Alex Cook Kamga, 53, lodged after officers reported stopping her for traffic violations near Good Vibrations, observing signs of impairment, and obtaining a blood sample after a search warrant

Details: Officer stopped Alex for traffic violations. During the stop, the officer saw signs of impairment, and she admitted to drinking alcoholic beverages. When asked if she would perform field sobriety tests, she requested a lawyer. She was taken into custody and transported to Douglas County Corrections. The officer authored a search warrant, which was granted. A blood sample was obtained at Mercy Medical Center. Afterward, the officer conducted the administrative process under the implied consent laws and Alex ultimately refused to provide a breath sample.
Disposition: Lodged at Corrections. Her vehicle was impounded by Roseburg Towing. Her dog was transported to Saving Grace.
Theft 1
Jeffrey Aaron High, 37, lodged after officers reported he admitted stealing a $3,500 trailer from Lowe's and was later found with methamphetamine in his pocket

Details: Officers contacted Jeffrey High regarding the theft of a $3500 trailer from Lowe's on 3/3/26. High admitted to the theft and was taken into custody. Officers later located 2.65 grams methamphetamine in High's pocket.
Disposition: High was lodged at Corrections on the above crimes.
Prohibited Camping
Jeffery Lynn Mathies, 35, cited after officers reported contacting him at a camp along the riverbank under Interstate 5 with trash scattered around the site

Details: Officers contacted Mathies at his camp which was set up along the riverbank under Interstate 5. His camp consisted of various bedding and personal items and was surrounded by a large amount of trash and rubbish which detracted from the natural beauty of the area. Mathies' camp was found to be in violation of TPM and he was cited and released without incident.

Krystine Marie Lynn, 36, cited after officers reported contacting her at a camp along the riverbank under Interstate 5 in an always-prohibited area

Details: Officers contacted Lynn at her camp which was set up along the riverbank under Interstate 5. Her camp consisted of a large tent filled with various personal items. Her camp was set up in an area where camping was always prohibited and was found to be in violation of TPM. Lynn was cited and released without incident.

Donnie Wayne Snow, 59, lodged after officers reported learning during service of a subpoena that he had active warrants out of Coos County and Roseburg police

Details: While serving Snow a subpoena, officers learned he had an active warrant out of Coos County for Theft II and the Roseburg Police Department for FTA for Prohibited Camping (Criminal). The warrants were confirmed and Snow was taken into custody without incident.

Reba Elaine Schuman, 63, and Bertha Leticia Alcaraz, 54, cited after officers reported a two-vehicle crash at SE Stephens and SE Oak that sent one driver to the hospital

Details: Officers responded to a two-vehicle crash at the intersection of SE Stephens St and SE Oak Ave. After an investigation it was determined that Schuman had proceeded directly through a red traffic light resulting in a crash with Alcaraz who was traveling northbound on SE Stephens St. During the investigation, officers discovered Bertha did not have a valid driver license and did not have insurance. Both vehicles were towed from the scene by Roseburg Tow. Alcaraz was transported to Mercy Medical Center for non-life-threatening injuries.
Disposition: Both drivers were cited and released and vehicles were towed by Roseburg Tow.

Rachel Maria Brightwell, 34, cited after officers reported seeing her drinking a can of Steel Reserve beer on SE Rose Street

Details: Officers received information that a wanted individual was at the location, staying in a room with January, and got consent to search and noted paraphernalia in plain view in the room. January was detained and his PO was contacted. January consented to a search of the room and officers located scales, packaging and about .69 grams of suspected fentanyl. PO authorized a detainer.
Disposition: January was lodged at Corrections for a Parole Violation and cited for UP Schedule 2.

Details: Officers contacted Schmidt and Terry under the Jackson Street bridge at an illegal camp. Terry provided officers with a fake name and was detained. Both Schmidt and Terry had warrants for their arrest. Schmidt's was a cite and release warrant, so he was cited for his warrant and Prohibited Camping. Terry was transported to Douglas County Corrections where she was lodged.
Disposition: Terry was lodged while Schmidt was cited and released on scene.
