MORNING NEWS
Fresh headlines, updates, and community info to start the day.
Freezing Temperatures And Frost Greet Douglas County Friday Morning

A cold air mass brought freezing temperatures and frost to parts of Douglas County early Friday morning, creating slick conditions in some areas and posing a risk to sensitive plants.
According to the National Weather Service in Medford, below-normal temperatures were expected across the region overnight into early Friday, with frost advisories issued for parts of western Oregon, including Douglas County. In the Umpqua Basin, morning temperatures dipped to around freezing in some locations.
The weather service warned that pets and sensitive vegetation could be affected by the cold. Residents were encouraged to bring pets inside if possible and take steps to protect plants from frost damage.
Forecasters also said there was concern for slick spots, including areas of black ice, where moisture remained on roads and other surfaces. Drivers were urged to slow down, leave extra distance between vehicles and avoid using cruise control in freezing conditions.
While temperatures are expected to rise later in the day, Friday morning began with a reminder that winter-like conditions are still possible in early April across Douglas County.
Roseburg Parks Commission Backs Expanding Fireworks Ban To All City Parks And Parking Lots

The Roseburg Parks and Recreation Commission on Wednesday recommended a municipal code change that would prohibit fireworks in all city parks and adjacent parking lots, a move discussed as part of ongoing fire-safety concerns and past issues in local parks.
During the meeting, commission members reviewed a proposal to amend Roseburg Municipal Code 7.02.120 to broaden the city’s fireworks restrictions. Currently, the Roseburg Municipal Code only prohibits the use of fireworks in Stewart Park. The discussion indicated the existing wording appears to stem from the time when fireworks displays were held at Stewart Park, and members said they were surprised the prohibition had not already been extended to all city parks years ago.
Staff said the city has had problems with fireworks in parks before, including incidents last summer at Sunshine Park in July. One speaker noted that fireworks activity was an issue not only on the Fourth of July itself, but also in the days leading up to and following the holiday.
Commission members also discussed whether the proposed rule would apply only to certain types of fireworks or to all of them. During the conversation, one member asked whether the language covered sparklers, aerial fireworks or all fireworks, and the response given in the meeting was that it covered all fireworks, except for a paper-related exception referenced in the code language under review.
The discussion also made clear that the code would still allow fireworks in parks through an application process under controlled conditions. Staff said the ordinance still permits fireworks use in parks with an application “to make sure that the conditions are right,” and members referenced past city fireworks events that went through a permit process rather than informal use.
A significant portion of the discussion focused on the wording of the ordinance, particularly the phrase “display, use, or explosion of any fireworks.” Commission members questioned whether the word “display” could be interpreted too broadly. One member raised a hypothetical concern that a person could appear to be violating the ordinance simply by showing fireworks to a friend, while others said the intended meaning was clearly the act of setting fireworks off for others to watch. Members then discussed whether “display” should be replaced with “ignition” to make the language clearer.
The commission also talked about how the rule would likely be enforced. One speaker said enforcement would depend in part on what other complaints were happening at the time and would fall within law enforcement’s priorities. Another said a “reasonable person” interpretation would likely apply and that it was unlikely a judge would view a child merely showing fireworks to friends as a violation of the rule.
Members further discussed whether signs in city parks should be updated if the proposed code change moves forward. Staff said the city is already looking at updating existing signage, and one participant suggested adding a separate sign with “No fireworks” in large letters to make the rule clear to park visitors.
At the end of the discussion, the Roseburg Parks and Recreation Commission voted to forward a recommendation to the Roseburg City Council to amend the municipal code. The motion passed without opposition, sending the proposal to council for further consideration.

Roseburg To Celebrate Arbor Month With Tree Plantings, Photo Contest And Family Activities

ROSEBURG, Ore. – Roseburg Parks and Recreation invites the community to celebrate Arbor Month with special activities including tree plantings and a photo contest throughout April.
On Monday, April 13, Mayor Larry Rich is expected to proclaim April as “Arbor Month” in Roseburg, where the Tree City USA flag will fly outside City Hall throughout April. Arbor Day is officially Friday, April 24.
Roseburg is marking a decade of “Tree City” recognition. Roseburg was first designated as a “Tree City” in 2016 by the Arbor Day Foundation, which has been using the “Tree City USA” program since 1976 to encourage the expansion and preservation of urban forests through tree planting and effective management and recognition of “green” communities. The City has applied to retain that title each year and the title has been renewed again in 2026.
“Tree care is a year-long commitment. In April, which we like to refer to as Arbor Month, we get to educate and invite the community to take part in various tree-themed activities,” said Parks & Recreation Program Manager Val Ligon. “We hope that the education and momentum gained carries on throughout the entire year.”
Parks and Rec staff will offer Arbor Month activities and educational posts all month long.
Tips for celebrating and caring for trees will be posted to social media twice a week on Mondays and Fridays throughout April. Starting Friday, April 3, watch the Parks Facebook page and City Administration’s Facebook page for tips on choosing the right tree for your yard, planting, watering, pruning and more.
Parks and Recreation is also sponsoring the 2026 Arbor Day Photo Contest. Enter the contest from now through 5 p.m. Friday, April 17. The top three photos will be announced on Arbor Day on Parks’ and City Administration’s Facebook pages. Winning photos also will be highlighted in the City Connection e-newsletter this spring. Learn how to enter the contest.
“There’s a lot to do in Roseburg during Arbor Month that centers around trees,” said Recreation Coordinator Tracy David.
“One of my favorite places to go and see trees in town is Riverfront Park because the trees there are all very old and have acquired a huge variety of wildlife living in them,” she said. “I love walking through and seeing the woodpeckers hop from tree to tree. It’s like they have such a lively community above our heads. You’ll also be able to see squirrels, as well as other bird species.”
From Wednesday, April 15, through Thursday, April 30, Parks and Recreation staff will team up with Roseburg Public Library staff to offer an Arbor Month tree-themed activity booklet for kids and families. A booklet featuring word scrambles, Sudoku, crossword puzzles and connect-the-dots can be picked up at the library, 1409 N.E. Diamond Lake Blvd., or downloaded from Parks’ webpage. Turn a completed booklet into the library by Saturday, May 2, to claim a prize.
“It’s something you can do inside, especially since April is sometimes pretty rainy. It’s actually a great family activity booklet,” David said.
Parks and Rec staff are also offering a community volunteer tree-planting event in the Stewart Park Natural Area at 9 a.m. on Arbor Day, April 24. Residents are invited to meet Parks staff at the parking lot in the natural area, also known as the “duck pond,” to help plant 20 trees along Newton Creek.
The trees will be two native species: a cottonless poplar and Oregon white oak.
“It’s going to be some hard work. Children can come, but they definitely want to have parents along because they’ll be digging and planting trees,” David said.
The Umpqua Valley Audubon Society will demonstrate how to install a bird house in a tree or using a post.
