This week expect dry weather with a gradual warming and drying trend. Breezy afternoon winds are expected through Thursday, with the strongest northwest winds likely today and Wednesday. Gusty northeast winds are expected over coastal ridges during the overnight and morning hours through Wednesday morning. Friday into the weekend, temperatures trend near normal to slightly above normal with typical afternoon and evening breezes.

WINSTON, Ore - A Roseburg man was arrested Monday following a sexual solicitation investigation conducted by the Winston Police Department.

According to a release from the department, officers concluded the investigation on June 29, 2026, with the arrest of 62-year-old Gary Beebe of Roseburg.

Police said Beebe initiated online contact with an undercover officer who was posing as a 30-year-old adult female. During the investigation, Beebe allegedly offered to pay $100 in exchange for sexual acts, negotiated the terms of the encounter and arranged to meet.

Beebe was taken into custody without incident when he arrived for the arranged meeting.

The Winston Police Department said the case was part of its ongoing effort to proactively investigate crimes involving exploitation.

Beebe was lodged at the Douglas County Jail on a charge of prostitution.

ROSEBURG, Ore. - Music on the Half Shell continues its 2026 summer season Tuesday, June 30, with Amelia Day performing at the Nichols Band Shell in Stewart Park.

The free concert begins at 7 p.m. and is part of the long-running Tuesday night concert series along the Umpqua River.

Day is described as a musical jack-of-all-trades, blending folk, rock and pop with heartfelt storytelling, raw delivery and memorable melodies. Her music brings together the feel of a classic singer-songwriter with a fresh, modern edge.

According to Music on the Half Shell, Day’s songwriting is built around perceptive lyricism, personal experience and a sound that feels both familiar and new. Her songs pull from themes of growing up, relationships, identity and the world around her.

Music on the Half Shell has become one of Roseburg’s best-known summer traditions, bringing the community together for free concerts on Tuesday evenings at Stewart Park. Organizers encourage attendees to bring blankets, dinner and drinks, and enjoy the music from the lawn.

The 2026 season continues weekly through Aug. 11.

Oregon marine officers will be watching for impaired boat operators over the Fourth of July weekend as part of a statewide safety effort aimed at reducing serious boating accidents and fatalities.

The Oregon State Marine Board is partnering with marine law enforcement agencies across Oregon for Operation Dry Water, a nationally coordinated campaign running July 3 through July 5. The effort focuses on boating under the influence of intoxicants, commonly referred to as BUII.

Officials say impaired boating can involve more than alcohol. Prescription medications, marijuana, inhalants, or a combination of substances can all affect a person’s ability to safely operate a boat. On the water, impairment can become even more dangerous because of glare from the sun, wind, waves, motion, heat, and fatigue.

Alcohol can also increase dehydration, which adds another risk if someone unexpectedly falls into cold water. Marine safety officials say that danger is especially serious when a person is not wearing a life jacket.

A BUII conviction can carry significant consequences, including possible jail time, a fine of up to $6,250, and the loss of boating privileges. Marine officers may also obtain blood, breath, or urine samples if a boat operator fails field sobriety testing. Officials also note that a boat operator who loads a boat onto a trailer after leaving the water could face a DUII charge if impaired.

Brian Paulsen, Boating Safety Program Manager for the Oregon State Marine Board, said recreational boating is generally safe when people stay sober, wear life jackets, and remain aware of what is happening around them. According to the Marine Board, this year’s boating fatalities have commonly involved people not wearing life jackets, falling overboard, and alcohol use.

Boaters who see someone operating dangerously or appearing impaired are encouraged to call 911. Helpful information includes the type of boat, identifying features, the number of people on board, what the operator is doing, the nearest boat ramp, and the boat’s registration numbers or letters if visible.

ROSEBURG, Ore. - Roseburg will start the week on the cooler side, but sunshine and warmer afternoons are expected to return just in time for the Independence Day weekend.

Clouds are expected to linger through mid-morning Tuesday before gradually clearing, with a high near 73 degrees. North winds may reach 5 to 13 mph, with gusts up to 20 mph. Clouds return Tuesday night as temperatures dip to around 51 degrees.

Wednesday will follow a similar pattern, starting mostly cloudy before becoming sunny later in the day. The high is expected to reach near 74 degrees, with mostly clear skies Wednesday night and a low around 49.

The warming trend becomes more noticeable Thursday, with mostly sunny skies and a high near 78. By Friday, Roseburg is expected to climb into the low 80s under sunny skies.

The holiday weekend looks dry and warm. Independence Day is forecast to be sunny with a high near 86 degrees, followed by a mostly clear Saturday night and a low around 54. Sunday is expected to remain mostly sunny with a high near 85.

According to the National Weather Service in Medford, northerly flow has been pushing clouds into Douglas and Coos counties, but the cloud cover is not expected to bring precipitation. Temperatures will remain below normal early in the week before steadily warming back toward average levels by Friday. A shortwave ridge is expected to nudge temperatures slightly above normal by Saturday and Sunday.

Breezy afternoon winds are also possible at times, especially Tuesday and Thursday. Lower elevations could see gusts in the 10 to 20 mph range, while elevated terrain may see gusts closer to 20 to 30 mph.

For those heading toward the coast, marine conditions remain rough. Strong north winds are expected to produce steep seas, with small craft advisories and gale warnings in place for portions of the southern Oregon coastal waters through early Thursday.
