Critical fire weather conditions develop east of the Cascades and in northern California this afternoon and evening. Winds weaken Friday night with moderate recoveries over higher terrain and in some valleys east of the Cascades. Strong winds and very low relative humidity will resume Saturday afternoon and potentially continue into Sunday. Typical summer weather continues next week.

DFPA Protected Lands

ROSEBURG, Ore. - Roseburg welcomed a group of students and chaperones from its Japanese sister city Wednesday, continuing a decades-long tradition of friendship and cultural exchange between the two communities.

Seventeen students and four chaperones from Kuki City, Japan, are visiting the Roseburg area as part of a 10-day exchange. The visitors are staying with local host families while learning about the community, local government and daily life in Southern Oregon.

During a visit to Roseburg City Hall, the delegation met with several city leaders and department representatives, including:

• Library Director Kris Wiley
• Police Chief Gary Klopfenstein
• Fire Chief Monte Bryan Christopherson
• City Council President Andrea Zielinski
• City Recorder Amy Nytes

The group learned about the role of the Roseburg City Council, how local government operates and the services the city provides to residents.

Students and chaperones also toured the Roseburg Public Library, City Council Chambers and Public Safety Center, which houses the Roseburg Police and Fire departments.

City officials said the visit gave participants an opportunity to exchange ideas, learn more about one another’s communities and strengthen the relationship between Roseburg and Kuki City.

Roseburg’s sister-city partnership with Kuki City has created opportunities for students, families and community representatives to build international connections and experience each other’s cultures firsthand.

The city encouraged community members to welcome the visiting students and chaperones during their stay in Roseburg.

Aviva Health has selected Dr. Jay Richards to lead the organization on an interim basis as its Board of Directors continues searching for a permanent chief executive officer.

The appointment took effect immediately.

Richards previously served as Aviva Health’s chief medical officer and has been part of the organization’s senior leadership team. In that role, he helped oversee clinical operations and supported Aviva’s work to provide accessible health care services throughout Douglas County.

Board President Nick Jones said Richards’ familiarity with Aviva Health, its patients and its employees will provide stability during the leadership transition. The board believes his clinical background and experience within the organization will help maintain consistent operations while the permanent CEO search moves forward.

Richards said his immediate priorities will include supporting Aviva employees, maintaining uninterrupted patient care and providing steady leadership throughout the transition.

Dr. Derwood Basham has also been named deputy chief medical officer. Basham will help oversee Aviva’s clinical leadership responsibilities while Richards serves as interim CEO.

Aviva Health also confirmed that Patrick Hull is no longer serving as interim CEO. Hull had held the temporary position since mid-April. The board thanked him for his work during the transition and wished him well in the future.

The organization said its primary care, dental, behavioral health, pharmacy and specialty services will continue operating normally while the board searches for its next permanent leader.

A timeline for completing the CEO search has not been announced.

Roseburg, Ore - Douglas County commissioners formally stated their opposition to sanctuary county policies during their regular meeting Wednesday.

The Board of Commissioners approved a resolution affirming that the county intends to work with local, state and federal law enforcement agencies whenever that cooperation is allowed under state and federal law.

The resolution also says Douglas County does not want to be classified or operated as a sanctuary county and opposes legislation or government policies that could result in such a designation.

Commissioner Chris Boice read the proposed language aloud before the board voted.

The measure expresses the commissioners’ position but does not establish a new county ordinance, change existing law or provide law enforcement agencies with additional authority.

Oregon’s sanctuary laws place restrictions on how public agencies and local law enforcement may assist with federal immigration enforcement. State guidance generally prohibits agencies from participating in immigration enforcement without a judicial warrant and limits questions or information sharing related to a person’s immigration status. Certain exceptions remain under state law.

The decision drew sharply different reactions from those attending the meeting. Applause could be heard from some members of the audience after the vote, while others voiced their opposition and called out “shame.”

Thrive Umpqua is inviting community members to spend an hour improving Stewart Park during a Trails Day cleanup Friday, July 24.

Volunteers will meet at the park’s duck pond at 10 a.m. before picking up litter along the trail and helping remove graffiti at the skate park. The event will continue until 11 a.m.

Cleanup supplies and snacks will be provided. Participants are encouraged to bring a friend and join the one-hour community walk.

Yours Truly Bookshop will celebrate its first anniversary Saturday, Aug. 1, with a full day of visiting vendors, giveaways, special merchandise and book-themed activities.

Fantasy author E. Barbee will travel from Washington for a book signing from 9 a.m. to 4 p.m. Visitors will have an opportunity to meet the independent author, purchase books and have them signed during the event.

Logan with Ireland Ink will also be at the bookstore from 9 a.m. until closing, offering book-inspired flash tattoos. Tattoos will be available to walk-in customers only and will range from $100 to $180. A valid ID will be required.

The Humble Lush Mobile Bar will serve specialty drinks, including several book-themed creations, from noon to 4 p.m.

The celebration will also mark the official debut of the Yours Truly Book Truck. The mobile bookstore will feature exclusive merchandise and other items that will not be available inside the shop.

The first 30 people in line will receive a ticket for a free, limited-edition anniversary coffee cup. Tickets must be presented at the register when checking out.

Customers who spend at least $50 will be able to spin a prize wheel for book-themed prizes, with one spin available per person.

Two raffle baskets will be offered during the celebration. One will include a selection of book-themed items, while the other will give the winner a free paperback book every month for one year.

Four Golden Tickets will also be hidden throughout the bookstore for customers to find.

An anniversary sale table will feature select books discounted by 30% to 40%, along with $10 paperback and $15 hardcover book bins.

The anniversary celebration will take place throughout the day Saturday, Aug. 1, at Yours Truly Bookshop, 544 SE Main St in downtown Roseburg.

Local wineries, breweries and coffee shops will turn drinks into meals this August through UCAN’s annual Pouring Generosity campaign.

Throughout the month, participating businesses will donate proceeds from selected drinks, tasting flights, merchandise and bottle sales to the UCAN Food Bank. The campaign is sponsored by Columbia Bank and is intended to help provide nutritious food to families throughout Douglas County.

Participating businesses and promotions include:

• Brandborg Vineyard & Winery: $3 from each tasting flight
• Jackson Street Provisions: $3 from each mimosa tasting flight
• Richwine Vineyards: 5% of bottle sales and 50% of merchandise sales
• Knostman Family Winery: $1 from each bottle sold
• Abacela: 10% of proceeds from a special Pouring Generosity six-pack featuring two bottles each of Tempranillo, Albariño and Grenache Rosé
• River’s Edge Winery: $1 from each bottle sold
• Bradley Winery: $1 from each bottle sold
• Two Shy Brewing: 50% of proceeds from Dead on Amber beer
• Cooper Ridge Vineyard: A food donation drive collecting nonperishable items
• Triple Oak Wine Coffee and Tea: A portion of proceeds from each coffee or specialty drink

UCAN will officially launch the monthlong campaign during a kickoff event Saturday, Aug. 1, at the Umpqua Valley Farmers Market. The organization’s booth will be open from 9 a.m. to 1 p.m.

Visitors can learn more about the participating businesses, featured promotions and planned UCAN pop-up events. Free UCAN merchandise will also be available while supplies last.

All proceeds raised through Pouring Generosity will benefit the UCAN Food Bank. Additional information and direct donation options are available at PouringGenerosity.com.

Eleven wildfires have been confirmed on the Umpqua National Forest following thunderstorms that moved through the area Wednesday, July 22.

The storms produced multiple cloud-to-ground lightning strikes across the forest. As of 9:28 p.m. Thursday, eight fires remained active, while three had been contained, controlled or extinguished.

Firefighting resources include engines, hand crews, bulldozers, water tenders, rappel crews, smokejumpers, aircraft and other personnel.

All eight active fires are located within the Tiller Ranger District:

• Buckeye Fire (#292): West of Buckeye Lake within the Rogue-Umpqua Divide Wilderness. Estimated at 0.2 acres and 80% lined.
• Castle Fire (#297): East of Carmen Lake. Estimated at 15 acres.
• Magnum Fire (#299): East of the Deer Lick Falls Trailhead. Estimated at 10 acres and 15% lined.
• Grasshopper Fire (#300): South of Grasshopper Mountain and outside the Rogue-Umpqua Divide Wilderness. Estimated at 8.4 acres.
• Whitehorse Fire (#313): Southwest of the Whitehorse Meadows Trailhead and outside the wilderness area. Estimated at 1.5 acres.
• Lone Woman Fire (#318): South of the Cripple Camp Trailhead within the Rogue-Umpqua Divide Wilderness. Estimated at 0.1 acres and 90% lined.
• Lyn Fire (#319): West of Triangle Lake within the wilderness area. Estimated at 0.1 acres, 100% lined and 10% mopped up.
• Divide Fire (#326): West of Raven Rock. Estimated at 0.1 acres and 100% lined.

Three additional fires are listed as contained, controlled or out:

• OK Butte Fire (#310)
• French Fire (#294)
• Hershberger Fire (#188)

The Umpqua National Forest moved into Stage 2 Public Use Restrictions at 12:01 a.m. Friday, July 24.

Under the restrictions:

• Campfires are prohibited except in Forest Service-built concrete or metal fire rings at designated developed recreation sites.
• Campfires are prohibited throughout wilderness areas.
• Chainsaw use is prohibited.
• The forest remains under a High Fire Danger designation.

Officials expect additional smoke reports may be discovered as crews continue checking areas affected by lightning.

AZALEA, Ore. - Firefighters responded Thursday afternoon to a vehicle fire that spread into nearby vegetation along southbound Interstate 5 near Azalea.

The fire was reported at approximately 1:02 p.m. near mileposts 87 and 88. Crews from several agencies were dispatched, including:

• Douglas Forest Protective Association
• Riddle Fire Protection District
• Canyonville-South Umpqua Fire Department
• Azalea Rural Fire District
• Oregon State Police

Rural firefighters had already stopped the fire’s forward spread by the time DFPA crews arrived. Two DFPA engines and a command officer remained at the scene to complete mop-up work, while additional responding resources were canceled.

DFPA reported at 1:47 p.m. that mop-up operations were complete and its crews had been released from the scene.

OSP assisted with traffic control while firefighters worked. Motorists traveling through the area were asked to slow down, remain alert and give emergency crews room.

Current traffic conditions are available through TripCheck.

DFPA said this would be its final update on the fire.

Calapooia Reflections Museum will recognize local military veterans during a special community program Saturday afternoon.

The event is scheduled from 1 to 3:30 p.m. and will feature remarks from Sutherlin Mayor Michelle Sumner and Daniel West of the Roseburg Veterans of Foreign Wars. Attendees can also enjoy live music, refreshments and drawings for door prizes.

Organizers are inviting the public to attend and show appreciation for those who have served in the U.S. Armed Forces.

The museum is located at 113 W. Central Ave. in Sutherlin. Additional information is available by calling 541-430-6873.
