Fire Weather Forecast for southern Oregon and northern California National Weather Service Medford, OR | 336 AM PDT Tue Aug 11 2026

The area will trend toward lower temperatures and higher humidity today into the weekend, but breezy afternoon winds accompanying hot and dry conditions will continue elevated fire weather conditions through Wednesday. A slight chance of thunderstorms is expected each afternoon for portions of the area Thursday through the weekend, with the highest probability in northern portions of Klamath and Lake counties.

DFPA Protected Lands

US Forest Service - Umpqua National Forest

A federal judge has ordered temporary closures, a nighttime curfew and additional monitoring at portions of the Oregon Dunes National Recreation Area as thousands of off-highway vehicle riders are expected in the Winchester Bay area this week.

U.S. District Judge Ann Aiken granted a request for a preliminary injunction Monday, August 10, in a lawsuit filed by the Center for Biological Diversity against the U.S. Forest Service. Douglas County, Coos County and Save the Riders Dunes, Inc. are intervenor defendants in the case.

The order comes ahead of the six-day Winchester Bay UTV Takeover, which is being held on Douglas County property adjacent to the Oregon Dunes National Recreation Area.

Under the order, Banshee Hill and an area along the southwestern edge of the Umpqua Dunes must be closed. The Forest Service is required to rope off both areas and install brightly colored signs measuring at least 20 by 24 inches. The agency must also monitor the closures and replace damaged or missing signs and barriers.

The closures will remain in effect while the court considers longer-term interim protections.

Aiken also ordered the Forest Service to establish a curfew from 10:30 p.m. to 6 a.m. in the North Riding Area. That restriction will also remain in place until the court determines what longer-term measures should be adopted.

Trail cameras must be installed at both closed areas and remain in place through Monday, August 17, after the UTV event ends. The Forest Service must monitor and repair or replace the cameras as needed and provide a copy of the footage to the Center for Biological Diversity after the event.

The Forest Service must inspect the closed areas, signs, ropes and cameras at least once each day and immediately repair or replace anything that is damaged or removed.

Coastal marten at center of lawsuit

The lawsuit centers on protections for the coastal marten, a threatened species under the Endangered Species Act.

In the order, Aiken said the Forest Service violated the Endangered Species Act by failing to reinitiate consultation on its Routes Project after the coastal marten was federally listed in 2020.

The Routes Project, adopted in 2015, governs OHV access and management in portions of the Oregon Dunes. Because the project predates the marten's federal listing, it contains protections for other listed species, including the threatened western snowy plover, but not for the coastal marten.

The court said the Forest Service was required to review the project after the coastal marten was listed, but waited more than five years to prepare a biological assessment and has not yet completed the required consultation process.

According to the court record, nearly the entire Umpqua Dunes Middle Riding Area is designated as critical habitat for the coastal marten.

The order cites a 2018 estimate placing the coastal marten population south of the Umpqua River at about 30 adults. The court described the population as small, isolated and vulnerable to being lost from the area.

Aiken also cited concerns about large group OHV rides and nighttime riding, saying those activities can cause damage to vegetated habitat and disrupt marten behavior. The court said the loss of even one or two animals could have serious consequences for such a small population.

UTV event will continue

The judge did not order the Winchester Bay UTV Takeover canceled.

The event organizer has maintained that official event activities will take place on Douglas County property rather than Forest Service land.

Aiken said the temporary protections are narrowly tailored and still leave numerous riding opportunities available throughout the dunes. The order states that the event "will continue as planned."

The court said the temporary protections will remain in place while the parties submit additional arguments and the judge considers more durable measures for protecting coastal marten habitat.

The case is Center for Biological Diversity v. U.S. Forest Service, U.S. District Court for the District of Oregon, Case No. 6:24-cv-00930-AA.

ROSEBURG, Ore. - Merrill Ball knows what it is like to go through a winter without stable housing.

Now, as he prepares to graduate from Douglas County's H.O.P.E. Drug Court Program, he is using that experience to help people who may be facing some of the same struggles he once did.

Ball has launched Warm for the Winter - Helping Those in Need, a donation drive collecting coats, blankets, socks and other cold-weather necessities for adults in Douglas County.

The project is part of the community service work participants complete as they near graduation from H.O.P.E. Drug Court. Ball decided to make his project personal.

"I have been there and just want people to know it gets better and to keep your head up and moving forward," Ball said.

Ball said his own path forward involved more than simply deciding to make a change. Treatment, support services, accountability and help from people in the community all played a role as he worked toward a more stable life.

That experience shaped the idea behind Warm for the Winter.

Ball hopes the donations will provide some immediate comfort to people who need it, but he also wants the project to send a message that someone going through a difficult period today can still build a different future.

What Is Being Collected

Community members can donate:

• New or gently used adult coats in any size
• Throw blankets
• New socks
• Gloves
• Hand warmers
• Basic hygiene items

The donation drive continues through September 11.

Items can be dropped off at Clint Newell Motors, 1481 NE Stephens Street in Roseburg, or Big O Tires, 2545 NE Stewart Parkway in Roseburg.

Ball will also spend several afternoons outside Roseburg Grocery Outlet, 780 NW Garden Valley Blvd., Suite 150, where people can bring donations and talk with him about the project.

He will be there:

• Tuesday, August 11, from 2 to 5 p.m.
• Tuesday, August 18, from 1:30 to 4:30 p.m.
• Tuesday, August 25, from 1:30 to 4:30 p.m.
• Tuesday, September 1, from 2 to 5 p.m.

The donated items are expected to be distributed during a Connecting Point event on September 17. Any supplies left afterward will be given to South River Medical Center to distribute as needed.

Turning Progress Into Something Positive

H.O.P.E. Drug Court combines treatment with close supervision and accountability for people working through substance use disorders while involved in the criminal justice system.

For many participants, recovery can also mean addressing problems that have built up around substance use, including housing, employment, transportation, health care and rebuilding relationships.

The program works with treatment providers and community organizations to connect participants with services while they move through the court process.

For Ball, those pieces helped him reach a point where he could begin helping someone else.

His winter drive brings that journey back to an experience he remembers clearly. He knows what it feels like to be outside without the things most people take for granted, and what it means when someone offers help.

Now he wants to be the person providing it.

Ball is also nearing another milestone. The 114th H.O.P.E. Drug Court Graduation is scheduled for Tuesday, October 13, at 5:15 p.m. in Cascade Hall at the Douglas County Fairgrounds.

The ceremony is open to the community and recognizes participants who have completed the program and the work required to reach graduation.

ROSEBURG, Ore. - A new locally owned restaurant and bar is taking shape along Northeast Stephens Street, with its owners working toward a September opening.

SPUR Restaurant & Bar is being developed at 1347 NE Stephens St., the longtime home of Gilberto's Mexican Restaurant. The property was recently purchased by four members of the same family, who are now remodeling the space and preparing to introduce a considerably different dining concept.

New owner Katrina Peterman announced the purchase in July, saying she and Doug, along with her sister Kyana and Kyana's husband Darin, had purchased Gilberto's and were hoping to have the new restaurant open during the first week of September.

The owners have cautioned that the opening timeline could change as remodeling and other preparations continue.

SPUR is being described as an upscale casual restaurant built around "elevated comfort cuisine," combining Southern influences, Western roots and ingredients and flavors associated with the Pacific Northwest.

The restaurant's website makes a point of distinguishing the concept from both fine dining and a themed Western restaurant. Instead, the owners are aiming for something polished but approachable, with an atmosphere designed for dinners, cocktails, date nights and gatherings.

The menu remains under development, but SPUR says customers can expect shareable comfort-food starters, entrees prepared with fire, handcrafted cocktails, wine and alcohol-free options.

A menu preview is expected to be released closer to opening.

The restaurant's name also carries a family connection. According to SPUR, the name comes from Spur, Texas, where the owners' grandmother was raised. The family says that connection helped inspire the restaurant's emphasis on warmth, hospitality and creating a place where customers feel comfortable gathering.

The new restaurant follows the end of a long chapter at the Northeast Stephens Street location.

Gilberto's Mexican Restaurant permanently closed May 15 after 42 years in business. The Duarte family announced earlier this year that Gilberto Sr. was retiring, bringing an end to one of Roseburg's longtime family-owned restaurants.

Rather than continuing the previous Mexican restaurant concept, the new ownership group is renovating the space and creating an entirely new restaurant around the SPUR brand.

Work is also underway to build the restaurant's opening staff.

SPUR is currently accepting applications for servers, bartenders, hosts, line cooks, prep cooks, dishwashers and management positions. Applications can be submitted through the restaurant's website.

The restaurant has not yet announced its operating hours or whether reservations will be available. Those details are expected to be released closer to opening.

ROSEBURG, Ore. - With campaign signs beginning to appear around Roseburg, City officials are reminding candidates, campaign workers and residents that political signs must follow both state law and local regulations ahead of the November 3 General Election.

Under Oregon law and the Roseburg Municipal Code, campaign signs may be displayed beginning 90 days before an election and must be removed within three days after Election Day.

For the upcoming election, campaign signs are allowed from August 5 through November 6.

City Recorder Amy Nytes said signs found in violation of state law or City Code may be removed by the City and taken to the Roseburg Public Works Shop at 425 NE Fulton St. Removed signs will be stored for 10 days to allow owners to retrieve them before they are discarded.

Candidates are encouraged to check their signs and remove any that were placed improperly.

Residents who believe a campaign sign has been placed illegally are asked to contact the Roseburg Public Works Department rather than removing the sign themselves.

“We ask people to please not take campaign signs down from the public right-of-way,” Nytes said. “If you find a sign on your property or you have questions about a sign you see, please contact us.”

Where campaign signs can and cannot go

Campaign signs in Roseburg must follow several requirements:

• Signs cannot be placed on sidewalks or other public rights-of-way. The public right-of-way generally includes the area between the street and private property line and may include sidewalks, grass, gravel or planting strips.
• Signs may be no larger than 32 square feet. The entire campaign message must be contained on one sign.
• Property owner permission is required before placing a campaign sign on private property.
• Signs cannot be placed on or within:
  • Public parks
  • Utility poles
  • Bridges or other scenic areas
  • Fences, trees or publicly posted signs

Voter registration deadline is October 13

The City is also reminding residents that anyone who is at least 18 years old and is not already registered to vote must register by 11:59 p.m. Tuesday, October 13, to participate in the November election.

Oregon conducts elections by mail, with ballots generally sent to registered voters two to three weeks before statewide elections.

Completed ballots can be returned by mail or placed in an official ballot drop box. Local drop box locations include sites outside the Douglas County Courthouse and Roseburg Public Library.

Additional voter registration information is available through the Oregon Secretary of State.
