DOUGLAS COUNTY MORNING NEWS
Federal Funding Approved for Oregon CASA Programs to Support Children in Foster Care

Court Appointed Special Advocate programs across Oregon will receive $1.031 million in federal community project funding for fiscal year 2026, according to a recent announcement connected to the federal appropriations process.
The funding was advanced through the community project funding process by Congresswoman Suzanne Bonamici and approved as part of the Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act.
Funds will be distributed to CASA programs statewide to help recruit, screen, train, and support volunteers who advocate for children involved in the foster care system. CASA volunteers are appointed to represent the best interests of children who have experienced abuse or neglect and provide individualized recommendations to judges overseeing their cases. Those recommendations can include placement changes, contact with relatives, access to services such as counseling, and participation in extracurricular activities.
“Children who have experienced abuse or neglect face many challenges,” Bonamici said. “Kids are resilient, but they can better face their challenges when they have support and a trusted adult in their lives. I’m grateful to have secured more than $1 million to help Oregon CASA Network pair more foster children with caring, trained volunteers who can advocate on their behalf.”
According to the Oregon CASA Network, CASA programs across the state faced financial challenges in 2025 that led to budget adjustments, reduced staffing, and in some cases fewer children being served. The organization reported that in 2025, about 3,800 children were served by 1,800 CASA volunteers, representing roughly 56 percent of the identified need statewide.
Stephanie Brown, executive director of the Oregon CASA Network, said the funding will help stabilize programs and expand services.
“As a result of Congresswoman Bonamici’s support, CASA programs across the state are now better positioned to meet the needs of the children in their communities,” Brown said. “This community project funding will advance CASA’s work as we continue to ensure the most vulnerable children in Oregon have an advocate standing up for their needs.”
CASA programs across Oregon continue to seek additional volunteers and financial support. Individuals interested in becoming volunteer advocates or making donations can contact the Oregon CASA Network or their local CASA program for more information.
Riverbend Live Seeks New Volunteer Leadership to Continue Beyond 2026

Riverbend Live, a long-running community concert program in Winston, is asking for new volunteer leadership as current organizers prepare to step down. Without additional volunteers stepping into key roles, organizers say the program may conclude after the 2026 season.
The organization, which has operated for 30 years and is run entirely by volunteers, provides free summer concerts and a free six-week drama camp for Winston children. Organizers say the program has reached a transition point and needs new team members willing to take on leadership and administrative responsibilities.
Current leadership said the program’s future is not in question because of declining interest or impact, but because sustaining the organization requires additional people to manage ongoing operations.
Volunteer roles include project coordination with the City of Winston and UCC Theater Department, booking and negotiating performers, grant writing and fundraising, bookkeeping and financial reporting, and concert day setup and breakdown. Organizers noted that many roles require only a few hours per month and are clearly defined.
Riverbend Live officials said the program can continue with new leadership in place, but without volunteers stepping forward, the 30-year tradition will likely end following the 2026 season.
Community members interested in learning more or volunteering can contact Riverbend Live by email at info@riverbendlive.org. The organization is based in Winston and operates locally through volunteer support.

Snow Expected in Southern Oregon Mountains as Cold Front Arrives Sunday Night

A cold front moving through southern Oregon late Sunday into Monday is expected to bring snow to the mountains, with accumulating snowfall likely in higher elevations across the region.
Forecasters say snow will begin moving into the Cascades and surrounding mountain areas Sunday evening, with the bulk of the precipitation expected overnight into Monday morning. Current projections indicate 4 to 6 inches of snow is the most likely outcome for many mountain locations, though snowfall totals could vary depending on how the system develops.
There is also about a 10% chance of snowfall totals approaching 12 inches in parts of the Cascades if conditions align for heavier precipitation.
Snow levels are forecast to start around 7,000 feet Sunday evening before dropping to approximately 4,500 feet overnight, which could allow snow to reach lower mountain passes by early Monday. Areas at or above pass level could see accumulating snow, especially during the overnight hours.
Forecast models continue to show some variation in the exact amount of snowfall, and totals may change as the storm approaches. Most of the snow is expected to remain in higher elevations, while valley areas are not currently forecast to see significant accumulation.
Travelers planning to cross mountain passes late Sunday through Monday morning should monitor conditions and be prepared for winter driving conditions, including possible snow-covered roads and reduced visibility.
Additional forecast updates are expected as the cold front moves closer to the region.

A city release said hosted by Roseburg Parks and Recreation, the Discover Roseburg 15 Land of Umpqua Geocache series kick off is a free, family friendly event designed to draw people of all ages outside to experience more of the city and its businesses.
The kick-off will be held from 9:00 a.m. to 12:00 p.m. at Roseburg Public Library on Northeast Diamond Lake Boulevard, where parks staff will give out verbal instructions and coordinate-containing passports for a geocaching treasure hunt.
