Dry weather continues with a warming trend. Temperatures will peak on Sunday around 10 degrees above normal. Also, winds will continue at near to slightly above normal strength with both gusty northeast winds expected overnight over coastal ridges through Monday morning, and gusty afternoon and evening northwest winds inland through the next week. The combination of these winds and low daytime humidity could reach critical levels east of the Cascades early next week. There is also a low chance (10%) for thunderstorms early next week for the east side and northern California.

DOUGLAS COUNTY, Ore. — A Roseburg man was arrested Wednesday following a Douglas County Sheriff’s Office investigation into a report of juvenile sexual abuse that allegedly spanned approximately 11 years.

According to the sheriff’s office, deputies launched the investigation on Sunday, June 28, after receiving a report that 57-year-old John Michael Kilby Jr. of Roseburg had engaged in forcible sexual intercourse and other sexual acts with a juvenile known to him.

Investigators said the alleged abuse occurred from the time the victim was approximately 7 years old until age 18.

As the investigation progressed, deputies said they developed probable cause to arrest Kilby. He was taken into custody without incident on Wednesday, July 1.

Following his arrest, the sheriff’s office said Kilby admitted to the allegations during an interview.

Kilby was lodged at the Douglas County Jail on 120 total charges, including:

• Rape in the First Degree, 24 counts
• Sodomy in the First Degree, 24 counts
• Sexual Abuse in the First Degree, 24 counts
• Unlawful Sexual Penetration in the First Degree, 24 counts
• Incest, 24 counts

The case remains under investigation. Anyone with information is encouraged to contact the Douglas County Sheriff’s Office at 541-440-4471 and reference case #26-1998.

Fourth of July weekend will bring parades, fireworks, rodeos, racing, live music, car shows, bingo, vendors, family activities and more to communities across Douglas County.

The Roseburg Receiver is gathering event information from around the county to help residents find what is happening, where it is happening and when to show up. This guide is organized by community, with events listed by date and time under each location.

City of Roseburg buildings will be closed Friday, July 3, in observance of the Fourth of July holiday.

The closure includes Roseburg City Hall, the Roseburg Public Safety Center, Roseburg Public Library and other city buildings. The Roseburg Public Library will also remain closed Saturday, July 4.

Library patrons should note that the parking lot book drop will be locked from Friday, July 3, through Sunday, July 5. Since the library does not charge late fees, materials may be kept until the book drop reopens at 9 a.m. Monday, July 6.

The library is scheduled to reopen at 10 a.m. Tuesday, July 7.

While city offices and facilities will be closed to the public, police officers and firefighters will continue providing public safety services throughout the holiday weekend.

The City of Roseburg is wishing residents and visitors a safe and enjoyable Fourth of July weekend.

CANYONVILLE - July is bringing a full slate of programs, reading challenges and new arrivals to the Canyonville Community Library, with activities planned for children, families and readers of all ages.

The library’s Summer Reading Program is now underway and will continue through Aug. 5. Elementary-age children may sign up anytime during open hours and begin reading to earn rewards throughout the summer. There will be no program on July 1 in observance of the Fourth of July holiday week.

The Kids Summer Comic Book Club also continues this month, meeting Thursdays at 11:30 a.m. through Aug. 6. The club is open to children ages 7 and older and gives participants a chance to read comics and graphic novels, talk about favorite characters, and learn how to create their own comic book. The club will not meet July 2 and will resume July 9.

The library also is marking America’s upcoming 250th birthday with a special reading challenge. Participants are invited to read 12 books covering 12 different eras of American history, from colonial times to the present. Readers may choose fiction, biographies, primary sources or other works connected to each time period. Those who complete the challenge will receive a commemorative prize.

As part of that theme, author and commentator Robert Leo Heilman will visit the library on Thursday, July 9, at 6 p.m. for “America at 250.” Heilman will read from his writings on America’s founding and history, followed by an open discussion. Refreshments will be served.

Library staff also say the shelves have been stocked with dozens of new materials, including fiction, nonfiction, science fiction, graphic novels for children, movies and documentaries. The library has also expanded its large print collection and is encouraging summer travelers to check out its audiobook selection.

The library is also highlighting Dolly Parton’s Imagination Library, a program that mails a free, age-appropriate book each month to enrolled children from birth through age 5. Locally, the program is supported by the Douglas Community Library Association. According to the library, the program costs partner associations about $26 per child each year.

Families with children under 5 are encouraged to learn more about the program through the Douglas Community Library Association at www.dclalibraries.org.

Library officials also thanked recent donors for supporting new materials, children’s programming and early literacy efforts, including programs such as 1,000 Books Before Kindergarten and Summer Reading.

The Canyonville Community Library will be closed Saturday, July 4, for the holiday.

Umpqua Actors Community Theatre is inviting local families to step into Arendelle this summer as Disney’s Frozen The Musical comes to Roseburg for a limited run.

The production will be performed July 23 through August 2, 2026, at The Rose Theatre at Roseburg High School, located at 400 West Harvard Avenue in Roseburg. Performances are scheduled for Thursday, Friday and Saturday evenings at 7 p.m., with Sunday matinees at 2 p.m.

Based on Disney’s Academy Award-winning animated film, Frozen follows sisters Anna and Elsa, princesses of Arendelle, as they grow up sheltered inside the castle and increasingly separated by Elsa’s mysterious powers. When Elsa is crowned queen, the magic she has tried to hide breaks free, sending Arendelle into a deep winter and forcing her to flee into the mountains.

Anna then sets out to find her sister and bring her home, joined along the way by Kristoff, Sven and Olaf. The stage production includes familiar songs from the film by Kristen Anderson-Lopez and Robert Lopez, along with additional music written for the theatre version.

Tickets are $22 for adults and $17 for children under 12. UACT notes that no passes will be accepted for this production. Tickets may be purchased online, at the UACT Box Office, by calling 541-673-2125, or at the door on the day of the performance if seats are still available.

Music On The Half Shell has announced a change to its Tuesday, July 28, 2026 concert lineup.

Glitterfox, the band originally scheduled to perform that evening, has canceled its remaining summer concerts due to a medical issue affecting one of its members. In its place, Music On The Half Shell will welcome The Bella Rayne Band to the stage.

Bella Rayne is a 19-year-old guitarist and rising touring artist with roots stretching from North Carolina to Mendocino, California. A self-taught rock guitarist backed by a skilled band, Rayne brings a sound that blends classic rock ’n’ roll, bluegrass, jam-band energy and the spirit of female-fronted 1970s rock.

The result is a live show built around strong musicianship, crowd connection and a mix of influences that should fit well with the Music On The Half Shell atmosphere.

Music On The Half Shell said the change was made after Glitterfox regretfully canceled the rest of its summer dates. The July 28 concert will continue as planned with The Bella Rayne Band performing in Roseburg.

ROSEBURG, Ore. - NeighborWorks Umpqua has launched a new Home Share Program aimed at expanding housing options in Douglas and Coos counties, connecting homeowners with extra space to people looking for affordable longer-term housing.

The program is being offered in partnership with Nesterly, a platform that helps match homeowners who have spare rooms with individuals seeking stays longer than one month. NeighborWorks Umpqua says the effort comes as housing costs continue to rise and rental options remain limited across Southern Oregon.

Through the program, homeowners may earn supplemental income while offering a room to students, workers or others looking for a place to stay. NeighborWorks Umpqua is the exclusive Nesterly partner serving Douglas and Coos counties and hopes to help facilitate at least 50 homesharing matches during the program’s first year.

“Homesharing is about more than housing,” said Emily Warren Wylie, Director of Homeownership and Financial Access at NeighborWorks Umpqua. “It creates mutually beneficial connections that can reduce social isolation, help homeowners remain in their homes longer, and strengthen our communities.”

The process is designed to be straightforward for both homeowners and housing seekers. Participants can create a free profile, communicate with potential matches through in-app messaging and video chat, and then move forward when they feel ready. Nesterly handles background checks, homesharing agreements and payment processing, while also offering ongoing support from licensed social workers.

NeighborWorks Umpqua will also provide local support for participants who want help getting started. Optional HUD-certified housing counseling and financial coaching are available for those who want to strengthen their financial stability, explore housing options or work toward longer-term housing goals.

The organization said homesharing can be especially helpful for older homeowners who want to remain in their homes longer, while also creating more affordable options for people who need housing in the region.
