Warm seasonable temperatures combined with dry conditions will persist this week. Isolated dry thunderstorms are possible this afternoon and evening for northern California and eastside area. Chances continue tomorrow but to a lesser degree for mainly eastside areas. Tuesday has the highest chance for both areal coverage and the overall threat of thunderstorms, which could produce lightning over dry fuels. Periods of gusty winds combined with low RH is possible east of the Cascades Thursday afternoon and again Friday afternoon which will lead to elevated to critical fire weather conditions.

DFPA Protected Lands

The founders of The Roseburg Plug and The Roseburg Receiver will help lead the community radio station into its next chapter while building on the foundation established by longtime manager and engineer Patrick Schneider.

ROSEBURG, Ore. - Two of Douglas County’s growing local media organizations are joining forces with KQUA Community Radio in a partnership that could significantly expand how local news, public safety information, music and community programming reach residents across the region.

KQUA announced Monday that Shane Hayes, founder of The Roseburg Plug, and Joseph Ziegler, founder of The Roseburg Receiver, have been appointed as the station’s new program directors.

Hayes and Ziegler are stepping into the station’s programming leadership role following Patrick Schneider’s resignation as program manager.

The two will oversee programming development, work with volunteers and existing show hosts, build community partnerships and create new opportunities for local residents and organizations to get involved with the station.

The announcement represents a major new chapter for KQUA, which broadcasts on 99.7-LP (low power) in Roseburg and is rebroadcasted on 90.5 FM (high power) in Glide. It also brings together a traditional community radio station and two locally founded digital media platforms that have developed substantial audiences of their own.

KQUA is a volunteer-driven nonprofit station operated as a community service of Umpqua Watersheds.

For Hayes and Ziegler, the goal is not to replace the station’s identity or move it away from its community-radio roots. Instead, they say they want to strengthen what is already there while introducing more timely local information, new voices and additional programming opportunities.

“Our goal isn’t to change what makes KQUA special,” Ziegler said. “Patrick, John Dyer, Kasey Hovik, our volunteers, board members and supporters have built something truly unique for Douglas County.”

Ziegler said one of the priorities will be bringing more local news, weather, public safety alerts and community information to the air. The station will also continue serving as a place for music, conversation, educational programming and locally produced shows.

The Roseburg Receiver has built its audience around breaking news, weather, emergency information, scanner traffic, original reporting and real-time community updates. Ziegler said the partnership with KQUA creates another way to reach people, particularly residents who may not regularly receive local information through websites or social media.

“The Roseburg Receiver has become the fastest-growing local news outlet in Douglas County, and this partnership gives us another powerful way to share important information, raise awareness and reach people who may not always see it online,” Ziegler said.

Plans also include opening the station to more community members who may be interested in producing or hosting programs of their own.

That could mean more airtime for local musicians, nonprofit organizations, educators, subject-matter experts, amateur radio operators, community leaders and residents with ideas for original shows.

Ziegler’s interest in radio goes back to childhood. He began using CB radio at age 11 and later worked as a DJ at 89.5 KTEC, the student radio station at Oregon Institute of Technology in Klamath Falls, while earning his bachelor’s degree in Information Technology. He also holds a General Class amateur radio license.

Hayes brings a different but complementary background to the station.

Through The Roseburg Plug, Hayes has worked with local businesses, nonprofits and organizations on marketing, storytelling, video production, brand development and community outreach. He said KQUA offers an opportunity to take that work beyond digital platforms and bring more local stories directly to listeners.

“We’ve built The Roseburg Plug into one of the region’s leading local marketing platforms by helping businesses and nonprofits craft stories that actually connect with their audience,” Hayes said. “KQUA represents another powerful channel to do that work at scale, and Patrick laid the groundwork to make it possible.”

Recognizing Patrick Schneider’s Contributions

While the appointment looks toward KQUA’s future, station leadership said the announcement is equally about recognizing the person whose work made much of that future possible.

Patrick Schneider, who joined KQUA in 2018, has served as the station’s program manager and station engineer. During that time, he has maintained its broadcast systems, developed technical and operational procedures, worked with volunteers and spent thousands of hours keeping the station operating.

Much of that work happened behind the scenes.

From maintaining transmitters and studio equipment to troubleshooting technical failures and expanding the station’s reach, Schneider became one of the central figures in KQUA’s development.

“Patrick’s impact on KQUA cannot be overstated,” said Kasey Hovik, executive director of Umpqua Watersheds. “His passion, technical knowledge and dedication have helped shape this station from the very beginning. We are incredibly grateful for everything he has done and continues to do for KQUA and our community.”

Although Schneider is transitioning out of the program manager position, the announcement is not being treated as a departure from KQUA. His knowledge, experience and continued involvement remain important to the station as Hayes and Ziegler step into their new roles.

The new program directors said they intend to build upon the systems, infrastructure and culture Schneider helped create rather than starting over.

A Growing Broadcast Reach

The leadership change follows a period of expansion for KQUA.

The station recently added a second broadcast signal, allowing its Roseburg programming on 99.7 FM to also be heard on 90.5 FM in Glide. The additional signal extends KQUA’s reach farther into Douglas County and gives the station a larger potential audience for local programming.

Station leaders believe the combination of expanded coverage and new programming leadership could help KQUA become a more prominent source of information and community connection.

The partnership also creates opportunities for KQUA, The Roseburg Receiver and The Roseburg Plug to work together while remaining separate organizations.

The Roseburg Receiver will continue operating as an independent local news and information outlet. The Roseburg Plug will continue its work as a digital media, marketing and business development company. KQUA will remain a nonprofit, volunteer-driven community radio station under Umpqua Watersheds.

The organizations will now have additional opportunities to collaborate on local event promotion, nonprofit outreach, public safety information, interviews, community storytelling and original broadcast programming.

For listeners, that could eventually mean a wider variety of locally produced content alongside KQUA’s existing music, public affairs and educational programs.

For community organizations, it could provide another way to reach people throughout the region.

For residents interested in radio, it could also create a path to step behind a microphone and develop a program of their own.

Hayes and Ziegler said community participation will be essential to what comes next. KQUA is inviting residents interested in volunteering, producing a show, underwriting programming or otherwise supporting the station to reach out and become involved.

The station’s next chapter will not be built by its program directors alone. It will depend on volunteers, listeners, supporters, local organizations and community members willing to bring their ideas to the air.

That community-driven approach has always been at the heart of KQUA.

Now, with expanded broadcast coverage, new leadership and stronger connections to Douglas County’s growing local media landscape, the station is preparing to build on that foundation and reach more people than ever before.

Industrial operations across the Douglas District will face increased fire restrictions beginning Wednesday as hot, dry conditions continue to raise wildfire concerns.

The Douglas Forest Protective Association announced that Industrial Fire Precaution Levels will increase to Level 3 at 12:01 a.m. July 15. The change applies to private, county, state and Bureau of Indian Affairs lands throughout the district.

The restrictions cover regulated use areas DG-1, DG-2, UA-1 and UA-2, along with forestland located within one-eighth of a mile of those areas.

The Roseburg District Bureau of Land Management is also included in the fire season declaration, although additional prevention orders or restrictions may apply on BLM-administered lands.

IFPL restrictions primarily regulate logging, timber harvesting and other industrial work involving machinery or activities that could create sparks.

Under Level 3, also known as Restricted Shutdown, most industrial activities involving fire or power-driven machinery are prohibited during the hottest portion of the day.

The following activities may generally operate only between 8 p.m. and 1 p.m.:

• Power saw use at loading sites
• Loading or hauling products and materials
• Blasting
• Welding, cutting or grinding metal
• Other spark-producing operations

Several ground-based logging activities may also operate during those hours when equipment capable of quickly constructing a fire line is immediately available. Those activities include:

• Tractor, skidder, feller-buncher, forwarder and shovel logging operations
• Power saw use during ground-based operations
• Rotary and non-rotary head saw feller-bunchers
• Tethered or winch-assisted logging systems used on steep slopes

Most cable yarding operations are prohibited under Level 3. Limited exceptions are available for certain gravity-operated or approved motorized carriage systems operating between 8 p.m. and 1 p.m. and meeting specific fire-safety requirements.

The State Forester or an authorized representative may approve modifications or waivers in writing.

The restrictions will remain in effect until they are replaced or ended through another order.

Information about restrictions on BLM-managed lands is available through the Bureau of Land Management’s Oregon-Washington fire information website.

Three locally owned Domino’s stores in Douglas County are holding customer appreciation events this week, beginning Monday in Winston and continuing through Wednesday.

During each event, customers can purchase medium one-topping Hand Tossed or Crunchy Thin Crust carryout pizzas for $5. The stores will also offer raffles, prizes, branded merchandise and other giveaways, including an opportunity to win free pizza for a year.

The events will take place on the following dates:

• Monday, July 13: Domino’s at 160 NW Main St. in Winston
• Tuesday, July 14: Domino’s at 817 W. Harvard Ave. in Roseburg
• Wednesday, July 15: Domino’s at 779 W. Central Ave. in Sutherlin

The Roseburg and Sutherlin stores are owned by Brian Howard, who has worked with Domino’s in Southern Oregon since he was a teenager.

Howard’s connection to the company began in the 1980s, when his father worked as a Domino’s delivery driver. Howard later joined the Grants Pass store while attending high school and eventually became a general manager. He became the franchise owner of the Sutherlin location in 2006 before expanding into Roseburg.

Angelique Martinez owns the Winston location. Martinez began working at the Roseburg Domino’s in 2016 while raising a child and commuting to work by bicycle. She later moved into leadership roles and helped open the Winston store in 2020.

With Howard’s mentorship and support, Martinez became the franchise owner of the Winston store in 2025.

Howard said the events are an opportunity to recognize the customers who have supported the locally owned stores for more than two decades.

“We wanted to find a way to give back and say thank you to our community,” Howard said. “We have been serving our communities in Sutherlin and Roseburg for over 20 years now and are incredibly thankful for their support.”

Martinez said the Winston team is looking forward to celebrating with longtime customers and meeting new ones.

“Giving back to the communities we serve is one small way we can lift everyone up,” Martinez said. “We’re excited to celebrate with our customers, meet new faces and thank everyone who has supported our store.”

ROSEBURG, Ore. - Families are invited to Roseburg Public Library later this month for a free afternoon of juggling, comedy and audience participation.

JuggleMania performer Rhys Thomas will bring his high-energy show to the library at 1 p.m. Tuesday, July 21. The performance is designed for children from pre-K through fifth grade, along with their families.

Organizers say the show will feature plenty of laughs and opportunities for children in the audience to get involved.

The program is part of the library’s annual Summer Reading Program, which carries the theme “Plant a Seed, Read” this year.

The event will be held at Roseburg Public Library, 1409 NE Diamond Lake Blvd. Admission is free.

EUGENE, Ore. - The Bureau of Land Management is looking to hire approximately 130 workers across western Oregon as the agency increases staffing for forestry and timber-related operations.

The BLM will hold an informational job fair Friday, July 17, at WorkSource Lane in Eugene. The event will run from 9 to 11 a.m. and again from noon to 2 p.m.

Open positions are expected to include forestry technicians, survey technicians and equipment operators. BLM officials said the hiring effort will support several agency priorities, including efforts to increase domestic timber production.

The agency plans to use direct-hire authority to fill the positions more quickly. It will also use a new Field Unit Local hiring authority, which is intended to make it easier to recruit workers from communities near BLM-managed lands.

Current BLM employees will be available during the job fair to explain the available positions, discuss what the work involves and help prospective applicants understand the federal hiring process.

Advance registration is available but is not required. Job seekers also do not need to attend the event to apply for one of the positions.

Matt Betenson, manager of the BLM’s Northwest Oregon District, is expected to participate in the hiring event.

The job fair will be held at WorkSource Lane, located at 2510 Oakmont Way in Eugene.

ROSEBURG, Ore. - The former Rite Aid building in downtown Roseburg could be converted into a convenience store, gas station and multi-tenant commercial property under a proposal scheduled to go before the city’s Historic Resource Review Commission.

The project is proposed for 444 SE Stephens Street, near the intersection of Stephens Street and Washington Avenue. It appears on submitted construction plans as “Khan Oil Roseburg.”

Architect Scott McDonald submitted the application on behalf of property owner Sohail Khan. Plans call for remodeling a portion of the former Rite Aid into a convenience store while retaining additional space in the building for other commercial tenants.

A new fuel canopy and gas pumps would be constructed on the east side of the property, near SE Stephens Street. The proposal also includes underground fuel tanks, changes to parking and traffic circulation, and a relocated trash enclosure.

The former pharmacy drive-through canopy on the north side of the building would be removed. The existing trash enclosure would also be demolished and replaced with a new enclosure near a driveway on the northern portion of the property.

Although the building was constructed in 2006 and is not considered a historic structure, it is located within Roseburg’s Downtown Historic District. Exterior alterations within the district must undergo review to determine whether they are compatible with the surrounding area.

City planning staff is recommending that the Historic Resource Review Commission approve the proposal with several conditions.

Those conditions would require the new fuel-canopy columns and trash enclosure to use brick matching the former Rite Aid building. The canopy roofline would also need to match the style and color of the building’s existing parapet.

Proposed lighting would have to use fully shielded fixtures designed to prevent glare from reaching neighboring properties or the public right of way.

The commission is scheduled to consider the application during its meeting at 4 p.m. Wednesday, July 15, at Roseburg City Hall. The meeting agenda also lists public access through the City of Roseburg’s Facebook page.

No decision has been made on the proposal. Wednesday’s hearing concerns the project’s compliance with historic district design standards, and the development would still be subject to other applicable city reviews and permitting requirements before construction could begin.
