following two weeks, contractors plan to go from the Myrtle Creek Exit 108 southbound up to the Elkhead Road Exit 154. Another week will probably be needed after that to finish the rest of the off-ramps in Douglas County.
CERT LARGE ANIMAL EMERGENCY RESCUE COURSE IN MAY

The Community Emergency Response Team will offer a Technical Large Animal Emergency Rescue Awareness Course later this spring.
It will be held on May 9th and 10th at the Douglas County Fairgrounds.
A CERT release said owners of large animals should be prepared in case of a barn fire, trailer rollover, or even a horse that falls through a deep hole or through a cattle crossing. Through this course more rescue personnel and large animal owners alike can be better educated to assist with emergencies involving large animals.
Attendees will earn the basic skills and develop a foundational understanding of behavior and scene management that is required to recognize the dangers specific to different scenes and situations. This course is designed for large animal owners, first responders, animal control officers, and veterinarians and will cover safe and effective extraction techniques and appropriate equipment to be used in the technical rescue of large animals.
The cost for the course is $250 per person and includes meals and snacks. Registration is needed by April 6th.

VIETNAM VETERANS WELCOME HOME EVENT ON WEDNESDAY

The Roseburg VA Medical Center is holding a Vietnam Veterans of America Welcome Home event on Wednesday at the Douglas County Fairgrounds.
The event is held to honor veterans and remind them how much their sacrifice is appreciated by the community.
The event will begin at 11:00 a.m. with the doors opening at 10:00 a.m. There will be light refreshments, door prizes and even live music. It will be held in the Community Conference Hall.

BOYS & GIRLS CLUB HAS SUMMER CAMP REGISTRATION NOW OPEN

Summer camp registration is officially open at the Boys & Girls Club of the Umpqua Valley.
A club release said this year’s camp features a dynamic mix of STEAM and sports experiences, designed to keep youth engaged, active, and learning throughout the summer. Due to strong partnerships with local organizations and community leaders, many of these opportunities extend both on-site and out into the community.
Summer camp will run from June 15th through August 21st and is held on weekdays from 7:30 a.m. to 12:00 p.m. The cost is $85 to $165 per week based on a sliding scale.
To better support families and streamline the registration process, summer camp registration will be offered in person only this year. Families are encouraged to visit the Boys & Girls Club of the Umpqua Valley to secure their child’s slot. The club is located at 1144 Northeast Cedar Street in Roseburg.
