Warm and dry conditions continue this week with breezy to locally gusty afternoon winds. Temperatures will gradually trend higher by Friday. Weak upper level disturbances will move across the area in southwest flow through this weekend, resulting in periods of enhanced winds, but the chances for showers or thunderstorms is very low.

DFPA Protected Lands

Historic downtown Oakland came alive Saturday as the annual Vintage Street Fair filled the streets with antiques, handmade goods, classic cars, food, music and plenty of small-town charm.

The Roseburg Plug stopped by the event, where families explored vendor booths, visited local businesses and enjoyed an afternoon in one of Douglas County’s most historic communities.

Hosted by Oakland Economic Development, the free family event offered a little something for everyone. Vendors displayed antiques, collectibles, vintage décor, crafts and other unique finds, while food booths and nearby businesses gave visitors even more reasons to spend time downtown.

A vintage car show was another highlight of the day, drawing people in for a closer look at a lineup of classic vehicles. Oakland Rural Fire District also joined the festivities with activities for children.

Oakland Economic Development works throughout the year to support local businesses, attract visitors and showcase the character and potential of the city’s historic downtown. Events such as the Vintage Street Fair give residents and visitors an opportunity to shop locally while experiencing the welcoming atmosphere Oakland is known for.

Organizers credited volunteers, vendors, sponsors and community partners with making the event possible. Their work included everything from coordinating the car show and children’s activities to providing signs, power cords, barrels, garbage cans and help with setup and cleanup.

Buck’s Sanitary was among the event’s sponsors.

By the end of the afternoon, downtown Oakland had once again shown what can happen when local businesses, volunteers and residents come together. The streets were busy, the vendors brought plenty to explore and the community helped create a day worth remembering.

The Vintage Street Fair was held Saturday, July 25, from 10 a.m. to 3 p.m. in historic downtown Oakland.

Three Douglas County nonprofit organizations are among the latest recipients of grants from the Pacific Power Foundation, which awarded more than $343,000 to groups supporting education and STEM programs across the region.

Glide Revitalization, Umpqua Valley Farm to School, and the Winston Area Community Partnership were selected during the foundation’s most recent Education and STEM grant cycle.

The three local organizations were included among 93 grant recipients in Oregon, Washington and California. Pacific Power said the funding will support projects that strengthen literacy, prepare students for future careers and provide opportunities to develop practical skills.

“When we invest in organizations that provide STEM and education opportunities, we’re investing in the future of our communities,” Pacific Power Foundation Director and Pacific Power President Ryan Flynn said. “These programs provide meaningful hands-on experiences that can change a student’s trajectory.”

The announcement did not provide the individual grant amount awarded to each Douglas County organization.

The Pacific Power Foundation distributes grants during several funding cycles throughout the year. Applications for its next Arts and Culture grant cycle are due Sept. 15, 2026.

The foundation was established by PacifiCorp in 1988 and supports nonprofit organizations in communities served by Pacific Power and Rocky Mountain Power. It has awarded more than $80 million to nonprofit organizations since its creation.

ROSEBURG, Ore. - Music on the Half Shell continues its 2026 summer concert series Tuesday, July 28, with guitarist, vocalist and songwriter Bella Rayne performing at the Nichols Band Shell in Stewart Park.

The free concert begins at 7 p.m.

Rayne, 19, leads the Bella Rayne Band, blending Americana, Southern rock, indie folk and improvisational jam music. Raised between the mountains of North Carolina and the Northern California coast, she has earned attention for expressive guitar playing, original songwriting and energetic live performances.

A self-taught guitarist, Rayne began seriously playing during the COVID-19 pandemic after picking up an old Stratocaster. She developed her skills by listening, practicing and studying performances online, initially drawing inspiration from 1990s grunge and alternative rock before expanding into psychedelic rock and the improvisational traditions of jam bands.

Rayne has also had the opportunity to perform with “Alligator,” the Fender Stratocaster once played by Grateful Dead guitarist Jerry Garcia. She played the historic instrument during an International Women’s Day tribute performance in Berkeley.

Her band’s concerts combine original material, heartfelt songwriting and extended grooves, leaving room for spontaneous improvisation and a different experience at each performance. The group has continued building an audience through appearances at venues and festivals around the country.

Music on the Half Shell concerts are held Tuesday evenings at Stewart Park and are free to attend.

SUTHERLIN, Ore. - Firefighters stopped the spread of a grass fire near North Side Road in Sutherlin Monday afternoon, with crews remaining at the scene into the evening to complete mop-up operations.

The North Side Fire was confirmed at 5.53 acres near the 2000 block of North Side Road. In its final update at 5 p.m. Monday, July 27, the Douglas Forest Protective Association said crews had completed approximately 40% of the mop-up work.

Firefighters planned to remain at the scene until mop-up reached 100%. The fire will then be placed into patrol status to watch for remaining hot spots.

The fire was reported at approximately 3 p.m. and was initially estimated at three acres. A quick response from several local fire agencies helped stop the fire’s forward spread before it could grow significantly.

No evacuations were issued. Traffic near the fire scene was temporarily controlled by fire personnel, and residents were asked to watch for emergency vehicles and crews working along the roadway.

Minimal smoke may remain visible in the area as firefighters continue checking and extinguishing hot spots.

Responding agencies included DFPA, Sutherlin Fire Department, Fair Oaks Rural Fire District, Oakland Rural Fire Protection District, the Douglas County Sheriff’s Office and Douglas Electric Cooperative.

Resources included multiple engines, brush rigs and water tenders, along with a DFPA bulldozer, four-person squad, command staff, air attack aircraft and a single-engine Cessna.

The cause of the North Side Fire remains under active investigation. DFPA said no additional updates are expected unless conditions change.

The lightning-caused Castle Fire burning in the Umpqua National Forest has grown to an estimated 1,500 acres as firefighters continue working in steep and challenging terrain.

California Interagency Incident Management Team 3, integrated with an international incident management team, is scheduled to assume command of the fire at 6 a.m. Tuesday, July 28.

Moderate temperatures have helped improve overnight humidity recovery and slow fire growth during the morning hours. Fire officials said crews are using strategies designed to provide the greatest chance of success while reducing risks to firefighters working in the rugged landscape.

Firefighters and heavy equipment operators continue strengthening direct and indirect containment lines in locations where those lines can be safely defended and are most likely to hold.

The Umpqua National Forest has issued a closure order for areas surrounding the fire, including the Little Black Rock and Castle Creek areas. South Umpqua Falls Campground and Day Use Area also remain closed.

The Castle Fire was one of several fires started by lightning that moved through the area on July 22. Forest officials said all of the other fires associated with that storm are now contained, controlled or out.

The forest remains at high fire danger with Stage 2 public-use restrictions in effect. Campfires are permitted only in Forest Service-constructed fire rings at designated recreation areas. Campfires remain prohibited in wilderness areas.

The Industrial Fire Precaution Level increased to Level 2 on Monday, July 27.

Officials are reminding visitors that campfires inside approved rings must be completely extinguished before leaving. Campers should drown the fire with water, stir the ashes and check that everything is cold to the touch.

The Umpqua National Forest has issued an emergency closure for areas surrounding the Castle Fire, including several forest roads and two popular recreation sites.

Closure Order #06-15-02-26-01 took effect immediately and closes National Forest System lands, roads and trails in the Little Black Rock and Castle Creek areas.

The closure begins along National Forest Service Road 28, from its junction with NFSR 2823 to French Junction. NFSR 2823 is also included in the closure.

According to the closure area map, affected roads include:

• NFSR 28
• NFSR 2800-400
• NFSR 2823
• NFSR 2830

The South Umpqua Falls Campground and South Umpqua Falls Day Use Area are also closed.

Forest visitors are asked to avoid the closed areas while firefighters continue working on the Castle Fire.
