Redbarn Dispensary Celebrates Ribbon Cutting As Winston’s First Cannabis Retailer
Todd Theiss, Redbarn’s co-founder, cuts the red ribbon at the ribbon-cutting ceremony on Friday, April 3, along with members of the Winston Chamber of Commerce, Winston Chamber of Commerce President Teresa DeWald, City of Winston Manager Thomas McIntosh, and City of Winston Mayor Christie Knutson.
The event, held in partnership with the Winston Area Chamber of Commerce, marked a milestone for the city after years of debate over whether recreational marijuana businesses should be allowed in Winston. Redbarn is owned by brothers Todd (co-founder) and Tony Theiss (founder).
For years, Winston did not allow dispensaries. That changed in August 2025, when the Winston City Council approved Ordinance No. 75-724, allowing dispensaries within the city. The decision followed years of discussion and public debate over the issue.
Now, Redbarn has officially opened its doors at 161 N. Main St., becoming the first dispensary operating inside Winston city limits.
Teresa DeWald, president of the Winston Area Chamber of Commerce, welcomed RedBarn on behalf of the chamber during the ribbon-cutting ceremony.
“On behalf of the chamber, it’s a pleasure to officially welcome Redbarn to Winston,” DeWald said. “Moments like this are about more than just business. They represent growth in Winston, opportunity and community investment. We all care about Winston, and we all want it to grow, so anytime we have an opportunity like this, it’s amazing. We want to congratulate the owners, Tony and Todd, and their team. They’ve worked hard on this location. We’re grateful to everyone who came out - our community partners, community members and everyone supporting Redbarn and the Winston community.”
Winston Mayor Christie Knutson also spoke during the ribbon cutting, calling the opening an important step for the city.
“It’s a dream come true for many people in the city,” Knutson said. “It’s a growth for everyone involved, not only for the Theiss family, but for the citizens of Winston to be able to do other things with the funds they will make from this business. It’s a blessing.”
Todd Theiss said the business has strong local ties.
“Winston is really near and dear to our heart” he said, noting that his mother grew up in Tenmile and was the woman who named Douglas High School.
The Winston location also features a drive-thru service for online orders, a feature Todd said is one of only four or five of its kind in Oregon.
During Friday’s event, Todd presented a $1,000 check to WAID, the Winston Area Independence Day organization. He said Redbarn has been making donations to WAID since 2021. Onikka Driscoll, the WAID president, accepted the check on behalf of the organization and said the contribution was greatly appreciated.
“We are excited to partner with the city and continue to do so,” Todd said. “We like to give money we can with projects.”
Winston City Manager Thomas McIntosh said the economic benefit reaches beyond simply adding another business to town.
“The economic impacts are more than just another business in town and Todd providing his products,” McIntosh said. “With this type of operation, the city is allowed to tax 3%. This is a good tax because it’s Todd and his operation saying - "we’re not going to just support the community with another product - we’re going to support the community with law enforcement, parks, community center funding, and funding that can support many city services", which is just phenomenal.”
Under Winston’s local marijuana tax, 3% of retail sales will go toward supporting city services.
Redbarn’s opening marks a notable shift for Winston, where dispensaries were once prohibited. Friday’s ribbon cutting reflected both the business opening and the broader change in city policy that made it possible.
The store carries a variety of THC and CBD cannabis products, including concentrates, edibles, flower, pre-rolled joints and blunts. It also offers branded merchandise along with accessories such as lighters, rolling papers, cartridge batteries and glassware.

Salem Woman Killed In Single-Vehicle Crash On I-5 Near Canyonville

A 25-year-old Salem woman died Thursday evening in a single-vehicle crash on Interstate 5 near Canyonville, according to Oregon State Police.
Troopers responded to the crash around 6 p.m. on April 2 near milepost 95 in Douglas County. Police said a silver BMW 320, driven by Siayrah Jade Steeley, 25, of Salem, was traveling southbound on I-5 when it left the roadway for unknown reasons near the milepost 95 offramp.
According to investigators, the vehicle traveled about 400 feet along the grassy shoulder before striking a tree. The BMW then continued another 40 feet down the riverbank, where it came to rest and caught fire.
Steeley was pronounced dead at the scene. OSP said the highway was not impacted during the on-scene investigation.
Roseburg To Celebrate Arbor Month With Tree Plantings, Photo Contest And Family Activities

ROSEBURG, Ore. – Roseburg Parks and Recreation invites the community to celebrate Arbor Month with special activities including tree plantings and a photo contest throughout April.
On Monday, April 13, Mayor Larry Rich is expected to proclaim April as “Arbor Month” in Roseburg, where the Tree City USA flag will fly outside City Hall throughout April. Arbor Day is officially Friday, April 24.
Roseburg is marking a decade of “Tree City” recognition. Roseburg was first designated as a “Tree City” in 2016 by the Arbor Day Foundation, which has been using the “Tree City USA” program since 1976 to encourage the expansion and preservation of urban forests through tree planting and effective management and recognition of “green” communities. The City has applied to retain that title each year and the title has been renewed again in 2026.
“Tree care is a year-long commitment. In April, which we like to refer to as Arbor Month, we get to educate and invite the community to take part in various tree-themed activities,” said Parks & Recreation Program Manager Val Ligon. “We hope that the education and momentum gained carries on throughout the entire year.”
Parks and Rec staff will offer Arbor Month activities and educational posts all month long.
Tips for celebrating and caring for trees will be posted to social media twice a week on Mondays and Fridays throughout April. Starting Friday, April 3, watch the Parks Facebook page and City Administration’s Facebook page for tips on choosing the right tree for your yard, planting, watering, pruning and more.
Parks and Recreation is also sponsoring the 2026 Arbor Day Photo Contest. Enter the contest from now through 5 p.m. Friday, April 17. The top three photos will be announced on Arbor Day on Parks’ and City Administration’s Facebook pages. Winning photos also will be highlighted in the City Connection e-newsletter this spring. “There’s a lot to do in Roseburg during Arbor Month that centers around trees,” said Recreation Coordinator Tracy David.
“One of my favorite places to go and see trees in town is Riverfront Park because the trees there are all very old and have acquired a huge variety of wildlife living in them,” she said. “I love walking through and seeing the woodpeckers hop from tree to tree. It’s like they have such a lively community above our heads. You’ll also be able to see squirrels, as well as other bird species.”
From Wednesday, April 15, through Thursday, April 30, Parks and Recreation staff will team up with Roseburg Public Library staff to offer an Arbor Month tree-themed activity booklet for kids and families. A booklet featuring word scrambles, Sudoku, crossword puzzles and connect-the-dots can be picked up at the library, 1409 N.E. Diamond Lake Blvd., or downloaded from Parks’ webpage. Turn a completed booklet into the library by Saturday, May 2, to claim a prize.
“It’s something you can do inside, especially since April is sometimes pretty rainy. It’s actually a great family activity booklet,” David said.
Parks and Rec staff are also offering a community volunteer tree-planting event in the Stewart Park Natural Area at 9 a.m. on Arbor Day, April 24. Residents are invited to meet Parks staff at the parking lot in the natural area, also known as the “duck pond,” to help plant 20 trees along Newton Creek.
The trees will be two native species: a cottonless poplar and Oregon white oak.
“It’s going to be some hard work. Children can come, but they definitely want to have parents along because they’ll be digging and planting trees,” David said.
The Umpqua Valley Audubon Society will demonstrate how to install a bird house in a tree or using a post.
Warm And Sunny Monday Ahead For Roseburg, With Rain Chances Returning Later This Week

ROSEBURG, Ore. — Roseburg is expected to see a warm and sunny start to the workweek, with temperatures climbing to around 79 degrees Monday under mostly clear skies.
According to the National Weather Service forecast for the Roseburg area, Monday will be calm and mild through the morning before north winds increase slightly in the afternoon, reaching around 5 to 7 mph. Monday night is expected to stay partly cloudy, with temperatures falling to around 44 degrees.
Forecasters say above-normal warmth will continue Monday across the valleys west of the Cascades, even as the overall weather pattern begins to shift. While there is a very slight chance of showers or isolated thunderstorms in parts of the region Monday afternoon and evening, that potential appears focused mainly along and east of the Cascades, not in Roseburg.
The local forecast then trends a bit cooler beginning Tuesday, with a high near 69 and partly sunny skies. Tuesday night will be partly cloudy with a low around 39.
Wednesday should remain mostly sunny with a high near 69, but rain chances begin to increase by Wednesday night. Roseburg has a 20 percent chance of rain before 11 p.m. Wednesday, followed by a stronger chance of rain on Thursday, when highs are expected to reach around 71.
The wetter pattern is expected to continue into the end of the week and the weekend, with additional chances of rain in the forecast from Thursday night through Sunday.
After a warm and pleasant Monday, Roseburg residents should be prepared for cooler, unsettled spring weather to return later in the week.
WINEGROWERS ASSOCIATION APPOINTS TRACY COVINGTON AS EXECUTIVE DIRECTOR

The Umpqua Valley Winegrowers Association has appointed Tracy Covington as its executive director, succeeding Ali Rodgers, who stepped down as her family relocates from the area.
A UVWA release said Covington has more than 20 years of experience in business management and marketing. Most recently, she was a business development director in California for a global architectural and engineering firm. Covington has been involved in various industry and civic organizations focused on strategic planning and educational development. She served as a City of Roseville Planning Commissioner for five years.
Covington’s growing interest in wine led to a WSET Level 1 certification and a few special events as a wine educator. Covington plans to continue formal training in the field after stepping away from a full-time career in building design and construction.
Covington’s family has owned a home in the Umpqua Valley for over four years.
Covington said, “We’ve been waiting for the right moment to switch gears and make this move more permanent”. Covington said, “And I’m really excited to support the UVWA during this critical period. This industry as a whole is under a lot of pressure to evolve. The Umpqua Valley AVA is uniquely positioned – it has always been authentic and historically innovative, home to a lot of firsts”. Covington said, “But it’s still largely undiscovered, which makes it so interesting and full of genuine character. This will resonate now more than ever.”
UVWA President Christopher Hudson said, “We are absolutely thrilled to have Tracy onboard. There has definitely been a shift in the industry, and this is a great opportunity for us to pivot and lean on Tracy with her background in strategic planning and marketing and her passion for wine from the customer’s perspective”. Hudson said, “She brings a lot for us to be excited about, and the Umpqua Valley has much to offer in today’s wine market.

Winston City Council To Consider Teen Center Agreement, PacifiCorp Franchise, And New Business Items Tonight

WINSTON, Ore. — The Winston City Council is set to meet Monday, April 6 at 7 p.m. at City Hall Council Chambers, with several business items on the agenda including a proposed teen center agreement, a PacifiCorp franchise ordinance, business licenses, and budget-related action.
According to the agenda packet, council is scheduled to review six new business license requests, including GS Properties LLC, M. S. Construction and Foundation Specialist, Otterly Elite Movers, Dandelion Dreams, Sunbreak Energy Advisors, and Complete Solar Inc.
Council is also expected to set a workshop for April 13 at 6 p.m. to discuss a possible Park Board restructure and consider a request to appoint Craig Wilson to the Economic Development Committee. Other listed items include an all-weather flags purchase and the appointment of a budget officer along with approval of the city’s budget calendar.
One of the larger items on the agenda is Resolution No. 26-1222, which would authorize the city manager to enter into an updated lease agreement with Winston Area Community Partnership for continued operation of the Teen Center program inside the Winston Community Center. City staff said the previous contract expired in January and that the proposed agreement is intended as an interim step while discussions continue over long-term arrangements and safety concerns tied to teen center operations. The city would continue to receive $850 per month under the proposed contract.
The packet states the Teen Center has operated in the community center since 2008 and is intended to provide teens with a safe place after school to work on homework and learn life skills. The proposed lease covers the teen center area, the director’s office, and a nearby storage closet at 440 SE Grape Street.
Council will also hold the first reading of Ordinance No. 26-722, a proposed franchise agreement with PacifiCorp. The ordinance is listed for first reading Monday night, with a second reading scheduled for April 20.
In addition to new business, the meeting agenda includes department reports from Police Chief Brandon Sarti, Public Works Superintendent Andy Howell, and City Manager Thomas McIntosh, along with audience comments, council non-agenda items, and a possible executive session under Oregon law.
The meeting will take place at Winston City Hall, 201 NW Douglas Blvd.
SENIOR SERVICES COMMUNITY RESOURCE SERIES CONTINUES FRIDAY

Douglas County Senior Services is continuing its Senior Resource Series this Friday.
A county release said it is designed to connect older adults, caregivers, and families with important services and support available throughout the county. Staff will be available to answer questions and help individuals learn how to access services that support independence, health and quality of life.
The next event will be held from 11:00 a.m. to 1:30 p.m. at the Winston Community Center on Southeast Grape Avenue. Lunch will be served. Seniors who plan to attend the lunch are asked to RSVP at 440-3677.

CHI MERCY HEALTH AWARDS $146,000 TO AREA NONPROFITS

CHI Mercy Health has announced a commitment of $146,000 to four local nonprofit organizations, awarded through its 2026 Community Health Improvement Grants program.
A Mercy release said this marks the second consecutive year that Mercy has invested in Douglas County non-profits. This will fund initiatives that directly address urgent community health needs including early childhood development and engagement, access to affordable quality and equitable health care, food insecurities and nutrition access.
CHI Mercy Health Market President Russell Wooley said, “Our Community Health Improvement Grants are a vital way we demonstrate our profound commitment to the health of the communities we serve”. Wooley said, “We are deeply thankful for this chance to provide funding for crucial local partnerships that directly benefit our community members”.
2026 Community Health Improvement awardees include:
- Cobb Children’s Learning Center: $29,000 for the Early Development Screening & Family Support Initiative
- HIV Alliance: $20,000 for Improving Access to Care and Preventing New Infections and Overdose Deaths in Douglas County
- OSU Extension SNAP-Ed: $77,651 for Enhancing Nutrition and Food Safety Education to Promote Healthy Eating Among Douglas County Youth and
- Salvation Army: $20,000 for Give Hunger the Can
This year Mercy received almost $300,000 in grant request applications. The Mercy Community Health Improvement Grants program is funded by contributions from the hospital and in partnership with Common Spirit Health.
