Expect a gradual warming and drying through Thursday. Breezy to gusty afternoon winds are expected through Thursday, with strongest winds likely on Tuesday. Gusty northeast winds are expected over coastal ridges during the overnight and morning hours Monday night through Wednesday morning. Some cumulus buildups are possible for southeast Lake County on Tuesday, but expect conditions to remain dry with slight chances for thunderstorms east of the area. Then, as a weak disturbance moves by on Thursday, there is a potential for a few cumulus buildups across northern California and east of the Cascades. Friday into Saturday, temperatures trend above normal with typical afternoon and evening breezes, followed by slightly cooler temperatures on Sunday.

DOUGLAS COUNTY, Ore. - Fire restrictions are easing across lands protected by the Douglas Forest Protective Association following recent rainfall in the Douglas District.

DFPA lowered Public Use Restrictions to LOW at 12:01 p.m. Friday, June 26, for private, county, state and Bureau of Indian Affairs lands within the district. The Industrial Fire Precaution Level also dropped to IFPL Level 1 at the same time for the Douglas Forest Protection District, including regulated use areas DG-1, DG-2, UA-1 and UA-2, as well as forestlands within one-eighth mile of those areas.

The change gives residents and operators more flexibility, but DFPA emphasized that fire season is still active. Improved fuel moisture from the recent wet weather does not remove the risk of human-caused fires, especially as warmer and drier conditions return.

Under the lower public restriction level, several non-industrial activities are now allowed throughout the day when done in compliance with fire prevention requirements. That includes non-industrial power saw use, cutting, grinding or welding metal, mowing or trimming dried grass, and using power-driven machinery for non-industrial improvement or development on private property.

Off-road vehicle use is also allowed with landowner permission, but only on improved roads that are free of flammable vegetation. Passenger vehicles traveling on forestlands, except on state highways, county roads and driveways, must carry an axe, shovel and one gallon of water, or a 2½-pound or larger ABC fire extinguisher. ATVs must carry a 2½-pound or larger ABC fire extinguisher.

Some restrictions remain in place regardless of the lower level. DFPA says debris burning, including debris piles and burn barrels, remains prohibited. Other activities listed as prohibited under DFPA’s public fire restrictions include fireworks, exploding targets, tracer ammunition and sky lanterns.

For industrial operators, IFPL Level 1 means fire season requirements remain in effect. Operations using fire or power-driven machinery must continue following applicable fire prevention rules under Oregon law and administrative rules.

The Umpqua National Forest is lowering fire danger to Moderate as cooler temperatures and incoming rain move into the area, but officials say fire precautions are still in place for visitors heading into the forest.

Public Use Restrictions remain at Stage 1, and the Industrial Fire Precaution Level remains at Level 1.

For campers and other recreators, Stage 1 restrictions mean campfires, charcoal fires, briquette fires, pellet fires and other open flames are only allowed inside Forest-constructed fire rings in designated recreation areas. Fires fueled by pressurized fuel or propane are still allowed. Campfires in wilderness areas are not prohibited under the current restrictions.

Smoking is also restricted and is only allowed inside an enclosed vehicle, inside a building, or in an area cleared of flammable material at least three feet in diameter.

Chainsaw use is prohibited between 1 p.m. and 8 p.m. At all other times, chainsaw use requires a one-hour fire watch.

Motorized vehicles are limited to designated roads and trails. Off-road vehicle use is prohibited, except in areas without vegetation within 10 feet of the roadway or when making minimal travel over bare mineral soil to access dispersed camping sites.

Welding and the use of explosives are also prohibited.

Forest officials are reminding visitors that even when campfires are allowed in designated fire rings, they must be fully extinguished before leaving a campsite. Campfires should be drowned, stirred and checked by feeling near the ashes with the back of a hand. A fire should be cold to the touch before it is left unattended.

GREEN, Ore. - Central Douglas Fire & Rescue crews responded to a reported structure fire Saturday evening in the Green area after black smoke was seen coming from the roof of a home off Carnes Road.

Crews were dispatched at 7:07 p.m. and arrived to find a working fire at a single-story residence. Firefighters established command and quickly began an interior attack.

According to CDF&R, crews were able to knock down the fire and complete a search of the home within about 15 minutes of the first engine arriving on scene.

No firefighter injuries were reported.

CDF&R responded with four pieces of fire equipment and one command unit, bringing a total of 11 paid and volunteer personnel to the incident.

Due to the extent of the fire damage, crews were unable to determine a cause.

Pacific Power, Avista and the Red Cross assisted at the scene.

WINSTON, Ore. - Riverbend Live! continues its 30th anniversary season Friday, July 3, with a powerful night of blues, soul, gospel, rock and Americana at Riverbend Park.

This week’s headliner is Shemekia Copeland, a multi-GRAMMY-nominated blues vocalist known for a voice that is both commanding and deeply soulful. Copeland has built an international reputation as one of the leading voices in modern blues and roots music, with songs that can move from hard-hitting and honest to joyful, sharp and full of humor.

Before Copeland takes the stage, the evening will open with a special local collaboration being called “One Night Only.” The group brings together five local musicians: Dawn Day, Neil Gregory Johnson, Brian Dean, T-Bone Stone and Thomas Whiteside.

The opening set is expected to begin around 6:45 p.m. and continue until just before 7:30 p.m., when crews will make the band changeover before Copeland’s performance.

Brian Dean, a Caribbean-based singer and songwriter, is known for turning real-life stories into music with a mix of humor, observation and artistic license. His background includes performances with country greats Tammy Wynette and Steve Wariner, along with recognition from the Nashville Songwriters Association International as “One To Watch.”

T-Bone Stone brings deep blues experience to the lineup, with a resume that includes appearances at major blues venues and festivals, along with performances alongside a long list of blues artists.

The one-night-only opening act should give the evening a strong local flavor before Copeland brings her nationally recognized sound to the Riverbend stage.

Riverbend Live! concerts are held at the Riverbend Park Outdoor Amphitheater in Winston. The summer series is free to attend, though donations are accepted to help keep the long-running community tradition going.

Attendees are encouraged to bring lawn chairs or blankets. Outside food and picnics are welcome, and food and beverage vendors are expected to be available during the evening. Pets and smoking are not allowed inside the venue area.

Friday’s concert is part of Riverbend Live!’s 30th anniversary season, which continues through Aug. 1 with tribute music, blues, cowboy poetry, western music and youth theater performances.

ROSEBURG, Ore. - A late-night fire heavily damaged a home on Northeast Beulah Drive Saturday, sending one resident to the hospital and leaving several pets unaccounted for.

Firefighters were called to 1335 NE Beulah Drive at about 10:06 p.m. on June 27 after Douglas County Dispatch received multiple reports of flames outside the home and fire spreading toward nearby trees.

When crews arrived, they found heavy fire coming from a two-story, single-family residence. The garage was fully involved, and firefighters also encountered multiple explosions as the fire burned. Flames had extended into brush between the attached garage and a neighboring home, raising concern about the fire spreading to nearby residences.

Crews moved quickly to search the home and confirm whether anyone else was inside. Both primary and secondary searches were completed, and no additional residents or victims were found.

Firefighters were able to knock down the structure fire and stop the grass and brush fire before it could spread to neighboring homes. The explosions reported during the fire were later determined to have come from an oxygen tank and several propane tanks.

One resident was home when the fire started and was able to get out of the structure. That resident was transported to a nearby hospital. Other people who live at the property were not home at the time.

One dog died in the fire, and other pets remained unaccounted for. Firefighters also worked to salvage medical equipment and supplies belonging to the residents during overhaul operations.

The home sustained significant structural, smoke and water damage. A fire investigator responded to the scene, and the cause of the fire remains under investigation.

Seventeen firefighters assisted at the scene. Agencies involved included Central Douglas Fire & Rescue, Umpqua Valley Ambulance, Avista Utilities, Pacific Power and the Roseburg Police Department.

ROSEBURG, Ore. - Roseburg and the Umpqua Basin are expected to see a mild, mostly dry stretch of weather this week, with a gradual warming trend leading into the weekend.

Forecasters are calling for partly sunny skies in Roseburg today, with a high near 70. North to northwest winds are expected at 5 to 11 mph. Tonight will be mostly cloudy, with a low around 51.

Tuesday is expected to start mostly cloudy before gradually becoming sunny, with a high near 72. Winds will remain out of the northwest at 6 to 10 mph. Tuesday night should be mostly clear, with a low around 50 and northwest winds of 5 to 14 mph. Gusts could reach up to 21 mph.

By Wednesday, Roseburg should warm slightly, with mostly sunny skies and a high near 74. Wednesday night is expected to be mostly clear, with a low around 51.

The National Weather Service said a broad trough over the Pacific Northwest will keep conditions mild early in the week, while also bringing breezy to gusty north and northwest winds during the afternoons and evenings through Thursday.

A weak marine push Tuesday morning could bring low clouds into coastal areas and the Umpqua Basin, though the chance of light showers is very low at around 5 percent.

Warmer weather is expected Friday into Saturday as weak high pressure builds over the region. Temperatures are forecast to peak Saturday, with inland valleys likely reaching the upper 80s to mid-90s. Roseburg is expected to be among the areas seeing noticeably warmer conditions by the weekend.

Temperatures may trend slightly cooler again Sunday as the ridge shifts east and another trough approaches from the northwest. Breezy conditions could also return Sunday afternoon.
