Hot, dry, windy, and increasingly unstable conditions are expected through Friday as the thermal trough strengthens, then pushes inland. East winds and poor recoveries are also expected overnight, mainly over higher terrain and across the east side. Some cooling is possible this weekend into early next week, but will remain above normal. There is still little or no signal for thunderstorms over the next 7 days.

DOUGLAS COUNTY, Ore. - After more than a decade of helping law enforcement officers remove illegal drugs from Douglas County communities, K-9 Trapper is entering retirement.

The Douglas County Sheriff’s Office announced Tuesday that the highly decorated English Springer Spaniel is retiring following 11 years of law enforcement service.

Trapper was born in Ireland in December 2013 and was later selected and trained to detect illegal narcotics. During his career, he worked with several local law enforcement agencies and served as a member of the Douglas Interagency Narcotics Team.

According to the Sheriff’s Office, Trapper’s detection work helped investigators locate hundreds of pounds of methamphetamine, cocaine, heroin and fentanyl.

His alerts assisted law enforcement officers during traffic stops, search warrants and other criminal investigations. The Sheriff’s Office said his work contributed to the disruption of drug trafficking operations and the arrests of hundreds of people involved in distributing controlled substances.

“K-9 Trapper exemplified the dedication, professionalism, and reliability expected of every member of law enforcement,” said Corporal Matt Bird, Trapper’s longtime handler. “His work undoubtedly made Douglas County a safer place, and it has been an honor to serve alongside him.”

The Sheriff’s Office thanked Trapper for his years of service, loyalty and contributions to public safety. Officials said his legacy will be remembered by the deputies, detectives, law enforcement partners and community members he served.

The agency also thanked the Friends of Umpqua Valley Police K9 Programs, Bailey’s Veterinary Clinic and other local businesses that supported Trapper throughout his career and continue to assist law enforcement K-9 teams across Douglas County.

Veteran homeowners in Coos, Curry and Douglas counties may be eligible for grant funding to complete essential repairs to their homes through a new program offered by NeighborWorks Umpqua.

The nonprofit organization announced the program in partnership with Rural Community Assistance Corporation through the Oregon Rural Homeowner Rehab Program. Funding is being provided by the Federal Home Loan Bank of Des Moines.

The assistance is provided as a grant, meaning eligible homeowners who receive funding will not be required to repay the money.

Grant funds may be used for repairs that address health and safety concerns, improve accessibility or help preserve the structural condition of a home. Eligible projects may include:

• Roof repairs or replacement
• Plumbing and electrical work
• Heating and cooling system repairs
• Accessibility modifications
• Energy-efficiency improvements
• Other repairs needed to help homeowners remain safely in their homes

The program is intended for income-eligible veterans who own and occupy their primary residence in Coos, Curry or Douglas County. Eligibility will be determined based on household income, the location of the property and other program requirements.

NeighborWorks Umpqua will help eligible homeowners evaluate their repair needs and coordinate approved projects with qualified contractors.

Funding is limited, and applications will be accepted while grant funds remain available.

NeighborWorks Umpqua is a nonprofit community development organization serving Coos, Curry, Douglas, Jackson and Josephine counties. The organization provides housing, community development and financial empowerment programs aimed at helping individuals and families achieve housing stability and strengthen communities across southwest Oregon.

GARDINER, Ore. - An 81-year-old Sandy man drowned Saturday while attempting to place air-filled barrels beneath a boathouse at Tahkenitch Lake near Gardiner.

According to a Douglas County Sheriff’s Office report, Mac Lloyd Lynn Hayes and his son were staying at a boathouse on the lake when Hayes decided to inflate barrels and position them underneath the structure to help keep it afloat.

Hayes’ son reportedly suggested hiring someone to complete the work because of his father’s age, but Hayes declined. Authorities said Hayes had set up an air compressor to provide him with air while he worked underwater.

Hayes entered the water to place the barrels beneath the boathouse but did not return to the surface.

A short time later, his son found the breathing apparatus floating freely in the lake and could not locate Hayes. He then called 911.

Members of the Douglas County Sheriff’s Office Dive Team responded and quickly located Hayes beneath the boathouse. He was pronounced deceased.

The Douglas County Medical Examiner’s Office was notified.

The sheriff’s office said this was the third drowning reported in Douglas County in less than a month.

Douglas Electric Cooperative is urging customers to prepare for the possibility of extended power outages during Wednesday’s Red Flag Warning.

The warning is scheduled to be in effect from 2 to 9 p.m. Wednesday as hot, dry and windy conditions increase the risk of rapidly spreading wildfires.

Douglas Electric emphasized that it is not planning a Public Safety Power Shutoff and will not intentionally turn off power to customers. However, if an outage occurs because of a fallen tree, equipment failure or another issue during the warning period, crews may wait until after the warning expires before restoring service.

The cooperative said re-energizing a power line always carries some risk. When vegetation is extremely dry and winds are elevated, even a small electrical problem could potentially ignite a wildfire.

Any outages that occur during the event could affect more customers and last longer than normal. Depending on conditions and the work required, some outages could continue into Thursday.

Customers are encouraged to prepare now, particularly those who rely on electricity for medical equipment, refrigerated medications, food storage or other essential needs.

Douglas Electric is also asking residents to share the information with neighbors who may not receive the cooperative’s online updates.

The Red Flag Warning includes the Umpqua Valley and portions of the Umpqua National Forest. Any fires that start during the warning period could spread quickly due to the expected weather conditions.

An air quality alert is in effect until further notice for portions of Douglas County as smoke from the Castle Fire and other wildfires moves into the area.

The Oregon Department of Environmental Quality issued the advisory Tuesday afternoon for eastern Douglas County. The National Weather Service alert includes Roseburg, Winchester, Sutherlin, Umpqua and Green.

Officials said smoke from the Castle Fire, combined with wildfires burning farther north and northerly winds, is expected to reduce air quality over the next several days.

Smoke conditions may change quickly depending on wind direction and fire activity. Some improvement is possible toward the end of the week.

Those most at risk from wildfire smoke include infants, young children, older adults, pregnant people and individuals with heart or lung conditions.

Residents are encouraged to avoid strenuous outdoor activity when air quality is poor and remain indoors when smoke levels are high. Officials also recommend using certified High Efficiency Particulate Air, or HEPA, filters in home heating, cooling and air purification systems.

People should continue following local burn restrictions to avoid further deterioration of air quality.

ROSEBURG, Ore. - Hot weather will continue across central Douglas County on Wednesday, with temperatures expected to reach the upper 90s in much of the Umpqua Valley.

The National Weather Service in Medford says a Heat Advisory remains in effect until 11 p.m. Wednesday, Aug. 5. Afternoon temperatures are forecast to range from 95 to 100 degrees, while overnight lows are expected to remain between 60 and 65 degrees.

The advisory covers Roseburg, Winchester, Green, Sutherlin, Drain, Elkton, Umpqua, Myrtle Creek, Canyonville and Glendale. Tiller and Camas Valley are also included in the affected area.

Forecasters say the heat will create a moderate risk of heat-related illnesses, particularly for people without reliable access to air conditioning or other cooling methods.

Smoke from nearby wildfires could also make it more difficult for residents to open their windows and cool their homes during the evening and overnight hours.

Residents are encouraged to drink plenty of fluids, avoid extended periods in direct sunlight and spend time in an air-conditioned location when possible. People should also check on relatives, neighbors, older adults and others who may be especially vulnerable to the heat.

Outdoor activity should be limited during the hottest part of the day. Anyone working or exercising outside should take frequent breaks and watch for signs of heat exhaustion, including heavy sweating, dizziness, nausea, headache and weakness.

Children and pets should never be left unattended inside parked vehicles, even for a short period of time.

ROSEBURG, Ore. - A Red Flag Warning remains in effect Wednesday afternoon and evening for Roseburg and a large portion of Southern Oregon as strong, gusty winds combine with extremely low humidity and increasingly unstable conditions.

The National Weather Service in Medford said the warning will be in effect from 2 p.m. to 9 p.m. Wednesday, Aug. 5.

Forecasters said northwest to west winds of 10 to 15 mph are expected, with gusts reaching up to 25 mph. Minimum relative humidity levels could fall between 8% and 15%.

The combination of dry fuels, low humidity and gusty winds could cause any new fires to spread rapidly. Increasing atmospheric instability could also contribute to more active fire behavior on existing incidents.

The warning covers several fire weather zones across Southern Oregon and Northern California. Oregon communities and locations included in the warning area include Roseburg, Elkton, Tiller, Toketee Falls, Grants Pass, Medford, Ashland, Cave Junction, Shady Cove, the Siskiyou Mountains and the Southern Oregon Cascades.

The affected area also includes the Castle Fire northeast of Tiller and the East Evans Creek Fire.

Northern California locations covered by the warning include Happy Camp, Etna, Fort Jones, Mount Shasta City, Dunsmuir and McCloud.

A Red Flag Warning does not mean a wildfire is currently burning in every affected community. It indicates that weather conditions could allow a fire to ignite easily, spread quickly and become difficult to control.

Residents are urged to follow all current fire restrictions and avoid activities that could create sparks. People should also make sure they are registered for their county’s emergency alert system, review evacuation plans and have multiple ways to receive information from emergency officials.

ROSEBURG, Ore. - Drivers in Roseburg can expect to see additional police patrols on local roads through the end of September as officers increase enforcement of several common traffic violations.

The Roseburg Police Department said the extra patrols will focus on seat belt use, distracted driving, speeding and driving under the influence. The enforcement effort will continue throughout the remaining days of August and through the end of September.

Funding for the additional patrols is being provided through grants from Oregon Impact and the Oregon Department of Transportation.

Police said seat belts remain one of the most effective ways to reduce the risk of serious injury or death during a crash. Officers are also reminding adults that their driving habits can influence younger passengers, who may be less likely to buckle up if they regularly see others riding without a seat belt.

Distracted driving will also be a major focus of the enforcement campaign. Activities such as using a cellphone, sending messages or taking attention away from the road can put drivers, passengers, pedestrians and others at risk.

National distracted driving prevention efforts use a combination of enforcement, education, legislation and public awareness campaigns to encourage drivers to keep their attention on the road.

Roseburg police said motorists should watch for additional targeted enforcement campaigns during the next two months.
