Preston Nicholas Torguson, 36, lodged after officers reported locating him in a stolen Ford F-150 in Roseburg; officers said he admitted taking the truck but claimed he had permission from the previous owner to drive it anytime

Details: Bhatti reported his vehicle stolen from the location just after midnight on 03/09/26. The keys were not in the vehicle, and the truck had a quarter tank of gas. Bhatti reported there is damage to the hood and front bumper of the truck. Additionally, there are two faded Indian head logos behind both doors. Torguson was later contacted in the vehicle in the parking lot of Safeway, 1539 NE Stephens, Roseburg. Torguson was detained and admitted to taking the vehicle and stated he had permission from the previous owner to drive it anytime.
Disposition: Torguson was lodged at Corrections. The vehicle was towed by Bill's Towing.

Dennis Ray Fain, 60, lodged after officers reported stopping him for traffic violations near NE Garden Valley Boulevard and NE Cedar Street; officers said he was driving while suspended at the misdemeanor level and uninsured

Jason Joseph Kelemen, 44, cited after officers reported contacting him at a camp on SE Pine Street with a large log burning; officers said the fire was put out

Details: Officers contacted Jones after she had called Douglas County Animal Control regarding her finding seven puppies and their mother at a camp near her residence. Officers responded to Jones' address regarding a disturbance between her and her husband regarding the puppies being at their residence. Officers later received a report of the stolen puppies from their owner and contacted Jones, who admitted to taking the puppies from the victim's camp that day. All dogs were returned to their owner.
Disposition: Jones was lodged at corrections.
DUII

Details: Tyler was stopped for having expired registration stickers. During the traffic stop, officers noticed signs of impairment. Tyler consented to SFSTs and performed poorly. Tyler was taken into custody and transported to Douglas County Corrections, where he provided a breath sample of 0.00% BAC. The BAC was inconsistent with the level of intoxication the officer was seeing, and Tyler provided a urine sample. Bridget was in possession of methamphetamine. The vehicle was towed by Bills Towing.
Disposition: Bridget and Tyler were cited and released from Corrections.

Soraya Maheen Ziai, 63, cited after officers reported finding her sleeping under blankets on a bench at SE Cass Avenue with a cart of belongings on the sidewalk
